Announcing the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050
(Haiphong.gov.vn) - On the afternoon of January 15, the City People's Committee held a conference to announce the planning of Hai Phong city for the period 2021-2030, with a vision to 2050. Attending the conference on the Central side were comrades: Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister; Nguyen Chi Dung, member of the Party Central Committee, Minister of Planning and Investment ; along with representatives of central ministries and branches, leaders of a number of provinces and cities; representatives of embassies and international organizations in Vietnam.

On the city's side, there were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Van Lap, Chairman of the City People's Council. Along with comrades members of the Standing Committee of the City Party Committee, Vice Chairmen of the City People's Council and People's Committee; leaders of departments, branches, units and localities.

In his opening speech, Permanent Vice Chairman of the City People's Committee Le Anh Quan emphasized: "The conference to announce the City Planning is a step for all levels, sectors, agencies, units, localities, the City People; agencies, investors, enterprises and organizations, individuals at home and abroad to grasp the basic and core contents of the Planning. From there, we will reach a high consensus on awareness and action to effectively implement the contents of the Planning; create new resources, motivation and opportunities to develop Hai Phong city, further promoting its role as an important growth pole of the region and the whole country in the coming time."
The implementation of the City Planning according to the Planning Law is a breakthrough, creating unity in the management and operation of socio-economic development. The Hai Phong City Planning for the period 2021-2030, with a vision to 2050, was established on the basis of concretizing Resolution No. 45 dated January 24, 2019 of the Politburo on the construction and development of Hai Phong City to 2045 and inheriting and developing the city's viewpoints through the periods, focusing on the Resolution of the 16th City Party Congress, term 2020-2025. The Planning product has ensured scientificity, quality and compliance with procedures and processes; demonstrating the will and aspiration to develop of Hai Phong City .

Presenting the Decision approving the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050 to the leaders of Hai Phong City and giving a speech at the Conference, Deputy Prime Minister Tran Hong Ha affirmed: "The planning will open up new opportunities and development spaces to develop Hai Phong into a major seaport city in the region and the world with three development pillars: seaport-logistics services; green, smart, modern industry and international sea tourism center; with a high level of development in the group of leading cities in Asia and the world".
Deputy Prime Minister Tran Hong Ha suggested that Hai Phong city needs to soon complete the Plan to implement the Master Plan.
The Deputy Prime Minister emphasized that in the process of implementing the planning, Hai Phong city needs to make efforts to take advantage of and promote the most effective breakthrough mechanisms and specific policies decided by the National Assembly in Resolution No. 35 dated November 13, 2021; at the same time, effectively implement Resolution No. 06 of the Politburo on urban planning, construction, management and sustainable development. In order to effectively implement the Planning, Deputy Prime Minister Tran Hong Ha suggested that Hai Phong city needs to soon complete the Planning Implementation Plan, identify a number of tasks that need to be done to implement the construction law, planning law, urban law; prioritize the implementation of inter-regional connectivity infrastructure projects, seaports, logistics, digital infrastructure; develop a synchronous, modern, interconnected urban infrastructure system that adapts to climate change; Key and dynamic projects that have a direct impact on socio-economic development goals and have great spillover effects... Accelerate economic model transformation through the development of digital economic ecosystems, clean energy, and green tourism. Focus on comprehensive and unified management of natural resources and environmental protection, biodiversity conservation, and natural marine ecosystems; proactively respond to climate change and rising sea levels. Sustainable development of the marine economy on the basis of green growth.

On behalf of the leaders of Hai Phong city, Chairman of the City People's Committee Nguyen Van Tung sincerely thanked the leaders of the Government, ministries, branches, central agencies, localities and relevant agencies and organizations for their active leadership, direction, guidance and support to the city to complete the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050 in accordance with the provisions of the Law on Planning. At the same time, he acknowledged and commended the Department of Planning and Investment together with the departments, branches, units and localities in the city, and the City Planning Consulting Unit for their efforts and high concentration to complete the task of planning. Based on the comments and directions of Deputy Prime Minister Tran Hong Ha at the Conference, the Chairman of the City People's Committee agreed with all levels, sectors and localities on a number of key tasks: Focus on promoting the dissemination and publicization of the contents of the Plan to all levels, sectors, business community and people to unify the implementation process. The Department of Planning and Investment will soon advise the City People's Committee to develop a Plan to implement the City Plan. Sectors, units and localities actively participate with the Department of Planning and Investment in developing plans and implementing the Plan.
To successfully implement the goals and planning orientations set out, at the Conference, Chairman of the City People's Committee Nguyen Van Tung proposed and recommended that the Government, ministries and branches continue to pay attention to and support the city. In particular, paying attention and creating conditions for early approval of the decision to establish the Southern Coastal Economic Zone of Hai Phong associated with Tien Lang airport and Nam Do Son port; considering planning and completing investment procedures for the city to build 2 starting wharves for the Nam Do Son port area; including Tien Lang airport as the second airport of the capital region in the planning of the Red River Delta region. At the same time, considering and agreeing on the development of offshore wind power in the northern sea of the Gulf of Tonkin until 2030 in Bach Long Vi district...

On this occasion, the Chairman of the City People's Committee commended and awarded certificates of merit to 7 collectives and 01 individual in the work of planning Hai Phong city for the period 2021 - 2030, with a vision to 2025.
The city's master plan sets out the general goal by 2030 , to build and develop Hai Phong into a large seaport city, leading the country in industrialization, modernization and digital transformation; a driving force for development in the Northern region and the whole country; with modern, smart and sustainable industry; synchronous and modern transport infrastructure with convenient domestic and international connections by road, rail, sea, air and inland waterways; a modern, international, leading maritime economic center in Southeast Asia, focusing on seaport services, logistics and marine tourism; an international center for education, training, research, application and development of science and technology; the material and spiritual life of the people is constantly improved, on par with typical cities in Asia; social order and safety are ensured, national defense and security are maintained.
Specific targets are set out in 5 groups: economy, culture - society, space and infrastructure, environment, national defense and security. Of which:
The city's GRDP contribution to the country's gross domestic product (GDP) by 2030 will reach about 6.8%. The average economic growth rate (GRDP) in the 2021-2030 period will increase by about 13.5% per year. Industry and construction account for 51.7% of the economic structure, the service sector accounts for 43.2%; agriculture, forestry and fishery account for 1.0%; product taxes minus product subsidies account for 4.1%. GRDP per capita (current price) is about 21,700 USD. Digital economy accounts for about 40% of the city's GRDP. Human Development Index (HDI) is among the top 5 provinces and cities in the country. The poverty rate is below 0.1%; The rate of population with access to clean water is 100%. The rate of solid waste collected and treated according to standards and regulations is 100%. Basically meet the criteria of a special urban area. Establish Thuy Nguyen city under Hai Phong city; complete the conversion of 50% of districts into district administrative units. Social housing floor area increases by about 3.5 million m2 in the period 2021 - 2030.
Vision to 2050, Hai Phong is a major seaport city in the region and the world with three development pillars : seaport-logistics services; green, smart, modern industry and international sea tourism center; population size of about 4.5 million people, with a high level of development in the group of leading cities in Asia and the world.
The city planning identifies three development breakthroughs:
Seaports and logistics services: Building Hai Phong city into an international connection center with modern logistics services; Lach Huyen port and Nam Do Son port into a gateway port cluster combined with international transit. Establishing the Southern Hai Phong Coastal Economic Zone, including studying the Free Trade Zone with breakthrough and outstanding mechanisms and policies currently being applied in successful free trade zones in the world.
Digital transformation: Being the leading locality in the country in digital transformation, building digital government, digital society and digital economy. Comprehensive digital transformation according to the National Digital Transformation Program. Forming and developing a safe and convenient digital environment, serving the maximum needs of production, business and people's lives.
Tourism development: Building a highly attractive Cat Ba - Do Son marine tourism complex; combining with Ha Long Bay to become an international marine tourism center; forming typical tourism products of the city associated with the sea and islands, historical and cultural relics; linking with the provinces of the Red River Delta, becoming a tourism center connecting the region and the world. Effectively promoting potentials and strengths, especially the values of the world natural heritage Ha Long Bay - Cat Ba archipelago.
Some new and outstanding orientations in Hai Phong City Planning :
The Hai Phong City Planning for the period 2021 - 2030 is the first planning to be established using a completely new method, with an integrated, multi-disciplinary approach, showing unprecedented bold and breakthrough orientations, visions and strategies. The planning aims to establish a coastal economic zone in the South of Hai Phong with a scale of 20,000 hectares to take advantage of Nam Do Son port and the international airport in Tien Lang district. Applying domestic and international mechanisms, policies, experiences and good practices to establish a Free Trade Zone in the New Economic Zone, awakening the development potential of the land in the South of the city.
The planning also focuses on orienting and synchronously developing the transportation system, prioritizing the development of transport infrastructure connecting seaports with inland regions. Specifically:
- Orientation for investment in construction and development of Hai Phong seaport to be worthy of being one of the two special seaports in the country. Focus on completing investment in Lach Huyen port area and relocating ports on Cam River; investing in developing ports in Nam Do Son - Van Uc port area.
- Orientation to build new railway lines: Hanoi - Hai Phong route connecting Hai Phong international gateway port with Dinh Vu, Nam Do Son and Lach Huyen port areas; Nam Dinh - Thai Binh - Hai Phong - Quang Ninh coastal railway.
- Orientation to upgrade and expand Cat Bi International Airport. Research on building an international airport in Tien Lang district.
- Continue to upgrade and expand inter-regional roads, build Ninh Binh - Hai Phong expressway. Develop main urban radial routes and city belt roads.
- Developing coastal waterways, connecting major river mouths of the city and neighboring provinces; inland waterways around the islands of Cat Ba archipelago to serve tourist transport.
With the viewpoint of using resources effectively, saving resources and developing a green and sustainable economy, the City Planning proposes and orients to focus on developing renewable energy sources, in which, priority is given to developing offshore wind power (expected capacity of 2,500 MW), ensuring electricity supply for production and people's daily life, meeting the large energy needs of economic zones and industrial parks./.
