Announcement of the decision on the organizational structure and personnel of the Customs Sub-Department of Region XVI.

(HQ Online) - On the afternoon of March 15th, in Binh Duong, the Customs Department (Ministry of Finance) held a conference to announce decisions on the organizational structure and personnel of the Customs Sub-Department of Region XVI (the new name after the merger of Binh Duong Customs Department, Binh Phuoc Customs Department and Tay Ninh Customs Department).

Attending the conference were Pham Hung Thai, Standing Deputy Secretary of the Tay Ninh Provincial Party Committee; Tran Van Mi, Vice Chairman of the Binh Phuoc Provincial People's Committee; and Nguyen Van Tho, Director of the Customs Department.

At the conference, representatives from the Customs Department announced Decision 966/QD-BTC dated March 5, 2025, of the Minister of Finance on the functions, tasks, powers, and organizational structure of regional customs branches under the Customs Department, and also announced the Customs Department's decision on the regulations concerning offices, departments, teams, and border/non-border customs offices under the regional customs branches.

Accordingly, after the reorganization, the Customs Department has 20 subordinate branches nationwide. Among them, the Customs Branch of Region XVI is headquartered in Binh Duong , managing the area of ​​three provinces: Binh Duong, Binh Phuoc, and Tay Ninh.

The Customs Sub-Department of Region XVI has 8 offices, departments, and teams, and 16 border/non-border customs offices.

At the conference, representatives from the Customs Department announced the decisions of the Director of the Customs Department regarding the temporary transfer and appointment of five officials to the position of Deputy Head of the Customs Sub-Department of Region XVI, including: Mr. Nguyen Thanh Binh (Deputy Head of Binh Duong Customs Department), Mr. Tong Quoc Thinh (Deputy Head of Binh Duong Customs Department), Mr. Vo Thanh Ngoan (Deputy Head of Tay Ninh Customs Department), Mr. Phan Van Dung (Deputy Head of Binh Phuoc Customs Department), and Mr. Nguyen Van Ngan (Deputy Head of Binh Phuoc Customs Department), effective from March 15, 2025.

The conference also announced the decisions of the Director of the Customs Department regarding the transfer and appointment of 23 officials to the positions of Head of Department, Team Leader, and equivalent positions within the Customs Sub-Department of Region XVI, effective from March 15, 2025.

Speaking at the conference, Director of the Customs Department Nguyen Van Tho emphasized that the Customs Sub-Department of Region XVI operates under a new model with a very large scale and geographical area, including seaports, industrial zones, and many international land border gates with a long border line. Therefore, he requested the Sub-Department to quickly stabilize its organizational structure and ensure stable customs clearance operations for businesses.

Review the annual work plans of the three units. This includes reviewing administrative procedures, particularly those related to specialized inspections, in order to propose amendments that facilitate business operations and attract investment to Region XVI.

Despite the challenging circumstances surrounding the recent merger of the administrative apparatus, and the concerns of the officials and employees, the requirement for the Customs Sub-Department of Region XVI is to arrange the organizational structure and personnel appropriately to effectively carry out its duties and avoid disruption. Simultaneously, it is crucial to maintain discipline and order within the sector, as well as foster unity and shared difficulties to successfully complete assigned tasks.

On behalf of the Customs Sub-Department of Region XVI, Sub-Department Head Nguyen Tran Hieu expressed his determination to maintain a united and disciplined team, and to successfully complete all assigned tasks in 2025.

According to Chief Nguyen Tran Hieu, on the very first day of operation under the new model (up to 12:00 PM on March 15th), more than 2,000 customs declarations were processed smoothly and efficiently. Following the directives from leaders at all levels, in the coming period, the Customs Sub-Department of Region XVI will focus on developing key plans and tasks regarding revenue collection, combating trade fraud, and modernizing customs operations…
