Announcement of procedures for considering promotion of teacher professional titles

The Ministry of Education and Training announced internal administrative procedures for considering promotion of professional titles for lecturers and teachers at each level.

The Minister of Education and Training has just issued Decision No. 1280/QD-BGDDT on promulgating internal administrative procedures (AP) in the state administrative system in the field of regimes and policies for teachers under the management of the Ministry.

In particular, the list of internal administrative procedures under the authority of the Ministry of Education and Training includes administrative procedures for considering promotion of professional titles for the positions of main lecturer (grade II), senior lecturer (grade I), main college lecturer (grade II), senior college lecturer (grade I).

The Ministry of Education and Training is competent to resolve administrative procedures for promotion of high school teachers (THPT) grade II, high school teachers (THCS) grade I, junior high school teachers (THCS) grade II, junior high school teachers (THCS) grade I, primary school teachers (THCS) grade II, primary school teachers (THCS) grade I, preschool teachers (THPT) grade II, preschool teachers (THCS) grade I for teachers in public service units under the Ministry of Education and Training.

The list of internal administrative procedures under the authority of local authorities includes administrative procedures for considering promotion of professional titles for the positions of high school teacher grade II, high school teacher grade I, middle school teacher grade II, middle school teacher grade I, primary school teacher grade II, primary school teacher grade I, preschool teacher grade II, preschool teacher grade I.

At the same time, local authorities have the authority to resolve administrative procedures to consider promoting the professional titles of senior college lecturers (grade II), senior college lecturers (grade I), senior lecturers (grade II), and senior lecturers (grade I).

According to the Ministry of Education and Training, publicizing and standardizing procedures aims to increase transparency and reduce time and costs foreducational institutions and teachers in the process of promoting professional titles.

This Decision replaces Decision No. 1137/QD-BGDDT dated April 24, 2025 of the Minister of Education and Training on promulgating internal administrative procedures in the state administrative system in the field of regimes and policies for teachers under the management of the Ministry.
