Prime Minister's dispatch on preparations for organizing groundbreaking and inauguration ceremonies for large-scale projects and works and preparing to organize exhibitions of socio-economic achievements to celebrate the 80th anniversary of National Day

Preparing for the Exhibition of Socio-Economic Achievements on the occasion of the 80th National Day of the Socialist Republic of Vietnam at the National Exhibition Center.

Telegram sent to: Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally-run cities; General Director of Vietnam Television; Chairman of the Board of Directors of the Military Industry-Telecoms Group; Chairman of the Board of Directors of the Vietnam Posts and Telecommunications Group; Chairmen of the Board of Members, General Directors of Groups and General Companies under the Ministry of Finance.

The telegram stated: 2025 is a year of many important political events, including the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) which is a particularly important political event, a brilliant milestone in the glorious history of building and defending the country of the nation, opening a new era - the era of national independence and socialism in Vietnam. Looking back at history to become stronger, adding determination in the cause of building and defending the Socialist Republic of Vietnam, entering an era of national growth, prosperous development, civilization, and happiness.

Following the positive results achieved by the groundbreaking and inauguration ceremonies of 80 projects in all three regions of the North - Central - South on April 19, 2025 to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 2025), to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam, the Government plans to continue to organize online groundbreaking and inauguration ceremonies for major projects nationwide (directly combined with online to all projects). Expected time is August 19, 2025. To ensure thorough, quality and successful preparation for this important event, the Prime Minister requests:

I. Preparations for the groundbreaking and inauguration ceremonies of major and key projects and works in ministries, branches and localities

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations and General Companies:

a) Urgently direct agencies, units, Project Management Boards, and contractors to focus maximum resources on implementing investment procedures to start assigned projects; speed up the construction progress of ongoing projects to organize the inauguration and put into operation of important works, projects, and large works of the sector, affiliated agencies, units, and localities in charge.

b) Strive for each ministry, branch, locality, Group, and General Corporation to have at least 02 projects and works that are eligible to start construction or be inaugurated to celebrate the 80th anniversary of National Day. Ministries, branches, localities, Groups, and General Corporations review projects and works, synthesize, and send information to the Government Office and the Ministry of Construction - Standing Agency before July 31, 2025 (report full information about the works and projects: name, type, scale, capital source, total investment capital, accompanying documents confirming eligibility to start construction, be inaugurated, etc.).

2. The Ministry of Construction - the Standing Agency presides over and coordinates with the Government Office, relevant ministries and local branches to review the list of projects and works to ensure the scale and conditions for organizing inaugurations, groundbreakings, etc.; coordinate with Vietnam Television, the Military Industry-Telecoms Group, the Vietnam Posts and Telecommunications Group, and the Government Office to develop programs, scenarios, and plans for online connection to bridge points (selecting central bridge points, main bridge points, etc.); develop a central report and report to the Prime Minister before August 10, 2025 .

3. Vietnam Television is in charge of directing and coordinating with relevant ministries, branches and localities to organize the Program according to the script and broadcast live between the connecting points.

4. The Military Industry - Telecommunications Group, Vietnam Posts and Telecommunications Group preside over and coordinate with the Ministry of Construction, Vietnam Television and ministries, branches, localities, agencies (with projects inaugurated, started construction...) to proactively prepare good material and technical conditions for online connection between bridges and electricity, water infrastructure,...

5. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations and General Companies under the Ministry of Finance and related units shall proactively prepare all material and technical conditions, organize groundbreaking and inauguration ceremonies, etc. for works and projects under their management.

I am in charge of following the general scenario developed by the Ministry of Construction and Vietnam Television, organizing and ensuring solemnity and economy; proactively arranging funding sources and technical conditions to connect online to all works and projects.

6. Assign Deputy Prime Minister Tran Hong Ha to preside over, directly monitor and direct the preparation for the groundbreaking and inauguration ceremonies of projects and works;

II. Preparations for the exhibition of socio-economic achievements on the occasion of the 80th anniversary of National Day September 2, 1945 - September 2, 2025

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities:

a) Urgently develop a plan to exhibit the socio-economic development achievements of ministries, branches and localities on the occasion of the 80th National Day celebration at the National Exhibition and Fair Center (Dong Anh - Hanoi City).

b) Direct specialized agencies to select data, images, artifacts, and information that truthfully and vividly reflect the outstanding achievements in socio-economic development of their sectors, fields, and localities over the past 80 years, especially the results achieved in the 2021-2025 term, and send them to the Ministry of Culture, Sports and Tourism before June 20, 2025 .

2. The Ministry of Culture, Sports and Tourism shall preside over, based on the registration and reports of ministries, branches, agencies and localities, and synthesize them into a Project to organize an Exhibition of Socio-Economic Achievements on the occasion of the 80th National Day of the Socialist Republic of Vietnam at the National Exhibition Center, and report to the Prime Minister for consideration before June 30, 2025.

3. Assign Deputy Prime Minister Mai Van Chinh to preside over and directly direct the preparation work for the Exhibition of Socio-Economic Achievements on the occasion of the 80th National Day of the Socialist Republic of Vietnam at the National Exhibition Center.

III. The Ministries of Construction, Culture, Sports and Tourism and the Government Office, according to their assigned functions and tasks, shall monitor and urge ministries, agencies and localities to perform the tasks assigned in this Official Dispatch, promptly report to Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Mai Van Chinh and the Prime Minister for consideration and direction./.
