Personnel work in the new period

In the revolutionary cause, the Party has always paid attention to and focused on personnel work, especially since the implementation of the renovation process, aiming to build a contingent of cadres with sufficient qualities and capacity to meet the requirements of revolutionary tasks.

President Ho Chi Minh affirmed: “Cadres are the root of all work, the success or failure of work depends on good or bad cadres”. Deeply imbued with his ideology, our Party has devoted much effort and enthusiasm to building a team of cadres, especially leaders at all levels; thereby, contributing to the successful implementation of the revolutionary cause, especially since the implementation of the renovation process until now.

General Secretary Nguyen Phu Trong emphasized: "Personnel work is extremely important, and through practice it is increasingly seen to be important, the cause of all causes, the root of all work, the key of the key."

On the basis of a comprehensive and in-depth summary and assessment of the Party building and rectification work, especially the current task of building a contingent of cadres, the Resolution of the 13th National Party Congress pays special attention to the Party building work regarding cadres. Accordingly, in order to build and improve the quality of the contingent of cadres, it is necessary to innovate the work of evaluating cadres; attach importance to both virtue and talent, in which virtue is the root; both train and foster in schools and practice and challenge in practice, especially in areas and fields with many difficulties; closely and harmoniously combine quantity, quality and structure, and popularity and specificity.

Our Party determines to focus on improving the quality of cadre planning, associated with the work of evaluating, training, fostering, rotating, arranging, and deploying cadres. Cadre planning follows the motto of "dynamic" and "open"; carried out synchronously from top to bottom, taking lower-level cadre planning as the basis for higher-level cadre planning, and higher-level planning promotes lower-level planning. Focus on discovering cadres with outstanding abilities and young talents to have plans to train and foster talents for the country.

Continue to rotate cadres, ensuring comprehensiveness, synchronization, connectivity, regularity and continuity. Ensure balance and harmony between cadre rotation and the development of local cadre resources; overcome the situation of surplus in some places, shortage in others and partiality and closedness in cadre work. Combine cadre rotation with the implementation of a number of policies and regulations on the arrangement of a number of key leadership positions at the provincial and district levels who are not local people, cadres who do not hold positions for more than two consecutive terms and increase cadres for key areas and difficult fields. Perfect mechanisms and policies to motivate cadres to strive, wholeheartedly and wholeheartedly for their work.

The 13th Party Congress determined: “Focus on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task. Perfecting institutions and regulations on cadre work, title standards, criteria and cadre assessment mechanisms. Building a contingent of cadres, first of all leaders with strong political will, pure ethics, outstanding capacity, daring to think, daring to speak, daring to do, daring to take responsibility, daring to innovate, daring to face difficulties and challenges, daring to act for the common good”.

The content of "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good" is a new awareness of the Party. In addition, it sets out the task of improving the quality of Party members; discovering, planning, nurturing, and promoting the role of excellent and promising Party members, preparing key cadres at all levels; promoting the work of developing Party members among workers, intellectuals and businessmen. Building a contingent of cadres and Party members with steadfast political will, truly pioneering, exemplary, highly responsible in work, with intelligence, revolutionary ethics, solidarity, high sense of organization and discipline and the capacity to fulfill tasks well, steadfast with the goals and ideals of the Party.

With a glorious tradition and valuable lessons learned in more than 93 years of revolutionary leadership, our Party has always paid due attention to personnel work, truly being the "key of the key" task. This helps Party committees at all levels improve their fighting strength and leadership capacity to better promote their role, worthy of the trust and expectations of the people.
