Quang Trung Software Park attracts experts to develop new technology

Ho Chi Minh City In 7 years, Quang Trung Software Park has attracted 141 scientists specializing in research and development (R&D), creating human resources for testing new technologies.

The information was shared by Mr. Phan Phuong Tung, Director of the Center for Digital Transformation Support and Consulting of Quang Trung Software Park (QTSC) at the workshop "Sustainable production towards green growth" held on the morning of March 26. This team of human resources has a doctorate degree or higher, many of whom are overseas Vietnamese from the UK, US, France... Some people, when doing research abroad, bring technology back to Vietnam for testing. When entering Quang Trung Software Park, scientists are provided with free working space and support for research facilities at QTSC R&D Labs.

According to Mr. Tung, the goal of attracting scientists has been implemented by QTSC since 2017 to gather a team of R&D people to help create inventions and technologies owned by Vietnamese people. QTSC is a place that creates conditions for scientists to test technologies through high-tech agricultural experimental zones, robot testing grounds, drones, etc.

QTSC representative said that this testing will be more convenient when Ho Chi Minh City implements a controlled testing mechanism according to Resolution 98. This is the basis to attract more scientists, to pilot new technologies that are not yet regulated by law such as research on new materials, drones... "When these tests have results, they will serve as a basis for contributing to the development of policies and laws on the testing field", Mr. Tung said.

The technologies that are being researched and tested will contribute to the goal of green growth and sustainable development in the coming period at QTSC. When the research and testing have feasible results, QTSC will support the authorities to deploy the testing outside the software park and introduce it to businesses that need immediate application.

QTSC leaders said that this orientation aims to create an environment for scientists to research and test technology similar to what concentrated information technology parks in China, India... are doing, in addition to attracting businesses in this field to operate.

Dr. Nguyen Dinh Uyen, an expert in agricultural technology research at QTSC R&D Lab, once shared with VnExpress that QTSC's support in terms of premises and market connections helped the project team reduce many costs and find a way out for the product.

According to Resolution 98 on specific policy mechanisms for the development of Ho Chi Minh City, effective from August 2023, the city is allowed to test a number of new technological solutions under control within the scope of high-tech zones, concentrated information technology zones, and innovation centers in the area. To concretize this policy, the Ho Chi Minh City Department of Science and Technology proposed a number of technologies that are allowed to be tested, including driverless electric vehicles, drones, Lora technology, artificial intelligence, cloud computing, IoT, virtual reality, autonomous robots, microchips, 3D printing, and biotechnology (except for products tested on humans). Enterprises with experimental technologies are legally supported in applying for licenses within the authority of the Ho Chi Minh City People's Committee. For licenses outside the authority, the city will negotiate with relevant units to decide on allowing testing.

Enterprises testing products are supported with up to 30% of the total budget. The tested technology must be designed, have a risk management framework, and limit negative impacts on society. Enterprises must develop a reasonable plan to handle and overcome problems that arise during the testing process. The technology must be supplied to the market after completing the testing and bring socio -economic benefits to Ho Chi Minh City.
