Attending the event were Director of Vietnam Sea and Islands Administration Nguyen Duc Toan, Deputy Directors: Pham Thu Hang, Truong Huu Tri, Nguyen Thanh Tung; representatives of leaders of some units under the Ministry of Natural Resources and Environment , leaders of Departments and Centers under Vietnam Sea and Islands Administration.
Reporting at the Conference, Mr. Nguyen Thanh Tung, Deputy Director of the Vietnam Sea and Islands Administration, said that implementing Decree No. 68/2022/ND-CP dated September 22, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment, the Vietnam Sea and Islands Administration has quickly arranged, consolidated its apparatus, and stabilized its operations under the new model.
In the first 6 months of 2023, implementing the Work Program issued by the Ministry of Natural Resources and Environment, the Department's leaders urgently directed the development and promulgation of the Department's Work Program, in which each Department leader was specifically assigned to directly direct the tasks; the tasks were directly assigned to each unit and individual in charge of implementation. The units in charge of implementing the tasks periodically reported on the implementation progress and the Department organized regular and ad hoc meetings to promptly resolve difficulties during the implementation process.
Based on the existing legal regulations on management of marine and island resources and environment, along with increasingly improved professional expertise, the Department has advised the Ministry to guide and coordinate with localities in the work of comprehensive management of resources and protection of marine and island environment; the basic guidance and coordination contents have resolved conflicts or risks of conflicts and conflicts of interest in the exploitation and use of resources for socio -economic development and security and defense protection, contributing to the good implementation of the functions and tasks assigned to the Department.
In addition, the Department has established a coordination mechanism with a number of agencies and forces directly related to the Department's state management scope through signing regulations on coordination of actions in the management of marine and island resources and environment, sustainable development of the marine economy, ensuring national defense, security and foreign affairs.
Specifically, in the first 6 months of 2023, the Department received 8,126 incoming documents, submitted 186 Submission Forms to the Ministry, and issued 1,150 outgoing documents. Of which, the Department submitted to the Ministry to submit to the Government for approval the Strategy for sustainable exploitation of resources, protection of the marine and island environment until 2030, with a vision to 2045 in Resolution No. 48/NQ-CP dated April 3, 2023; completed the preparation of the Master Plan for sustainable exploitation and use of coastal resources to submit to the Planning Appraisal Council; is completing the National Marine Spatial Planning; has appraised and advised the Ministry to issue 3 Decisions on assigning sea areas, granting licenses for dumping at sea, assigning sea areas for dumping of 3 Projects, 1 Decision on granting licenses for scientific research in Vietnam's seas; Advise the Ministry to submit to the Prime Minister on amending and supplementing Decision No. 203/QD-TTg on the establishment of the National Steering Committee on the implementation of the Strategy for sustainable development of Vietnam's marine economy; implement activities to investigate marine resources and environment, update databases; strengthen international cooperation activities on marine resources and environment...
In addition to the results achieved in the past time, Mr. Tung also pointed out the limitations and shortcomings in the management of marine and island resources and environment such as: The assignment of sea areas to organizations and individuals for exploitation and use of marine resources encountered some shortcomings when implemented in practice; the law on marine and island resources and environment is still new, sensitive and complicated, especially on the assignment and use of sea areas, so the process of construction, amendment, supplementation and completion encountered many difficulties; Some coastal localities have not paid due attention to the management of resources and protection of the marine and island environment...
Regarding the tasks for the last 6 months of 2023, Mr. Tung said that the Department will focus on completing the Master Plan for the exploitation and sustainable use of coastal resources according to the opinions of the Appraisal Council to submit to the Prime Minister for consideration and approval. Urgently complete the dossier of the National Marine Spatial Planning to ensure quality and submit to competent authorities.
In addition, focus on developing, completing and submitting to the Ministry Circulars to ensure quality and progress; closely monitor and coordinate with relevant units in completing and submitting for promulgation the 2 Draft Decrees submitted to the Government; well prepare for the summary of the implementation of the Law on Marine and Island Resources and Environment.
In particular, organize a preliminary review of 5 years of implementing Resolution No. 36-NQ/TW dated October 22, 2018 of the Party Central Committee on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Advise the Ministry on implementing the Strategy for sustainable exploitation of resources and protection of the marine and island environment to 2030, with a vision to 2045 approved by the Government in Resolution No. 48/NQ-CP dated April 3, 2023.
Complete and submit to the Ministry for promulgation internal procedures to ensure the settlement of administrative procedures for sea area allocation, licensing of sea dumping, licensing of scientific research in Vietnam's sea areas... in accordance with the process and progress, clarify and enhance the responsibility of each relevant unit and individual in settling administrative procedures. Focus on resolving backlogs; comply with legal regulations in licensing, carefully appraise licensing applications, and ensure compliance with deadlines.
Strengthen management, inspection and supervision in the exploitation of resources and protection of the marine and island environment; strengthen monitoring, inspection and supervision of the implementation of organizations and individuals after being granted licenses for scientific research in Vietnam's sea areas, granting licenses for dumping and assigning sea areas; monitor, promptly advise and carry out tasks in responding to, overcoming and resolving the consequences of oil spills and environmental incidents at sea...
At the Conference, representatives of leaders of the Ministry's units and units under the Vietnam Sea and Islands Administration contributed opinions and discussed the results achieved by the Administration in the first 6 months of the year, proposed solutions to effectively implement key tasks in the coming period, and coordination between the Department's units and units under the Ministry...
Speaking at the Conference, Deputy Minister Le Minh Ngan acknowledged, commended and highly appreciated the efforts of the Vietnam Sea and Islands Administration in implementing the tasks and plans for the first 6 months of 2023, especially right after the arrangement and restructuring of the organizational structure according to the new model, the leaders, officers, civil servants and employees of the Administration have made efforts to complete the assigned tasks according to the plan.
Agreeing with the tasks for the last 6 months of 2023 of the Vietnam Sea and Islands Administration, the Deputy Minister requested the Administration to focus on a number of key tasks such as: Continuing to research and review the system of policies and laws in state management of marine and island resources and environment to continue to propose adjustments, amendments and supplements accordingly, meeting the requirements of improving the effectiveness and efficiency of state management, administrative reform, and promoting development.
At the same time, promptly complete the Draft Marine Spatial Planning and the Draft Master Plan for the exploitation and sustainable use of coastal resources for the 2021-2030 period, with a vision to 2045. At the same time, strengthen inspection and timely handle documents related to the assignment of sea areas...
