Traffic Police Department guides how to participate in car license plate auctions

Pursuant to Resolution No. 73/2022/QH15 of the National Assembly on pilot auction of automobile license plates, Plan No. 340/KH-BCA-C08 of the Ministry of Public Security on implementing Resolution No. 73/2022/QH15 of the National Assembly, the Traffic Police Department has announced a list of 153,104 automobile license plates of 63 provinces and cities to be auctioned in the first round.

The car license plate auction is conducted entirely online. To participate, people need to access the online auction information page at: https://dgbs.vpa.com.vn. Then, click on the “Register” section in the upper right corner of the screen to register an account.

People then access their accounts to see instructions on how to use their accounts, a list of car license plates, how to bid, and other information on the online auction information page. People can choose car license plates according to the options on the online auction information page such as: Province, city, vehicle type, or number series.

After selecting the license plate, the auction participant clicks on the “Register for auction” section to pay the application fee of VND 100,000 and deposit VND 40 million into the account of the property auction organization (account number 1410999999999, Agribank - My Dinh branch) according to the instructions and will be given an auction participation code as well as information about the auction of the selected license plate.

When the auction takes place, participants will access the online auction information page with their registered accounts to carry out the auction procedures according to regulations.

People can register to bid for car license plates from all provinces and cities nationwide. In case of winning the auction, people can register the license plate at their place of residence or at the Traffic Police Department of the provincial or city Public Security that issued the license plate.

Auction participants will be refunded their deposit within 3 working days from the end of the online auction if they do not win the auction and are not in a case where the deposit is not refunded; they can refuse to participate in the auction and receive a refund of the deposit in case of changes in the starting price, quantity, quality of the listed and publicly announced assets. The refusal to participate in the auction must be expressed in writing and this document must be sent via email: [email protected] or sent directly to Vietnam Joint Stock Auction Company 3 days before the auction.

In addition, auction participants are responsible for providing valid, accurate and honest information and documents to register for the auction, participate in the auction and are legally responsible for the accuracy and honesty of the information.
