Vietnam Road Administration is the investor of the project of 3 National Highways connecting the Mekong Delta region.

The Minister of Construction has just signed a decision to assign the Vietnam Road Administration as the investor of the project to renovate and upgrade three National Highways 53, 62 and 91B in the Mekong Delta. The project strengthens regional connectivity, promotes socio-economic development, and improves climate change response capacity for this key area.

On July 10, the Minister of Construction signed Decision No. 1052 /QD -BXD on assigning the Vietnam Road Administration to be the investor of the project to renovate and upgrade 3 National Highways (53, 62, 91B) to connect regions and adapt to climate change in the Mekong Delta region .

The project has a total investment capital of more than 9,297 billion VND ( equivalent to 385.66 million USD), of which the loan from the World Bank ( WB) is 262.22 million USD and the counterpart capital from the central budget is 2,975.75 billion VND ( equivalent to 123.44 million USD). The project will be implemented in two phases : medium term 2021-2025 and 2026-2030 .

The Ministry of Construction requested the Vietnam Road Administration to urgently prepare a Feasibility Study Report and submit it to the Ministry for approval, as a basis for signing a loan agreement with the WB . At the same time, this unit needs to closely coordinate with relevant agencies to register the public investment capital plan and receive and utilize existing research results (if any ) during the project implementation process .

Previously , on June 28, 2025, the Prime Minister signed Decision No. 1445 /QD -TTg approving the investment policy of the Project , assigning the Ministry of Construction as the managing agency and the WB as the sponsor .

Specifically , the Project will upgrade :

National Highway 53: 41km long section through Vinh Long province, standard of grade III plain road , design speed 80km/h, cross-section of roadbed 12m wide, road surface 11m.

National Highway 62: About 69km in Tay Ninh province , similar in scale to National Highway 53. Sections that have met standards will be kept intact and the road surface will be reinforced .

National Highway 91B: Length about 141km through Can Tho city and Ca Mau province , design standard of level III plain road , speed 80km/h, roadbed width 12m, road surface 11m.

Once completed, the project will contribute to completing the inter - regional road traffic network in the Mekong Delta , promoting socio - economic development , ensuring national defense and security , and enhancing the ability to adapt to climate change .
