2025 is a year of many important changes in tax policy. Some new regulations such as Decree 70/2025/ND-CP on the use of electronic invoices generated from cash registers connecting data with tax authorities, Circular 32/2025/TT-BTC providing detailed instructions on the implementation of invoices and documents according to the Law on Tax Administration and related decrees, or policies to reduce and extend tax payment deadlines and land rents under the direction of the Government to support the recovery of production and business... require fast, accurate and easy-to-understand transmission to taxpayers.
In the context of tax policies being continuously adjusted and supplemented to suit the socio-economic situation and the development orientation of the Government, the Tax sector has identified propaganda work as the key to creating social consensus and raising awareness of tax law compliance. Therefore, the Tax Department of Region XIII has directed its affiliated tax teams to promote propaganda in a multi-channel, flexible manner, suitable for each group of taxpayers. For older business households with limited access to technology, tax teams send officers to provide on-site guidance. For businesses or taxpayers who are used to working online, the Tax Department of Region XIII and tax teams provide information via website, email, Zalo, Facebook, etc.
In particular, the fanpages of tax authorities at all levels regularly update new tax policies and provide specific step-by-step instructions to help taxpayers easily grasp information and follow. In addition, the Tax Department of Region XIII and its affiliated tax teams also maintain direct or online training conferences to disseminate and popularize new tax policies and dialogue, and resolve difficulties and problems for taxpayers.
Mr. Dang Tan Sum, Director of Muoi Sum Petroleum Trading Company Limited (Tuy Hoa City) said: “At first, when we received information that retail petroleum stores had to issue electronic invoices for each sale, we were very worried and did not know what to do properly. Thanks to the tax officers who organized training and then came to guide us on-site, we started to contact the service provider to buy equipment, install it at the business premises and comply with the regulations”.
Ms. Le Thi Phan, a business owner in Ward 4 (Tuy Hoa City), shared: “I often follow the fanpage of the Tax Department of Region XIII to grasp new information. They post very easy-to-understand articles, including instructional videos . If I have any questions, I will contact the local tax team directly for further clarification. Thanks to that, I am not afraid of making mistakes when fulfilling my tax obligations.”
Taxpayer-centric service
One of the remarkable changes in the Tax sector in recent times is the shift from management to service, focusing on taxpayers. The electronic tax system has been upgraded, facilitating taxpayers in the process of looking up policy information as well as declaring, paying taxes, refunding taxes, etc. Tax officers at the grassroots level have also increased propaganda, support, and promptly answered questions arising from reality for people and businesses.
According to the Tax Department of Region XIII, from now until the end of 2025, tax authorities will focus on disseminating policies related to electronic invoices generated from cash registers, the roadmap for eliminating lump-sum taxes, guiding business households to pay taxes according to the declaration method and new regulations on tax reduction, tax payment extension... according to the Government's direction.
Mr. Nguyen Hiep Tien Vu, Head of the Professional, Budgeting and Legal Team (Tuy Hoa City Tax Team) said that currently, the tax staff at the grassroots level are assigned to each area, with a specific list of taxpayers for easy contact and support. When there is a new policy, the staff will proactively call, send reminder emails or come directly to provide guidance. Typically, recently, to prepare for the application of electronic invoices generated from cash registers connected to data with tax authorities according to the provisions of Decree 70/ND-CP (effective from June 1, 2025), Tuy Hoa City Tax Team organized a peak period in April and May 2025, launching campaigns, propagating and supporting households and individuals doing business in the area to implement. At the same time, the Tax Team also closely coordinates with service providers to ensure the most effective support for electronic invoice solutions for taxpayers.
According to Ms. Nguyen Kim Thai Linh, Deputy Head of the Tax Department of Region XIII, in the coming time, the Tax sector will continue to promote administrative procedure reform, enhance the application of information technology, and strongly innovate the work of propaganda and support for taxpayers. The Tax sector also aims to build a digital ecosystem, in which all activities are carried out on an electronic platform to help save time and costs for taxpayers, contributing to improving transparency and preventing tax fraud.
