PHU HOA: Experience in piloting Phu Hoa 1 commune

From June 16-20, at the headquarters of the District Party Committee, People's Council, People's Committee and Fatherland Front Committee of the district, Phu Hoa District Party Committee organized a trial operation of Party, State, Fatherland Front agencies and socio- political organizations of Phu Hoa 1 commune with the main contents: trial operation for 4 positions of Party Committee Secretary, Chairman of People's Council, Chairman of People's Committee, Chairman of the Fatherland Front Committee of the commune and organized the first meetings of the Executive Committee, Standing Committee of the Party Committee of the commune; meeting of the Standing Committee of the Fatherland Front Committee of the commune; the first session of the People's Council of the commune; the first session of the People's Committee of the commune.

According to the assessment, the management of the roles was clear, flexible, closely followed the script, and the handling of basic situations met the requirements. Meetings and conferences ensured the content and time according to the plan, and promptly handled unexpected situations during the conference. However, due to the short and urgent preparation time for the trial operation, there were still errors in the study of the draft documents presented to the conference for discussion; the staff of the trial operation framework were assigned new tasks, so they rarely participated in the discussion.

Through this conference, Phu Hoa District Party Committee continued to direct the organization of a trial operation for Phu Hoa 2 commune from June 23-26, moving towards drawing common experience for the whole district on June 27. From there, overcome limitations to organize the apparatus to operate smoothly, effectively, efficiently and effectively when officially put into operation from July 1.
