The People's Committee of Da Nang City has just issued Decision No. 2234/QD-UBND announcing the list of 350 projects and land plots in the city that will be subject to special mechanisms and policies according to Resolutions No. 170/2024/QH15 and 29/2026/QH16 of the National Assembly on special mechanisms and policies to resolve difficulties and obstacles for projects and land plots in inspection, audit, and judgment conclusions in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province within the city's jurisdiction (Phase 1).
The decision was signed by Tran Nam Hung, Vice Chairman of the Da Nang City People's Committee, based on specific resolutions of the National Assembly and proposals from specialized agencies.

Accordingly, the 350 projects and land plots are divided into 5 appendices corresponding to each group of applicable mechanisms.
The first group comprises 206 projects and land plots in Son Tra ward, where Article 3 of Resolution 170/2024/QH15 is applied to address errors related to land use duration, adjusting the land use duration from "long-term" to "50 years". Among these are 204 land plots belonging to Son Tra Joint Stock Company.
The second group consists of two projects to which the mechanisms stipulated in Articles 4 and 5 of Resolution 170 are applied to redefine financial obligations. Among these are a project at Lot L09 in the Suoi Da Villa area on the Son Tra peninsula, Son Tra ward, and a project in Hoa Cuong ward.
The third group consists of 8 projects located in the coastal strip of Ngu Hanh Son ward, facing difficulties due to violations caused by the City People's Committee issuing land prices lower than those in the land price list, as stipulated in Article 7 of Resolution 170. All these projects will be reviewed to recover land use fees and return them to the state budget.
Groups 4 and 5 comprise 134 projects that apply Articles 11 and 12 of Resolution 29/2026/QH16 to resolve obstacles related to land allocation without auction or bidding, or where legal procedures have not been completed. The City People's Committee has instructed relevant departments, agencies, and localities to continue reviewing projects and land issues mentioned in inspection reports, audits, and court judgments that present similar difficulties and obstacles. This review aims to compile and propose additions to the list, promptly resolving existing problems and ensuring projects are put into investment, construction, and utilization, thus preventing the loss and waste of land resources. The list of these cases must be sent to the Department of Finance for compilation and submission to the City People's Committee for consideration and further action.
The city also requires relevant agencies to take responsibility if any outstanding or prolonged projects are overlooked and not promptly addressed, delaying the investment, construction, and operation of these projects, thereby causing losses and waste.
Resolution No. 170 of the National Assembly promulgates specific mechanisms and policies to address difficulties and obstacles related to projects and land in inspection, audit, and court rulings in Ho Chi Minh City, Da Nang, and Khanh Hoa. Meanwhile, Resolution 29 stipulates specific mechanisms and policies to handle violations of land law by organizations and individuals that occurred before the Land Law of 2024 came into effect, and to resolve difficulties and obstacles for stalled and long-standing projects.
