Da Nang issues new compensation rates.

TPO - The announcement of new compensation rates by the Da Nang City People's Committee is expected to be a solution to limit disputes and reduce complaints in land clearance work, while also helping people be more proactive in calculating resettlement plans and stabilizing their lives.

On May 28th, the People's Committee of Da Nang City issued Decision No. 61/2026/QD-UBND stipulating the compensation rates for damages to houses, construction works, graves, and related items when the State reclaims land in the city.

The decision is seen as a step towards increasing transparency in the calculation of compensation and resettlement support in land clearance projects, an area that has long been fraught with difficulties and controversies.

According to the new regulations, the compensation rates applied to houses, construction works, and assets attached to land that are expropriated are in accordance with Clause 4, Article 102 of the 2024 Land Law.

The regulations apply to state agencies responsible for compensation, landowners whose land is being acquired, property owners on the land, and organizations and individuals involved in support and resettlement efforts. The decision takes effect from June 1, 2026, and replaces the previous Decision No. 49/2025/QD-UBND.

According to the Da Nang City People's Committee, cases where compensation, support, and resettlement plans were approved before the new decision came into effect will continue to be implemented according to the old plan. Cases that have not yet been approved will apply the new unit prices.

The issuance of the new price list aims to create a unified legal basis for relevant authorities to easily determine compensation levels.

A notable aspect of this decision is the detailed publication of compensation rates for each type of housing, based on construction structure and materials used.

According to the price list, a single-story house with a stone foundation, tiled roof, brick walls, and cement floor, with a height of approximately 3.3m, is compensated at about 2.9 million VND/m².

A single-story house with a reinforced concrete frame and tiled roof, 3.6 meters high, will be compensated at approximately 3.8 million VND/m².

More solid types of houses, such as single-story houses, have a unit price of approximately 4.7 million VND/m²; houses with two or more stories range from about 5 to 5.16 million VND/m² depending on the structure and construction materials.

In addition to the main house, many auxiliary structures such as wooden-framed houses, corrugated iron roofs, and other construction items are also included in the compensation calculation, each with its own price.

According to regulations, the area eligible for compensation for multi-story houses is determined by adding the area of ​​the first floor to the total floor area of ​​all upper floors. Balconies are calculated at 50% of the area based on the unit price of concrete houses.

If the actual height of the structure differs from the standard in the price list, the compensation amount will be adjusted accordingly; for every 10cm increase or decrease, an additional or corresponding amount will be added or subtracted.

Besides the value of houses and buildings, compensation for land acquisition will be based on the specific land price list for each area issued by the City People's Committee.

Accordingly, land prices will be determined based on location, intended use, and actual area. In some locations, urban residential land may be compensated at tens of millions of VND/m², while garden land and agricultural land will be significantly less compensated.

According to the Da Nang city government, the issuance of the new price list aims to create a unified legal basis for functional agencies, investors, and people to easily determine compensation levels when implementing land acquisition projects.
