Da Nang: Arresting a group of subjects behaving like 'gangsters' to take over businesses

On the afternoon of May 20, the Criminal Police Department of Da Nang City Police issued a decision to prosecute the case, prosecute the accused, and temporarily detain Pham Chien Thang for the act of "intentionally causing injury".

Pham Chien Thang is identified as the mastermind in the case of behaving in a "gangster" style to take control of a sand mining business in Quang Nam .

According to the Criminal Police Department of Da Nang City Police, the investigation determined that in 2018, Mr. Phan TD (born in 1963, residing in Dai Hiep commune, Dai Loc district, Quang Nam province) and Pham Chien Thang established Quang Nam Crystal Trading Company Limited, specializing in sand mining in Dai Son commune, Dai Loc district.

By 2020, Pham Chien Thang was elected Chairman of the Board of Members (holding 30% of the company's capital contribution). During this time, due to the gloomy sand market, low prices and competition with many other sand mines, business operations were difficult, affecting the company's members. Thang transferred 23% of his capital contribution to others, keeping only 7%.

On April 15, 2021, Quang Nam Crystal Trading Company Limited held a meeting of the Board of Members, electing Mr. Nguyen D.H (residing in Hoa Cuong Bac ward, Hai Chau district, Da Nang city - the victim in the case) as Chairman of the Board of Members to replace Thang.

By 2022, because he wanted to regain control of the company and regain the right to exploit the sand mine, Thang planned to bring Tran Ngoc Anh (born in 1967, residing in Dien Bien ward, Ba Dinh district, Hanoi ), Bui Thu Huyen (born in 1985, residing in Chuong Duong ward, Hoan Kiem district, Hanoi), Le Ba Vu and Nguyen Phi Hung (both from Hai Phong) - who are notorious criminals with many criminal records and are willing to behave like gangsters, to work at the Pha Le sand mine.

During the working process, these subjects did not comply with company regulations, arbitrarily increased mining equipment, did not pay funds to the company, and often acted arrogantly, threatening and intimidating other mining teams and even capital contributors.

Around the end of 2022, realizing the complicated situation, Quang Nam Crystal Trading Company Limited decided to close the mine. Mr. Nguyen D.H. was afraid that Thang's group would act like a gangster, so he proactively stayed home to avoid trouble. Seeing that Mr. H. did not come to work at the company, Le Ba Vu, Tran Ngoc Anh... continuously called and texted to threaten the lives of Mr. H. and his family members.

On the morning of July 7, 2023, Mr. Nguyen D.H. drove his car to the area on Phan Dang Luu Street, Da Nang City to park and walk home when Nguyen La Duy (Tran Ngoc Anh's henchman) followed him and suddenly used a knife to slash him many times, injuring Mr. H. Nguyen La Duy was then taken away from the scene by his accomplice Pham Van Viet.

After being slashed, Mr. H. submitted a resignation letter from the position of Chairman of the Board of Members of Quang Nam Crystal Trading Company Limited. Taking advantage of this opportunity, Pham Chien Thang used a "counter-plot" to sit in the position of Chairman of the Board of Members and retain executive power. To conceal his crime, Pham Chien Thang arranged for Tran Ngoc Anh's group to flee abroad and cut off contact with Tran Ngoc Anh.

Regarding the above case, after a period of collecting information and documents, in early February 2025, the Criminal Police Department of Da Nang City Police issued a special wanted notice for Tran Ngoc Anh, Bui Thu Huyen, and Le Ba Vu. After a short time, Tran Ngoc Anh was arrested to serve the investigation.

Based on the collected records and documents, the Criminal Police Department of Da Nang City Police determined that Pham Chien Thang was the mastermind, directing his accomplices Le Ba Vu, Bui Thu Huyen, Tran Ngoc Anh, Nguyen Phi Hung to bring Nguyen La Duy and Pham Van Viet from the North to carry out the plan to slash Mr. H., forcing him to resign as Chairman of the Board of Members; at the same time, threatening the remaining capital contributors so that Pham Chien Thang could monopolize the management of Quang Nam Crystal Trading Company Limited and seize the sand mining rights.

The case is under investigation.
