Secretary of the Da Nang City Party Committee Le Ngoc Quang, Head of the Steering Committee, chaired the meeting with the participation of Chairman of the City People's Committee Pham Duc An, members of the Standing Committee of the City Party Committee, leaders of the City People's Committee and members of the Steering Committee of Da Nang City on the implementation of Resolution No. 57-NQ/TW of the Politburo "on breakthroughs in science and technology development, innovation and national digital transformation".
Da Nang City Party Secretary Le Ngoc Quang chaired the meeting.
At the meeting, Secretary of the City Party Committee Le Ngoc Quang proposed implementing the operating principle "Discipline comes first - Resources go together - Results are the measure".
The report of the Standing Office of the Steering Committee said that from September 2025 to present, Da Nang city has achieved a number of outstanding results in implementing Resolution No. 57-NQ/TW and Decision 204-QD/TW of the Party Central Committee approving the "Digital Transformation Project in Party agencies".
Regarding mechanisms and policies, the People's Council of Da Nang City has issued two resolutions; advised the National Assembly to issue one resolution on the establishment of an international financial center in Vietnam. The People's Committee of the city has submitted two resolutions to the People's Council for approval at the end of 2025.
Regarding science and technology infrastructure, innovation and digital transformation, in October 2025, Viettel Group started construction of the ALC submarine cable landing station - the second landing station in Da Nang. The city continues to coordinate with electricity and telecommunications enterprises to solve the problem of signal depressions and power shortage areas.
Along with that, the People's Council of Da Nang City approved the Resolution on investing in the Computing Infrastructure Project to serve the research and development of semiconductor chip design and artificial intelligence with a total capital of 200 billion VND. The City People's Committee approved the investment policy for 2 digital infrastructure projects from the Central budget (total capital of 660 billion VND).
In the field of science and technology, startups, and innovation, the People's Committee of Da Nang City issued a Program for developing the science and technology market until 2030; effectively implementing specific policies according to Resolution No. 136/2024/QH15 of the National Assembly.
Regarding digital transformation in the political system, the Standing Committee of the City Party Committee issued 5 regulations and rules; put into use the electronic Party Member Handbook application, regular monitoring software; deployed paperless meeting room software and work progress monitoring software.
In the government sector, the City People's Committee issued a plan to apply artificial intelligence (AI), a plan to complete specialized databases; launched a 90-day campaign to complete land data; issued a list of 100% of administrative procedures to be performed regardless of geographical boundaries...
Concluding the meeting, Secretary of the City Party Committee Le Ngoc Quang emphasized that the initial results showed many clear changes, the city's task completion rate was among the leading group in the country. Mr. Quang acknowledged and commended the efforts of all levels and sectors; highly appreciated the proactive supervision, monitoring, and timely advice of the City Party Committee Office - the Standing Office of Steering Committee No. 57-NQ/TW, which has performed well in its advisory, coordination, and synthesis roles.
Agencies and units must enhance political determination and innovate leadership and management methods. In particular, directors of departments, branches, and sectors, secretaries and chairmen of commune and ward People's Committees must commit to promptly completing 100% of assigned tasks; commit to results, not formalities.
The Secretary of the Da Nang City Party Committee said that the Central Government expects and sets a goal for Da Nang City to become an international innovation and startup center, and one of the top 50 smart cities in the world by 2030.
Therefore, Mr. Quang proposed that the Party Committee of the City People's Committee lead and direct the implementation of breakthrough solutions to bring Da Nang into the Top 5 localities leading in the index of serving people and businesses in handling administrative procedures; provincial innovation index, provincial digital transformation index in 2026.
