Mr. Nguyen Ha Nam , Director of the Department of Construction of Da Nang City, has just informed about the market situation and demand for construction materials for projects and works in the area.
Accordingly, regarding construction land, Da Nang currently has no licensed land fill mines. Recently, the Da Nang People's Committee has directed the Department of Construction to focus on solutions to coordinate land fill projects. Specifically, projects with large volumes of excavated land and excess land will be coordinated to other projects in need, in order to maximize the savings of mineral resources, as well as minimize the costs of minerals for projects and works.
“In the past time, we have focused on this coordination solution. Basically, we can coordinate public investment projects. This coordination also includes private projects. However, the coordination also encountered certain difficulties and obstacles,” said Mr. Nam.
According to the plan, by 2030, Da Nang will plan about 16 mining sites to exploit land for landfill, with an expected planned capacity of about 87,000 m3. In particular, the Free Trade Zone with an area of about 1,800 hectares requires a very large demand for land for landfill.
Faced with this reality, the Department of Construction will coordinate with the Department of Agriculture and Environment to speed up auction procedures to soon license land mines, promptly supplying the market in accordance with the investment and development progress of the City in the coming time.
Regarding construction stone, Da Nang currently has 8 licenses, supplying 981,000 m3 of stone/year. Of which, Lien Chieu Port is the project requiring the largest amount of monolithic stone.
Recently, Da Nang has had a policy of increasing the capacity of stone quarries to over 100%; extending some mining licenses; recommending investors and contractors to take more sources of construction stone from other provinces and cities such as Hue, Quang Ngai, etc.
According to Mr. Nam, in the coming time, based on the construction situation of projects and works in the area, the Department of Construction will promptly advise and direct the coordination of construction materials (stone) to balance the market; the Department of Natural Resources and Environment will advise on procedures for granting mines and upgrading the capacity of stone mines; the Department of Industry and Trade will strengthen the management of the construction materials market, handle acts of hoarding goods and waiting for price increases, etc.
Regarding construction sand, according to Mr. Nam, in the period of 2021 - 2030, Da Nang does not have any sand mine planning. The sand supply for constructions and projects depends entirely on sand mines outside the city area.
According to calculations by the Department of Construction of Da Nang City, the amount of sand used for construction of works and public investment projects in 2025 in Da Nang City is estimated at about 45,000 m3. Along with that, in the first 5 months of 2025, Da Nang has 11 commercial concrete production facilities supplying the entire Da Nang market (an increase of 25% over the same period).
Mr. Nam said that from now until the end of 2025, Da Nang is expected to need about 797,000 m3 of commercial concrete to serve all projects, corresponding to a sand supply demand of 440,000 m3. Thus, the total volume of sand that Da Nang needs in the coming time is 450,000 m3 to 500,000 m3.
Recently, the Department of Construction of Da Nang City together with relevant agencies have studied an area in Hoa Vang district with a reserve of 120,000 m3. Through testing, the sand here meets the standards to serve construction needs. However, currently, due to the lack of planning, there is no basis to do this.
"We have reported to the City People's Committee to consult with the Department of Agriculture and Environment to study the area with this sand reserve to include in the planning," said Mr. Nam.
The City Department of Construction has also advised the City People's Committee to send a document to the Quang Nam Provincial People's Committee requesting coordination to resolve the shortage and stabilize sand prices in the market.
The People's Committee of Quang Nam province then chaired a meeting with relevant agencies, units and localities to urgently organize auctions of sand mines in Duy Xuyen, Dien Ban and Dai Loc.
According to Mr. Nam, for a long time, Da Nang has mainly used sand from Pha Le sand mine, Hoi Khach village, Dai Son commune and sand mine village 1, Dai Hoa commune, Dai Loc district, Quang Nam province.
Recently, Pha Le sand mine stopped operating due to many problems and different reasons. Recently, this mine has resumed operation, but the sand output is still not enough to meet the demand of Da Nang market.
According to Mr. Nam, in the coming time, the Department of Construction of Da Nang city will coordinate with the Department of Agriculture and Environment, the Department of Industry and Trade and related units to continue to grasp the situation, promptly advise the City People's Committee to direct and operate to stabilize the demand for sand in the area.
At the same time, in the long term, Mr. Nam said that there should be solutions to encourage investment in industrial sand production lines from construction stone, to avoid over-reliance on natural sand. Along with that, the Department of Science and Technology needs to research the topic of saline sand used as construction materials. On the other hand, after the province's merger, the Department of Agriculture and Environment needs to review and report on proposed plans to supplement the protection of mineral exploration and exploitation to ensure enough sand for construction works and projects for the new city of Da Nang.
The Department of Construction of Da Nang city will coordinate with the Department of Construction of Quang Nam province to promptly announce sand prices in accordance with market prices, avoiding price differences between the prices announced by state management agencies and market prices.
