At exactly 8:00 a.m., the first meeting of the Party Executive Committee of Ngu Hanh Son Ward opened and approved the working regulations of the Party Executive Committee of the Ward.
The conference smoothly operated the stages according to the order of the Ward Party Executive Committee Conference and drew experience for the official meeting after July 1.
According to Ms. Mai Thi Anh Hong, Secretary of Ngu Hanh Son District Party Committee, the process of organizing the conference showed a high sense of responsibility from leaders to professional staff. The comrades expected to participate in the Executive Committee proactively promoted their role in building operating regulations and actively contributed to the content of the resolution, aiming to effectively implement political tasks throughout the term, especially in the last 6 months of 2025.

Although this was the first time implementing the new ward-level content, thanks to the determination, consensus and smooth coordination of all staff, the "trial run" went smoothly, ensuring the right goal: meeting the practical needs of people and businesses when working with local authorities.
On the same afternoon, Thanh Khe Ward Public Administration Service Center also conducted a trial operation with 3 hypothetical options in receiving and processing documents.
First hypothetical scenario: people apply for marriage registration, the center receives, transfers and processes records under the jurisdiction of the People's Committee of the ward or commune (old) and tests at the People's Committee of the ward or commune (new).
Second hypothetical scenario: people apply for construction permits, the center selects administrative procedures being processed at the District People's Committee (old) to test receiving and processing procedures at the Ward People's Committee (new).
Third hypothetical option: Reception center independent of administrative boundaries. Pilot implementation of “Reception independent of administrative boundaries” (including land sector procedures).

Mr. Tran Viet Tri, Deputy Head of the Internal Affairs Department of Thanh Khe District People's Committee, said that when implementing the 2-level local government model, according to the forecast from the Public Administration Center, the number of transactions per day in Thanh Khe ward could reach from 1,000 to 1,200 records.
Faced with such pressure, the locality has proactively arranged more reception counters and invested in equipment to improve service capacity. The District People's Committee has also directed officials to guide people to submit documents online before coming to work directly, thereby shortening processing time and increasing initiative for both parties.
“From July 1, with the existing human resources, facilities and systems, the District People's Committee can completely meet the requirements of handling administrative procedures for people without interruption, and even expect it to be more effective than before,” said Mr. Tri.
According to Ms. Tran Tuong Van, Acting Chairman of Thanh Khe District People's Committee, the District People's Committee has completed preparations to transfer the new operating model to the wards in accordance with the city's instructions.
During the trial operation, the entire software system from receiving, processing to returning results operated smoothly. The technical infrastructure and equipment at the public administrative service center were also fully arranged, along with support staff to help people carry out procedures in accordance with regulations.
Currently, Thanh Khe district is operating two systems in parallel: one to maintain the reception of current records, one to test a new model, ensuring no interruption in receiving, processing records and administrative documents.
Present at the trial operation, Mr. Nguyen Dinh Vinh, Standing Deputy Secretary of the Da Nang City Party Committee, said that the trial operation at 6 locations in Da Nang and Quang Nam, along with a number of other monitoring locations, was carried out seriously and methodically. The preparation, conference management, operation of the information technology system as well as the activities of the People's Council and socio-political organizations basically met the requirements.
The scenarios have been implemented on schedule with the confidence and maturity of the leadership team. It is expected that on June 24, the Steering Committee will meet to review experiences and make a comprehensive assessment before organizing a general exercise on June 25 at 94 commune-level administrative units.

“Units must not be subjective in each plan and scenario. Many problems may arise from people's psychology when approaching new headquarters and procedures, especially the transition from paper document processing to a digital environment. These changes need time for people to get used to and adapt to,” Mr. Vinh noted.
Mr. Vinh also said that the good news is that not only are the wards being innovated, but there is also the synchronous participation of provinces, cities and the Central Government with the operation of the National Data Portal - an important digital platform in administrative reform in the coming period.
