Da Nang tightens security to prevent high-tech cheating in 2025 high school graduation exam

Da Nang City has strengthened security measures for the 2025 high school graduation exam, focusing especially on preventing high-tech cheating to protect the rights of more than 14,000 candidates.

On the afternoon of June 5, Deputy Minister of Education and Training Pham Ngoc Thuong led the inspection delegation of the Ministry of Education and Training to have a working session with the People's Committee of Da Nang City and the city-level exam steering committee on preparations for the 2025 high school graduation exam.

In the context of the first year of implementing the 2018 General Education Program at the high school level, Da Nang City is urgently and synchronously preparing for the 2025 high school graduation exam to take place safely, seriously, in accordance with regulations and with the highest efficiency.

Reporting at the meeting, Ms. Le Thi Bich Thuan, Director of the Department of Education and Training of Da Nang City, said that this year, Da Nang City has a total of 14,549 candidates registered to take the exam. Of which, 14,156 candidates will take the exam according to the 2018 General Education Program and 393 candidates will take the exam according to the 2006 General Education Program (arranged at a separate exam location to ensure regulations).

Da Nang City also arranged 30 official testing sites (611 testing rooms) and 1 separate testing site for the 2006 General Education Program (24 rooms). Two backup testing sites were also ready in case of any unexpected situations. All facilities such as electricity, fans, lighting, ventilation, etc. were checked and ensured to meet requirements. Nearly 1,900 staff and teachers were mobilized to participate.

The inspection team of the Ministry of Education and Training and the leaders of the Department of Education and Training of Da Nang City inspected the actual preparation work at some high school graduation exam sites in the city in 2025.

To ensure absolute safety and completeness for the exam, Da Nang City has developed many detailed plans. Da Nang City Police closely coordinate with the education sector to ensure security at the locations where the exam papers are printed, the exam sites, and the grading sites; prevent fires, traffic jams, and transport and preserve exam papers and test papers according to regulations. The camera systems in the classrooms are strictly sealed, following the correct procedures, and are consistent between the exam sites.

In addition, the education sector will coordinate with the Department of Health and related sectors to ensure the health of officials, teachers, employees and candidates. The electricity sector is committed to not allowing power outages to occur during the exam period.

Ms. Nguyen Thi Anh Thi, Vice Chairwoman of the People's Committee of Da Nang City, said that the direction of the exam was carried out seriously according to the motto "4 rights, 3 no's, 2 reinforcements". In which, "4 rights" are correct regulations, correct plans, correct people, correct work; "3 no's" are no mistakes, no missed questions, no cheating; "2 reinforcements" are increased responsibility and increased inspection and supervision.

"In the remaining time, Da Nang City will continue to review each stage, especially thoroughly training exam regulations for supervisors, exam invigilators and students," Ms. Thi affirmed.

Many challenges in the exam

The Director of the Department of Education and Training of Da Nang City said that the parallel organization of the 2006 and 2018 general education programs makes the printing, transporting, and distributing of exam papers more complicated. New regulations on waiting rooms, attendance times, and exam paper collection by shifts... require supervisors to have a firm grasp of the regulations.

In particular, the risk of high-tech fraud is always present. Fraudulent devices are increasingly sophisticated, requiring prevention and inspection work to be carried out more seriously and proactively than ever.

In addition, changes to the curriculum and exam format also create psychological pressure for students and parents. The Department of Education and Training has identified this as one of the issues that need mental support, anxiety relief, and to help candidates feel secure when taking the exam.

At the meeting, Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated the proactive spirit and high responsibility of the People's Committee of Da Nang City, especially in the direction, consultation and coordination of the Department of Education and Training. Mr. Thuong said that this is a special exam, the first exam to implement the 2018 General Education Program, in the context that the whole country is adjusting the grassroots administrative apparatus and merging localities.

"Da Nang City is the first locality where the Ministry of Education and Training's inspection team worked. Through the actual inspection, we found that the city's preparations were extremely drastic, synchronous, and methodical. Plans, directives, and coordination between departments and branches were implemented smoothly and effectively," the Deputy Minister of Education and Training emphasized.

New points of the exam also need to be communicated promptly and clearly to parents, students and the whole society.
