According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 9 (Ragasa) has rapid developments, strong intensity, complex movements and the potential to cause heavy rain and strong gusts of wind in coastal areas of Quang Ninh , in which Van Don special economic zone is one of the localities directly affected. On September 22, the People's Committee of Van Don special economic zone issued an Official Dispatch on urgently deploying emergency response to storm No. 9.
Immediately after that, the Van Don Special Zone Civil Defense Command directed the forces to activate the highest level storm response plan, review and re-examine all vulnerable areas, key works and coastal residential areas; at the same time, deploy military forces, border guards, police, and public service management boards to directly inspect and review at sea; propagate and mobilize people to reinforce rafts, oyster platforms, and anchor boats to shelters according to regulations.
Mr. Nguyen Sinh Luong, Vice Chairman of the People's Committee of Van Don Special Zone, said: The locality has directed the forces to absolutely not be subjective, implementing the motto "3 before, 4 on the spot". In particular, focusing on protecting people's lives, guiding boats to safe shelters and strictly controlling dangerous areas; closely monitoring the storm's developments to plan and evacuate people in dangerous areas to safe places; activating working groups on the islands to plan and proactively take preventive measures if the storm makes landfall.
By noon on September 23, all fishing boats in the special zone had been contacted and informed in a timely manner about the location and direction of storm No. 9 and moved to a safe anchorage. In the Cai Rong port area alone, 251 ships of all kinds had anchored and taken shelter from the storm, including 49 fishing boats from other provinces; 57 aquaculture cages were tied and reinforced by households and committed to the local authorities to move all people ashore before 12:00 on September 24, 2025.
Mr. Cao Van Bac (controlling fishing boat QN-50041) anchored and took shelter from the storm at Cai Rong port (Van Don special economic zone), said: Immediately after receiving information about the storm, my fishing boat moved to the anchorage area to take shelter from the storm at Cai Rong port. Here, the functional forces of Van Don special economic zone supported and guided the anchorage location; thoroughly understood the spirit of the local direction, and were provided with a phone number to contact when necessary.
In addition to the sea areas, currently, the functional forces of Van Don special economic zone have also increased inspection of the dyke system, embankments, and drainage culverts; reviewed areas at risk of landslides and flooding, and prepared plans to evacuate households in vulnerable and coastal areas to safe places when an evacuation order is issued. The People's Committee of Van Don special economic zone has directed functional sectors to strengthen information and propaganda work, and continuously update the storm situation on information systems and social networks.
Storm No. 9 is forecast to have an impact in the coming days. The proactive response of the government and people of Van Don special economic zone is an important factor to protect the safety of life and property, and maintain stability in people's lives and production after the storm.
