According to the National Center for Hydro-Meteorological Forecasting, storm No. 9 is a very strong storm with complex developments and a wide range of influence, and is likely to make landfall directly in Quang Ninh province.
As soon as information about the storm was received, closely following the direction of superiors at all levels, the Provincial Border Guard Command proactively developed a storm prevention plan, and mobilized 30 ships and boats along with over 120 officers and soldiers to coordinate with local authorities to call on ships to take shelter in safe places, organize anchoring arrangements and evacuate people in dangerous areas.
