When the army and the people are one
The weather in Hai Son in the early morning was chilly, fog still covered the road leading to Luc Chan village, where Major Nguyen Viet Thang, Deputy Political Commissar of Po Hen Border Guard Station (Quang Ninh Border Guard) and the commune Front officers were propagating the law to the people. In the small cultural house, the Dao, San Chi, Kinh... ethnic people gathered to listen to the Border Guard officers introduce the Vietnam Border Guard Law; Decree 01 of the Prime Minister, regulations on preventing illegal entry and exit, preventing smuggling, child marriage, incestuous marriage... The atmosphere of the propaganda session was warm and intimate, showing the image of Border Guard soldiers close to the people, for the people, contributing to raising legal awareness, consolidating the people's hearts, maintaining national border security.

Over the past years, Po Hen Border Guard Station has closely coordinated with the Fatherland Front Committee of Hai Son commune to effectively carry out propaganda work, disseminate laws, and mobilize people to strictly comply with State regulations, contributing to building a strong grassroots political system and a solid people's heart position in the Northeast border of the Fatherland. Officers and soldiers of the two units always stay close to the people and villages, listen to the thoughts and aspirations of the people, help people develop the economy , live and work according to the law, believe in the Party, and be attached to the border.
From 2021 to now, Po Hen Station has sent 1 officer of the Command Board to join the Commune Fatherland Front Committee, 3 party members to work in the Party cells of Po Hen, Luc Chan, Than Phun villages, and 28 party members in charge of 132 households. This force is both a propaganda bridge and a reliable support for the people in economic development and maintaining security and order. In 2025, the unit organized more than 450 working trips with 1,300 officers and soldiers to the grassroots to propagate and mobilize people to participate in the movements "All people protect national security" and "The masses self-manage border lines, landmarks, security and order in border areas".
The propaganda sessions were organized flexibly, linked to practice, integrating content on drowning prevention, school violence, drug crimes, smuggling, illegal immigration, helping people, especially students, to raise awareness and self-protection skills. Many propaganda sessions became open dialogue forums, where people could express their thoughts and concerns and receive guidance on specific solutions according to the law.

Major Nguyen Viet Thang, Deputy Political Commissar of Po Hen Border Guard Station, shared: “In the work of propaganda and mass mobilization, we identify the Commune Fatherland Front as the core force, the bridge between the Border Guard and the people. The Front understands the local situation and customs; while the Border Guard understands the area, has a firm grasp of the law, and is rich in experience in mass mobilization. Therefore, before each propaganda session, the two sides always carefully discuss the content, choose appropriate ways of speaking and doing so that people can easily understand and follow. Each propaganda session not only disseminates the law, but is also an opportunity to strengthen the military-civilian relationship, and strengthen people's trust in the Party and the State.”
Not only stopping at propaganda, the coordination between Po Hen Border Guard Station and the Fatherland Front of Hai Son commune also spread the image of "Uncle Ho's soldiers in the hearts of the people". Every year, the two units organize the People's Border Guard Festival, the movement "Border Guard joins hands for the poor - no one is left behind", "Border Guard Spring warms the hearts of the villagers", giving hundreds of gifts, breeding animals, bicycles, and school supplies to poor students; giving national flags and Uncle Ho's photos to each household, arousing pride and awareness of protecting sovereignty in the border area.
Along with that, the two units also coordinate to support socio-economic development, deploy the "border model garden" model, take care of household economic gardens, plant trees along inter-village roads, support cows and pig breeds for poor households, helping many families to escape poverty, and build advanced new rural areas.
For the Fatherland Front of Hai Son commune, the coordinated movements with the Border Guard Station not only have statistical significance, but also create solidarity and consensus among the people. The Front proactively innovates its mobilization methods, effectively implementing the motto "people know, people discuss, people do, people inspect, people supervise, people benefit", promoting the role of community self-management in protecting security, preserving cultural identity, and eliminating bad customs. The models of self-management of border lines and landmarks with dozens of households participating in effective activities, contributing to maintaining political security and social order and safety in the border area.
Late in the afternoon, after each propaganda session, the love songs and praises of the Party and Uncle Ho resounded by the fire, warming the relationship between the army and the people. There, the green uniforms of the Border Guard and the Front cadres still tirelessly accompany the people, preserve culture, build a peaceful, friendly, stable and developing border.
Understand to propagate effectively
Leaving Hai Son, following the border belt road, we arrived at Hoanh Mo commune - an area with a strategic position in politics, economics, national defense - security and foreign affairs, a gateway for trade between Vietnam and China. Here, we joined officers and soldiers of Hoanh Mo Border Guard Station, youth union members and people of Na Sa village to clean up the environment, clear the road to landmark 1312(2) and patrol to ensure security and order in the border area.

This activity is maintained annually, aiming to implement the coordination regulations in protecting sovereignty and border security, and at the same time is an effective form of propaganda, raising awareness and responsibility of the people in maintaining national security. Lieutenant Colonel Nguyen Thanh Hoang, Political Commissar of Hoanh Mo Border Guard Station, said: "The station manages 43km of border line, the area includes 3 communes of Hoanh Mo, Luc Hon, Binh Lieu, which is a key area for security, with many potential smuggling, drug trafficking, and illegal immigration activities. More than 90% of the population are ethnic minorities, whose lives are still difficult, their understanding of the law is limited, and they are easily lured and taken advantage of by bad guys."
Recognizing the local characteristics, the Station regularly coordinates with the government and functional forces to propagate and mobilize people to strictly implement the policies and laws of the Party and State, the Agreement, the Regulations on border areas, and the Vietnam Border Law.
The forms of propaganda are deployed in a variety of vivid ways, such as oral propaganda, video presentations, leaflet distribution, mobile propaganda, placing billboards and visual posters in residential areas, instructing people to keep personal information confidential, identify fake news, and fight against false arguments in cyberspace. Border guards also directly provide guidance by phone, exchange specific information, helping people recognize the plots and tricks of bad guys, and avoid violating the law due to lack of knowledge. And from those practical and close actions, they have contributed to strengthening the people's hearts and minds, building a peaceful, friendly, stable and sustainable border.

Since the beginning of the year, the Hoanh Mo Border Guard Station has proactively coordinated with functional forces to organize propaganda on the Party's guidelines and policies, the State's laws and policies for people and visitors, with an average of 165 people/day. The unit also coordinated with local authorities, sectors and organizations to organize 15 propaganda sessions for nearly 1,000 households on preventing and combating illegal entry and exit, drug crimes, smuggling, transportation of explosives, and contents related to 3 legal documents on the Vietnam - China border, contributing to raising awareness, strengthening people's trust and responsibility in protecting national border sovereignty. During the border patrol and environmental cleaning session, Ms. Chu Thi Hanh, Secretary of the Hoanh Mo Commune Youth Union, shared: "The officers and soldiers of Hoanh Mo Station are always close to the grassroots, guiding and exchanging information to help us propagate effectively, easily understood, and close to the people".
Mr. Bui Xuan Chieu, Party Cell Secretary and Head of Na Sa village, where 100% of the population is ethnic minorities, said that village officials regularly coordinate with the Border Guard to propagate laws and policies on ethnicity, religion, environmental protection, and new rural construction. After each propaganda session, he translates the content into ethnic languages to help people understand and follow.
Thanks to extensive propaganda work, people's awareness and sense of law compliance have been raised, the spirit of solidarity between the army and the people has become increasingly strong. People actively cooperate with the Border Guard to protect the border, maintain security and order, provide many valuable sources of information, helping the force detect and handle 16 cases/34 violators, including 2 cases of organizing illegal entry and exit and 1 case of trading in prohibited goods.
Coordination between the Border Guard and local authorities not only contributes to maintaining sovereignty and border security, but also fosters trust and spreads the spirit of solidarity and responsibility among the people at the Fatherland's border.

In order for the propaganda and mobilization work to be in-depth, effective and widespread, the Provincial Border Guard has proactively coordinated with relevant levels, sectors, localities and units to continue to improve and enhance the capacity of officers and soldiers doing propaganda work, especially the contingent of cadres and party members assigned to participate in activities in village party cells and in charge of households in border villages and hamlets, the people who are closest and most closely connected to the people. Building this force has truly become a strong bridge between the Party, the army and the people.
The provincial Border Guard force regularly stays close to the grassroots, proactively grasps, fights, and prevents false, malicious information, and takes advantage of border sovereignty issues to disrupt security and order, incite, and sabotage the great solidarity bloc and foreign relations.
In 2025 alone, the provincial Border Guard units organized more than 750 propaganda sessions for over 28,000 listeners. But those were not dry, dogmatic talks. They skillfully transformed dry laws and regulations into humorous, familiar stage plays, so that people could easily understand and remember... Thereby helping people improve their understanding of the law, ready to participate in the fight against crime.
As the core force, specializing in border protection, Border Guard officers and soldiers carry out many programs, movements, projects, and plans to support, help, and share difficulties with ethnic minorities in the border areas, contributing to building the province's border areas to become increasingly strong and developed.
Outstanding since the beginning of the year, through programs such as "Model garden", "Accompanying women in the border areas", "Helping children go to school - Adopted children of Border Guard stations", "Border shelter" ... have also been effectively implemented by the Quang Ninh Border Guard. From the beginning of 2025 alone, responding to the movement "Join hands to eliminate temporary and dilapidated houses", Border Guard units in the province have supported and mobilized more than 348 million VND, contributing 245 working days to repair and build new houses for people. Through these practical models, people not only stabilize their lives, but also strengthen their trust in the care of the Party, State and army, helping them not fall into the enticement and assist criminals.

Thanks to the good work of propaganda and dissemination of the law, the people themselves have become "living milestones" to protect the border. They are not only the eyes and ears, but also the extended arms of the border guards. When they see anything unusual happening on the border, they immediately report it to the Border Guard Station and the functional forces. The image of farmers and fishermen going to the fields and sea every day, producing while silently observing and protecting every inch of land and sea of their homeland has become the most vivid symbol of the unparalleled strength of the people's border defense posture. Notably, from information reported by people on the border, in the first 6 months of 2025, the Provincial Border Guard coordinated to destroy 3 major projects, criminally handling 17 cases/67 subjects related to illegal entry and exit - an important link in the human trafficking ring.
The journey along the Quang Ninh border has shown us that, with perseverance and creativity, the sectors, localities and functional units of the province have transformed propaganda work from a dry task into soft, rich and diverse propaganda activities. Thereby, not only "bringing the law to the people", but also "bringing the Party and State closer to the people".
Promoting the achieved results, in the coming time, all levels and sectors of the province will continue to innovate and diversify forms of propaganda, especially promoting the role of social networking platforms such as Facebook and Zalo in organizing information, propaganda, and legal education. All aim to mobilize the strength of the entire people, join hands and unite to build a clean and strong grassroots government, and build an increasingly solid people's border defense posture. That is the core foundation for building a peaceful, friendly, cooperative and mutually developing border, for the eternal peace of the sacred fence at the head of the Fatherland.
