Focus on directing the resolution of voters' petitions within authority

Participating in giving comments, National Assembly Deputy Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province, basically agreed with the report on the results of monitoring the settlement of voters' petitions sent to the 8th Session.

Accordingly, the National Assembly , National Assembly agencies, the Government, ministries and branches have focused on directing the effective resolution of voters' petitions within their authority.

The rate of resolution and response to voters is very high (99.5%), contributing to creating trust among voters, removing many difficulties and obstacles in production, life of people, businesses and many obstacles at the grassroots level.

The Government, ministries and branches have directed and seriously implemented their responsibilities and authority in considering and resolving voters' recommendations, achieving a very high rate (99.9%) in many areas directly related to people's lives, such as agriculture , farmers, rural areas; culture, sports and tourism; social security, health, education; investment, finance, banking...

Focus on resolving voters' petitions with quality and satisfaction

In addition to the achieved results, there are still shortcomings in the settlement of voters' petitions. Some petitions are still resolved slowly; some petitions are still answered in general terms, not meeting the expectations of voters and the people. In particular, the majority of voters' petitions are mainly explained and provided with information by ministries and branches (81.9% of the total voters' petitions are considered, resolved and answered). Only 160 petitions have been studied and considered for settlement, accounting for 8.2% of the total voters' petitions considered, resolved and answered.

Therefore, to improve responsibility and quality in handling voters' petitions, delegates proposed a number of issues, including:

Continue to effectively implement Joint Resolution No. 72 between the National Assembly Standing Committee, the Government, and the Presidium of the Central Committee of the Vietnam Fatherland Front, detailing the organization of meetings with voters of National Assembly deputies and People's Council deputies at all levels.

Continue to innovate voter contact activities, to fully and accurately listen to the legitimate aspirations of voters and the people. Create favorable conditions for voters and people to express their aspirations to National Assembly deputies and People's Council deputies at all levels. At the same time, overcome the situation in some places where voters and people rarely participate in voter contact conferences, so that National Assembly deputies and People's Council deputies at all levels can directly hear many opinions of voters and the people.

The delegate said that many voters want their petitions to be considered and resolved with more specific results, not just limited to explanations and information. Therefore, there needs to be specific guidance to classify voters' petitions, determine authority, and direction of resolution.

According to the delegate, for recommendations that voters still have concerns about, do not clearly understand policies, laws, the competent authorities should respond by providing information, explaining or giving a roadmap for appropriate consideration and resolution; recommendations on issues of inadequacies and conflicts of the law should be focused on immediately; recommendations directly related to the production situation and life of people and businesses, the competent authorities of the Central and local authorities should thoroughly study to consider and resolve, and specifically respond to the results for voters and the people.

Delegates also expressed concern that in recent years, the Report on the results of monitoring the settlement of voters' petitions has reached a very high rate of 99% or more, however, the number of complaints and denunciations has increased every year. For example, in 2023 compared to 2022, the number of complaints and denunciations increased by 31.4%; in 2024 compared to 2023, the number of complaints and denunciations increased by 6% (According to the Government's report 2023, 2024 on the work of receiving people and handling complaints and denunciations).

The delegates suggested that the central and local authorities should continue to pay more attention to the quality and satisfactory resolution of voters' petitions, in order to minimize the situation where voters' petitions are slow to be resolved, not satisfactorily resolved or not resolved, and then become complicated complaints and denunciations. Therefore, it is necessary to improve the quality of resolving voters' petitions, contributing to limiting complaints and denunciations, and strengthening the trust of voters and people in Party committees and local authorities at all levels.
