National Assembly Delegate: Clarify the criteria of "exemplary behavior of wife, husband, and children" when taking a vote of confidence

On the afternoon of June 9, continuing the 5th session, the National Assembly discussed the draft Resolution on taking a vote of confidence , voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils (amended).

The draft Resolution has been amended and supplemented regarding the subjects of the vote of confidence. Commenting on this content, delegate Nguyen Hai Anh (Dong Thap delegation) agreed with the regulation that no vote of confidence should be taken for those holding positions but "taking leave for treatment of serious illness with confirmation from a medical facility and not managing work for 6 months or more according to the decision of a competent agency or individual up to the time of the opening of the session to take the vote of confidence".

Regarding the basis for assessing the level of trust for those who are voted for, delegate Nguyen Hai Anh proposed adding "practicing thrift and fighting waste" to the draft Resolution to ensure consistency in implementation as well as evaluation.

According to the British delegate, "practicing thrift and combating waste" is a consistent policy stipulated in the Constitution and stipulated in many resolutions and conclusions of the Central Committee, institutionalized into the Law on Practicing Thrift and Combating Waste.

Therefore, adding "results of leadership and direction in implementing the Party and State's policies on practicing thrift and fighting waste" to the basis for assessing the level of trust for people who are given a vote of confidence or a vote of no confidence is appropriate, ensuring a comprehensive and objective assessment of people who are given a vote of confidence or a vote of no confidence.

The Draft Resolution also added a provision specifically regulating prohibited acts to ensure that the process of taking a vote of confidence is carried out objectively, transparently and in accordance with the law.

Supporting this, delegate Nguyen Hai Anh asked the drafting committee to clarify the acts of lobbying, enticing, and bribing, including acts such as promising higher job positions and titles.

At the same time, it is proposed to change the phrase "impacting National Assembly deputies and People's Council deputies" to the phrase "directly or indirectly affecting National Assembly deputies and People's Council deputies", because in reality, these acts are often very cleverly concealed; therefore, it is necessary to regulate acts that do not directly impact, but can significantly affect deputies.

The basis for assessing the level of trust for those who are voted for and voted for is also a matter of concern to delegates. Delegate Nguyen Thi Viet Nga ( Hai Duong delegation) said that the draft Resolution adds the criterion of "exemplary behavior of oneself and spouse and children in complying with the State's policies and laws".

According to the Russian delegate, it is necessary to review and possibly clarify the group of subjects who have family relationships, are close to the person who is voted for, and vote for. "In the Vietnamese legal system, determining parent-child relationships includes cases of biological children, adopted children, children before marriage but recognized, minor children, children who are 18 years old... these cases all have different legal consequences in specific regulations" - Ms. Nga emphasized.

The female delegate of Hai Duong province suggested that the criteria for exemplary behavior of spouses and children in complying with policies and laws should be clarified as a basis for assessment, which should be related to the assigned tasks and powers of the person being voted on for a vote of confidence, to avoid taking advantage of personal violations by relatives to reduce their prestige in holding assigned positions.

According to delegate Nguyen Hai Anh, the vote of confidence is extremely important, has great political significance and impact, and is of interest to both domestic and international public opinion. Therefore, it is necessary to supplement regulations on leadership and direction of the organization of propaganda and information work to ensure the motto of being proactive, timely, objective, impartial, and constructive so that voters, people, friends, public opinion and international media clearly understand, agree and support this work, ensuring the overall success of the vote of confidence and vote of confidence.
