Ho Chi Minh City entered a Congress on the basis of a completely new mechanism, boundary and development space when merging with Binh Duong and Ba Ria - Vung Tau , forming a special administrative - economic entity with a population of more than 13.6 million people and an area of more than 6,700 ^km2 .

With the strength of being the leading developed localities, the three merged localities have created a special administrative- economic entity, complementing each other quite completely, restructuring the development space according to the thinking of "one center, three regions, one special zone", optimizing the sharing of comparative advantages of each region, converging the conditions to become a multi-centered megacity developing along four corridors, with five pillars (industrial center, logistics, international financial center, tourism and cultural industry, education - health - science and technology center).

In the festive atmosphere, delegates attending the Congress visited many typical works - vivid evidence of the vitality and aspirations of Ho Chi Minh City. In the urban center, Metro Line No. 1 symbolizes modern infrastructure and smart connections.

At the Ho Chi Minh City Museum of History, pride in the tradition of love and dynamism was aroused. At the headquarters of VNG - a pioneering group in the digital economy, delegates clearly felt the creative rhythm and the spirit of global reach of Vietnamese intelligence. Looking towards the marine and industrial economic zone, Gemalink Port, Phu My 3 Industrial Park or Becamex industrial parks demonstrate the resilience of regional connectivity - the foundation for the most dynamic growth triangle in the country.

According to the Draft Political Report submitted to the Congress, Ho Chi Minh City aims to become a civilized, modern urban area, a center of innovation by 2030, among the top 100 livable global cities, with the world's leading creative ecosystem; GRDP per capita reaching 14,000 - 15,000 USD, targeting the high-income group. These figures demonstrate the strong aspiration and political commitment of one of the largest Party Committees in the country - always daring to think, daring to do, daring to take responsibility for the benefit of the People.

The Draft Document of the Congress clearly states: “Building a team of cadres, especially leaders, who truly have the qualities, capacity, solidarity, exemplary, dynamic, creative, dare to think, dare to do, dare to take responsibility for the common interest, worthy of the Party's tradition and the people's trust”. This is a strategic orientation, emphasizing the quality of cadres, management capacity and exemplary role - core factors in innovating leadership methods, building a service-oriented, honest and professional administration; taking people's satisfaction as a measure.

The 1st Congress of the Ho Chi Minh City Party Committee is a congress of new vision, new thinking and new ways of doing things - a congress of faith. The faith of the Party and the People in the pioneering capacity of the City named after Uncle Ho. From a heroic City in the resistance war to a dynamic center in the renovation period, Ho Chi Minh City has always boldly taken the lead, opened the way and inspired creativity for the whole country.
