The Congress is a political event of great significance for the entire Party, the entire army and the entire people of Bac Ninh province. It is a Congress of the Party's will, the people's heart, of faith and innovation; a place where the vision and aspirations for development of Bac Ninh homeland converge, towards important milestones in the new term and the future, with the goal of building Bac Ninh into a centrally-run city before 2030, firmly entering the era of prosperous and civilized development of the nation with the whole country...
The preparatory session was attended by Secretary of the Provincial Party Committee Nguyen Van Gau, Standing Deputy Secretary of the Provincial Party Committee Nguyen Thi Huong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Viet Oanh.
Also attending were members of the Provincial Party Standing Committee, the Provincial Party Executive Committee and 449 official delegates, representing more than 156,000 party members from 103 affiliated party committees.
At the preparatory session, the Congress elected the Presidium, the Secretariat and the Delegate Qualification Examination Board. 100% of the delegates unanimously elected the Presidium consisting of 15 comrades, including Secretary of the Provincial Party Committee Nguyen Van Gau; Standing Deputy Secretary of the Provincial Party Committee Nguyen Thi Huong; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vuong Quoc Tuan; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Viet Oanh and 11 members of the Provincial Party Committee Standing Committee. The Secretariat consisted of 3 comrades, the Delegate Qualification Examination Board consisted of 7 comrades.
Also at the preparatory session, Chairman of the Provincial People's Council Nguyen Viet Oanh presented the working program, rules and regulations of the Congress, 100% of the delegates attending the Congress voted to approve. Head of the Provincial Party Committee's Organizing Committee Vu Minh Hieu announced the establishment of 22 delegations, the Congress was divided into 8 discussion groups and the discussion location.
Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vuong Quoc Tuan agreed on the preparations for the official session at 7:30 a.m. on September 30, and at the same time requested the delegates to strictly comply with the Regulations. The Head of the Delegation needs to grasp the number of delegates, summarize and report to the Presidium through the Secretariat...
The 1st Congress of the Bac Ninh Provincial Party Committee, term 2025 - 2030, taking place from the afternoon of September 29 to the end of September 30, is a particularly important political event, marking the first term after the rearrangement of administrative units and the operation of two-level government, and is an occasion for extensive political activities among cadres, party members and people of all ethnic groups in Bac Ninh province.
With the Congress theme: "Building a streamlined, strong Party and political system that operates effectively, efficiently and effectively; promoting the potential, advantages and cultural identity of Kinh Bac; solidarity, self-reliance, self-strengthening, building Bac Ninh to develop rapidly, comprehensively and sustainably; becoming a centrally-run city before 2030".
The Congress aims to build a clean and strong Party organization and political system; develop the economy and society rapidly, comprehensively and sustainably; improve material and spiritual life, ensure national defense and security; turn Bac Ninh into a centrally-run city before 2030 and by 2045 a green, civilized city imbued with Kinh Bac cultural identity.
At the preparatory session, 8 groups discussed and contributed opinions to the draft documents to be submitted to the 14th National Party Congress and the documents of the 1st Provincial Party Congress, term 2025 - 2030.
The solemn opening session of the 1st Bac Ninh Provincial Party Congress, term 2025-2030 will take place at 7:30 a.m. on September 30.
+ Earlier, in the early afternoon of the same day (September 29), the delegation attending the 1st Bac Ninh Provincial Party Congress, term 2025 - 2030, led by Secretary of the Bac Ninh Provincial Party Committee Nguyen Van Gau, offered incense at the Monument to the Provincial Heroes and Martyrs (Hung Vuong Street, Bac Giang Ward).
Attending the incense offering ceremony were Standing Deputy Secretary of the Provincial Party Committee Nguyen Thi Huong; Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vuong Quoc Tuan; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Thi Oanh; Chairman of the Provincial Fatherland Front Committee Nguyen Thi Ha and members of the Standing Committee of the Provincial Party Committee; Standing members of the Provincial People's Council and People's Committee; Heads of delegations attending the Congress on behalf of 449 delegates.

The delegation's wreath bears the inscription "Forever grateful to the heroic martyrs".
With the tradition and morality of "When drinking water, remember the source, when eating fruit, remember the person who planted the tree", at the Monument of the Provincial Heroes and Martyrs, in a solemn atmosphere, the Delegation respectfully offered flowers and incense to express their respect and gratitude to President Ho Chi Minh, the revolutionary predecessors and millions of heroic martyrs who heroically sacrificed themselves for the independence and freedom of the Fatherland, for the happiness of the People; vowing to forever have steadfast faith in the leadership of the Party, steadfast in the goal of national independence associated with socialism that the Party and Uncle Ho chose.
Continuing the revolutionary tradition of the heroic homeland of Bac Ninh, before the heroic souls of the Martyrs, the Delegation attending the 1st Congress of the Bac Ninh Provincial Party Committee, term 2025 - 2030 vows to continue to uphold the spirit of solidarity, democracy, discipline, creativity, contribute to the success of the Congress, determined to successfully implement the goals, tasks, and Resolutions set forth by the Provincial Party Congress, contributing with the whole country to successfully implement the Resolution of the 14th National Congress of the Party.
