Thai Nguyen rises in the new era Part 2: Affirming determination and proactive adaptation spirit

After more than 2 months of implementing the 2-level local government model, the initial results achieved by Thai Nguyen are not only numbers, but also demonstrate the spirit of innovation in working methods, new momentum in management, contributing to strengthening the people's trust in the Party's leadership.

Take the lead in serving people and businesses

According to statistics, in the month after the two-level local government model was put into operation, the whole province received more than 82,700 administrative records; of which, over 61,200 records were resolved before and on time, reaching a rate of 98.84%. In particular, many localities such as Phu Luong, Phan Dinh Phung, Thanh Cong, Diem Thuy, Quan Trieu... achieved an almost absolute rate of resolving records, without any complaints or denunciations.

In Bach Quang ward, from July 1 to August 12, the one-stop department received 1,888 files, processed 1,308 files on time and before the deadline, and 580 files were still within the deadline. In remote areas such as Phong Quang commune, also during this period, received 211 files, processed 203 files on time and before the deadline, and the remaining 8 files were within the deadline, with no overdue files. These specific numbers clearly reflect the sense of responsibility and proactive adaptation of the staff after the administrative unit arrangement and the implementation of the 2-level local government model.

In particular, according to the announcement in August 2025, Thai Nguyen has risen to the top of the country in the People and Business Service Index, with 83.83 points. This is a vivid demonstration of the determination to reform and the consensus of the entire political system.

In the mountainous commune of Phong Quang, in the first two months, the one-stop department received 211 files; of which 203 files were processed in advance and on time, 8 files were still within the deadline, and there were no late files. Vice Chairman of the Commune People's Committee and Director of the Commune Public Administration Service Center Nong Bao Trung affirmed: "The new apparatus helps cadres have clearer responsibilities, making work more transparent and effective."

The change is not just limited to numbers, but is also felt directly by the people. Mr. Nguyen Van Hoa, a resident of Phong Quang commune, shared: "Before, when we went to do paperwork, we often had to wait quite a long time. Now, the documents are received and the results are returned quickly, the staff guides enthusiastically, and there is no longer the situation of going back and forth many times. We, the people, feel much more comfortable and secure."

Streamlined apparatus, government closer to the people

Along with the initial results, the work of perfecting the apparatus and arranging personnel was carried out urgently and systematically. From July 1 to August 15, the province mobilized and transferred hundreds of cadres: 22 people from provincial agencies to commune level; 62 people between commune-level units; 15 officials seconded to work as commune civil servants; at the same time, flexible mobilization between the Party and government blocs. Thanks to that, positions lacking expertise were promptly supplemented, ensuring that the new apparatus was not interrupted.

At the same time, the Provincial People's Committee resolutely directed the management of public assets, reviewed facilities, arranged reasonable headquarters; and requested localities to promptly update population and administrative boundary data to the national system. These specific actions help the apparatus quickly adapt, minimizing disruption after the merger.

Operational practices also show difficulties, such as: in some communes, the number of assigned staff is still insufficient compared to the quota; facilities and equipment for administrative work are still limited; digital infrastructure and software for handling administrative procedures are not yet synchronized, especially in the fields of land and justice.

Recognizing these issues, the Provincial People's Committee has directed the Department of Science and Technology to support information technology infrastructure; the Department of Home Affairs to mobilize personnel; the Department of Finance to review and transfer equipment; and localities to flexibly open additional points for receiving documents in places with high demand. Thereby, promptly helping localities to overcome difficulties, ensuring the apparatus operates continuously and effectively.

Assessing the initial results, the head of Thai Nguyen Provincial Party Committee affirmed: The results achieved are not only numbers, but also demonstrate the spirit of innovation in working methods, new momentum in management, contributing to strengthening the people's trust in the Party's leadership.

With the close direction of the Provincial Party Committee, the drastic management of the Provincial People's Committee, the synchronous participation of all levels and sectors, and the sense of responsibility and dedication of the grassroots cadres, the 2-level government model in Thai Nguyen has quickly stabilized and promoted its effectiveness. That is an important foundation for the province to continue moving towards the goal of building a modern, transparent and serving administration; at the same time, affirming the pioneering role of Thai Nguyen in implementing major policies on innovation and reorganization of the Party and State apparatus.
