With the spirit of solidarity, democracy, intelligence and innovation, the Cao An Commune Party Congress elected the 25th Commune Party Executive Committee for the 2025-2030 term, consisting of 13 comrades, ensuring the structure, proportion of women and proportion of young cadres according to regulations.
The Congress approved the political report and review report of the 24th Party Executive Committee of the commune to be submitted to the 25th Party Congress of the commune; approved the report summarizing opinions and contributions to the draft documents of the 14th Party Congress and the draft political report to be submitted to the 27th Congress of the Cam Giang District Party Committee for the 2025-2030 term.
The Resolution of the Cao An Commune Party Congress for the 2025 - 2030 term sets out 16 main targets. In which, the total production value in the area is striving to increase by over 10%. Annual budget revenue increases by over 10% of the district's assigned plan. Average income per capita by 2030 will reach 110 million VND/person/year. Complete the plan to rearrange administrative units for the 2025 - 2030 period; strive to basically meet the criteria of a type IV urban area by 2030.
Every year, the Party Committee achieves or better completion of its tasks, with 90-100% of Party cells completing their tasks well or better, of which 20% complete their tasks excellently, with no weak Party cells; each year, 3-5 new Party members or more are admitted. Every year, the government strives to achieve or better status as an advanced labor unit, with the administrative reform work of the commune being among the top in the district. The commune government will reach level 4 standard of "friendly government, serving the people" by 2027...
During the 2025-2030 term, the Cao An Commune Party Committee identified three key tasks. These are to strengthen land management, prevent and handle violations of land, traffic corridors, irrigation works, and illegal construction in the commune; collect, classify domestic waste and treat it to ensure environmental sanitation. Strengthen administrative procedure reform, apply information technology, digitalize a number of specialized fields; improve the effectiveness and efficiency of state management, the quality of the receiving and returning results department of the Commune People's Committee; build a commune government that meets the standards of "friendly government, serving the people" level 4. Focus on mobilizing all resources, investing in building infrastructure in the direction of urbanization; strive to achieve a number of basic criteria of a type IV urban area by 2030.
The Congress identified a breakthrough task as speeding up the progress of site clearance to implement key projects in the commune and identifying 8 key projects.
The congress elected a delegation of 9 official delegates and 1 alternate delegate, representing 360 party members in the Party Committee to attend the 27th District Party Congress.
After the closing session, the Cao An Commune Party Executive Committee held its first meeting to elect the Standing Committee, the positions of Secretary, Deputy Secretary, and Party Committee Inspection Committee.
At the 25th Congress of Cao An Commune Party Committee, there were many comments on the draft documents submitted to the 14th National Congress of the Party.
Most opinions agreed with the content of the draft documents. The opinions emphasized that the Central Executive Committee has innovated the way of evaluating and preparing documents with a high sense of responsibility, meticulousness and seriousness. The structure of the report ensures that it is tight, clear and scientific ; accurately reflecting the process and results of implementing the key tasks of the Resolution of the 13th National Party Congress, and at the same time looking back at the country's position after 40 years of renovation.
Participating in the draft political report of the 27th Congress of Cam Giang District Party Committee, term 2025-2030, all opinions agreed with the content of the draft political report.
Regarding the results of implementing the Resolution of the 26th District Party Congress, term 2020 - 2025, delegates proposed to add specific examples of the effectiveness of mobilizing investment resources for key projects; analyze more deeply the objective and subjective causes to propose more specific solutions.
Regarding the general direction, goals, tasks and solutions for the 2025-2030 term, some opinions suggested that it is necessary to study and supplement long-term orientation indicators until 2035 in areas such as urban planning and environmental pollution treatment solutions to create a strategic vision for the next term...
At the congress, the presentations clarified the results achieved and recommended solutions to effectively implement the goals set for the coming term, such as: Improving the quality of inspection and supervision work of the Party Committee for Party cells and Party members, contributing to strictly following Party discipline and improving the Party's leadership capacity; solutions to continue to innovate and improve the effectiveness of mass mobilization work, strengthening the close relationship between the Party and the people; promoting the role of the people and relying on the people to build the Party; enhancing the role and leadership position of Party committees at all levels in socio-economic development work in the locality; continuing to maintain and improve the quality of model new rural commune criteria, striving to basically achieve the criteria of a type IV urban area by 2030...
