Also attending were leaders of central and local agencies, departments and branches; leaders of units under the ministry and more than 300 typical delegates, representing nearly 7,000 cadres, civil servants, public employees, artists, athletes, coaches and workers in the whole industry.

In his speech, on behalf of the Party and State leaders, Deputy Prime Minister Le Thanh Long sent his best wishes to the delegates, especially the 300 advanced models - outstanding examples of the entire culture, sports and tourism sector. The Deputy Prime Minister affirmed: emulation has a profound and broad meaning, arousing creative potential, patriotism, international spirit towards a common goal.
Over the past years, the Ministry of Culture, Sports and Tourism has achieved many outstanding achievements. State management thinking on culture has been strongly innovated; institutions, mechanisms and policies have been increasingly improved with 433 legal documents.
The work of preserving and promoting traditional cultural values and cultural heritage has achieved many important results; many Vietnamese heritages have been recognized by UNESCO. A system of cultural institutions has been established from the central to the grassroots level, contributing to narrowing the gap in cultural enjoyment between regions.

Cultural industries continue to develop; cultural, sports, and tourism foreign affairs activities, promoting the image of the country, people, and Vietnamese culture and arts to the world continue to be promoted.
Tourism has recovered strongly after the pandemic, becoming an economic bright spot: In the first 8 months of 2025, Vietnam welcomed nearly 14 million international visitors, an increase of nearly 22% over the same period, with total revenue estimated at over 700 trillion VND. Mass sports have developed extensively; high-performance sports have recorded many positive results. The happiness index in 2025 increased by 8 places compared to 2024; the human development index (HDI) has improved significantly.
The Ministry successfully coordinated the organization of many major events of the country such as: 70 years of Dien Bien Phu Victory, 50 years of Southern Liberation Day, 80 years of August Revolution and National Day September 2.

Deputy Prime Minister Le Thanh Long emphasized that in the coming time, the culture, sports and tourism sectors will continue to unite and make efforts to turn the emulation movement into a driving force for innovation and creativity, while noting 6 key groups of tasks:
One is to continue to preserve and promote the nation's traditional cultural values, build a healthy cultural life; link the movement "All people unite to build a cultural life" with the National Target Program on building new rural areas and civilized urban areas. Focus on building a draft Resolution of the Politburo on Revival and Development of Vietnamese Culture in the New Era. Quickly decide on investment in the National Target Program on Cultural Development according to authority. Launch and implement creative emulation, spread initiatives on preserving and conserving cultural heritage, create a healthy cultural environment and promote the development of cultural industry and entertainment industry.
Second is to develop sustainable, creative, professional, civilized tourism, becoming a spearhead economic sector. Strongly promote emulation movements, encourage localities and businesses to innovate in each tourism product and service; build a smart tourism ecosystem, develop green tourism products, and enhance Vietnam's position on the world tourism map.
Third is to promote the movement "All people exercise following the example of great Uncle Ho", linking emulation in physical training with improving health, stature and quality of human resources. Organize emulation movements in high-performance sports, aiming at professionalization and socialization, focusing on investment in strong sports, gradually improving the position of Vietnamese sports.
Fourth, further promote the role of press and publishing as a sharp tool of the Party and State on the ideological and cultural front, a trusted forum for the people and a bridge to promote the image of Vietnam to the world. Build a digital media ecosystem, multi-platform electronic publishing, apply new technology to serve the people quickly, accurately and modernly.
The fifth is to promote digital transformation; synchronously deploy digital technology applications in the management and digitization of heritage, museums, libraries, and cinema; develop online cultural promotion platforms, and move towards building large databases throughout the industry; innovate sports training with modern technology; apply digital technology in management, operation, emulation and rewards, ensuring publicity, transparency, and timeliness.
Sixth is to comprehensively innovate the emulation and reward movement in a practical and effective manner, linked to political and professional tasks. Rewards must be public, transparent, timely, focusing on direct workers, cadres who are close to the grassroots, remote areas, and especially difficult areas. Promote propaganda and replicate typical advanced examples, spreading the spirit of patriotic emulation throughout society.
In his opening speech at the congress, Minister Nguyen Van Hung reiterated President Ho Chi Minh's teachings: Emulation is patriotism, patriotism requires emulation, and those who emulate are the most patriotic.
The Minister affirmed that with the motto "Decisive action - Aspiration to contribute", the whole industry has strived to compete and achieved many results: preserving and nurturing the national soul, proactively integrating and promoting cultural identity; enhancing the position of Vietnamese sports in the international arena; making tourism a bright spot in the socio-economic picture; press and media becoming "knowledge conduits"; training and scientific research achieving many achievements...

Over the past five years, the entire industry has had thousands of collectives and individuals awarded; many artists and artisans were honored with the Ho Chi Minh Prize, the State Prize, and noble titles of the Party and the State. The Ministry of Culture, Sports and Tourism was also honored to be awarded the First Class Labor Medal on the occasion of the 80th anniversary of the industry's traditional day.
Besides the achieved results, Minister Nguyen Van Hung frankly admitted that the emulation movement in some units is not really specific, and has not fully exploited the potential and intelligence of each cadre, party member, civil servant, public employee, and worker.
The 4th Congress takes place in the context of the country entering a new stage of development. The Party, the State and the entire political system are synchronously implementing historic policies and strategic breakthroughs, bringing the country firmly into an era of strong and prosperous development. In the coming time, the Politburo will issue a Resolution on the Revival and Development of Vietnamese Culture in the New Era. This will be the foundation for the culture, sports and tourism sectors to develop strongly.
Therefore, the implementation of patriotic emulation movements plays a very important role. Accordingly, emulation work is not only a political task but also a driving force for the comprehensive development of the industry: from building synchronous and creative legal policies; creating unique works and works of art; building a civilized and cultural environment rich in identity; developing professional, humane and modern press and publishing; promoting breakthrough tourism; investing in building a system of modern institutions; making a mark in sports; training high-quality human resources; strongly applying science and technology... Emulating to implement the industry's manifesto of action "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge" contributes to Vietnam's rapid and sustainable development in the new era.
At the congress, Deputy Prime Minister Le Thanh Long awarded the title of Hero of Labor to Mr. Mai Duc Chung, former head coach of the national women's football team, Vietnam Football Federation, for his outstanding achievements in creative labor, contributing to the cause of building socialism and defending the Fatherland; and awarded the Government Emulation Flag 2024 to the Department of Cultural Heritage, the Department of Organization and Personnel and the Vietnam Contemporary Arts Theater.
