"Ambassador" of the people's hearts

(BLC) - Under the flag of the Party and the trust of the people, People's Council delegates are those who carry a sacred mission, representing the will, aspirations and voice of the people. In Phong Tho district, the delegates are not only leaders, but also "ambassadors of the people's hearts" - those who understand best the difficulties, wishes and aspirations of the people and work with the people to build a prosperous homeland. They are a solid bridge between the Party committee, the government and the people, bringing trust and hope, contributing to creating positive changes in economic and social development and maintaining security and order in the area.

Phong Tho, a highland border area of ​​Lai Chau province, for many years, the people here have always been united, wholeheartedly following the Party and Uncle Ho; especially believing and following the People's Council representatives they elected, actively working and producing, building their border homeland to gradually escape poverty and develop richly and beautifully. Not disappointing those expectations and beliefs, the People's Council representatives of the Dao, Mong, Thai, Kinh ethnic groups, border guards... have become fragrant flowers, "ambassadors" of the people's hearts, bringing the voices of the people to all levels, sectors and localities. From there, it serves as a basis for the Provincial Party Committee, People's Council, Provincial People's Committee, Party Committee and Phong Tho district government to issue policies and decisions that are correct, accurate, timely and in line with the people's wishes.

When the morning sunlight was still shy on the mountain top, we began our journey from Lai Chau city, traveling more than 30km to the border land of Phong Tho, to meet Mr. Ly A Sai (born in 1982, Dao ethnic group) - Party cell secretary, head of Den Thanh village, People's Council delegate of Nam Xe commune.

What impressed us was the image of a village cadre with his pants rolled up high and low, wearing a pith helmet, purchasing cassava for the villagers. With his tanned skin, his hands calloused by the wind and the weather, his bright smile and warm voice, we felt his friendliness and closeness.

Receiving us in his small house, Mr. Sai said that he is currently a delegate of the 3rd term of the Commune People's Council, holding the position of Party cell secretary and village chief for nearly 10 years. With the trust of the people to elect him to many positions, he always determines that it is an honor and pride but also an extremely great responsibility. Therefore, he always wonders how to be worthy of the people's trust.

He said that as a delegate, one must first listen to the opinions, thoughts and aspirations of voters, see what they need, and propose urgent and necessary issues in life. From there, receive and reflect their recommendations to the competent authorities.

Then he took us to visit the village's production roads which had been paved with clean concrete. He said that recently, the villagers had united to donate more than 3 hectares of production land to open 3 roads, contributing hundreds of labor days to pour concrete on the roads. Now that there are big, beautiful roads, people can easily transport agricultural products home without having to worry about the hardships anymore.

Ms. Lu Thi Tuoi - a villager happily told us: the greatest contribution to this clean and beautiful production road is the Party cell secretary Ly A Sai. Because he did not mind the wind and rain to go to each house to mobilize; organized village meetings, actively explained and propagated for people to understand. With enthusiasm, responsibility, and reasonable talk, the people unanimously agreed, donated land, contributed labor and money to open the road.

With the belief that "cadres must be exemplary", therefore, in all patriotic emulation movements, especially in developing the family economy, delegate Ly A Sai has always been a pioneer, becoming a shining example for people to learn and follow. He shared: I remember Uncle Ho once advised: "Good cadres will benefit the people", "Whatever is beneficial to the people must be done with all our might, whatever is harmful to the people must be avoided with all our might". Therefore, taking advantage of available land resources and many years of farming experience, the family has actively converted the structure of crops and livestock with high economic value, suitable for the current market. From ineffective rice and corn growing land, the family switched to growing bananas, taro, cassava, mango, and raising goats. Each year, after deducting expenses, the family's income is nearly 400 million VND.

It is known that Mr. Sai's family currently grows 1 hectare of taro, more than 1 hectare of cassava, 2.3 hectare of mango, 10 hectare of banana, 7 sao of ginger, galangal, and raises more than 100 breeding goats. Each year, his family harvests over 80 tons of taro, cassava, galangal, and ginger; bananas in particular are now starting to be harvested.

In order to motivate the people in the village and commune to actively produce and expand the models of growing taro and cassava, delegate Ly A Sai established the Den Thanh Cooperative to purchase agricultural products for the people. With the spirit of eagerness to learn, especially not letting the people "suffer losses" or "have good harvests but have low prices", through traders, Mr. Sai went to craft villages and production facilities in the provinces downstream to talk, sign contracts to purchase products, and stabilize the output for the village's agricultural products. Currently, Mr. Sai cooperates with traders to sell taro to units in Hai Duong and Bac Giang; cassava to the craft village of Cho Xau (Hanoi); cassava is sold to processing factories in Yen Bai ...

In the past two years, the people of Den Thanh village have had double the joy when their agricultural products have had a "good harvest and good price", without having to worry about transporting them to sell or being forced to pay lower prices by traders. Every household has been actively and enthusiastically developing the economy, escaping poverty and striving to become rich.

Another precious thing about delegate Ly A Sai that makes everyone admire, learn and follow is his gentleness, simple and sincere life; always valuing education, eliminating backward customs. Perhaps that is why, from a poor village with many social evils, today, the Dao ethnic village has put on a new, more beautiful appearance. The whole village has 174 households, 879 people, currently there are 52 poor households, no social evils, backward customs; 100% of children of school age go to school; every year, 155 households achieve the title of cultural family. People focus on economic development with more than 365 hectares of bananas, 125 hectares of taro, 60 hectares of galangal...

Son Bac May Peak is located at an altitude of about 1,500m above sea level in Sin Suoi Ho commune, Phong Tho district. This place has a beautiful Sin Suoi Ho community tourism village with poetic natural scenery, fresh and cool climate, sincere and lovable people. In February 2023, at the International Tourism Fair forum (held in Yogyakarta city, Indonesia), the ASEAN bloc honored Sin Suoi Ho community tourism destination as the most attractive community tourism destination of the bloc in 2022. Previously in 2020, the village was recognized by the Vietnam Tourism Association as one of the four most attractive community tourism destinations in Vietnam.

These results are the result of the efforts of the people in the village, the pioneering of village chief Vang A Chinh, the prestigious Hang A Xa, especially the former Party cell secretary of Sung A Phua village - delegate of Phong Tho district People's Council, Sin Suoi Ho commune People's Council. It is known that Mr. Phua has been a delegate of the commune People's Council for 3 terms: 2011-2016, 2016-2021, 2021-2026; delegate of the district People's Council for the 2021-2026 term. Being both a delegate of the People's Council and Secretary of the commune Youth Union, shouldering many great responsibilities, but this young man, just over 35 years old, always strives to devote his youth to contribute to building the village and commune to be more prosperous and developed.

Sin Suoi Ho is a difficult border commune of the district with more than 70% of the population being Mong ethnic people, the rest being Dao ethnic people and some other ethnic groups. Living in the highlands, farming practices are still poor and backward, leading to the people's lives being hard-working and poor. Along with that are social evils such as drug addiction, opium cultivation, theft... Faced with that situation, as a representative of the People's Council of the commune and district, Mr. Phua is even more determined to play a good role as a bridge, conveying and bringing people's opinions and aspirations to all levels and sectors.

Typically, recently, delegate Phua advised the Standing Committee of the Commune People's Council and the committees of the District People's Council to speed up the implementation of the project to build a new resettlement area for 100 households in Can Cau village who are living in areas at risk of landslides to return to a safe place. Together with the Party Committee, the government, departments, branches and organizations from the district to the commune, they promoted propaganda and mobilized people to effectively implement 3 national target programs, focusing on the new rural construction program; actively coordinated with units to complete the border belt road connecting Then Sin (Tam Duong) - Sin Suoi Ho (Phong Tho) - Bat Xat district (Lao Cai province).

With so many advantages, maintaining and developing community tourism in the current period is not easy. Therefore, in village meetings and party cell activities, delegate Sung A Phua always contributes ideas on building beautiful landscapes, preserving environmental sanitation, building homestays, cafes to serve tourists to visit and relax. Exploiting the potential of growing orchids, peaches, pears, making brocade; maintaining fairs...

Along with that, his family pioneered in growing cymbidium orchids with over 2,000 plants for the villagers to follow, contributing to increasing income and improving family life. He regularly researches books, documents, and information on how to effectively care for cymbidium orchids, then propagates and shares the method with the households in the village.

In the eyes of commune cadres and people, delegate Sung A Phua is always a shining example for everyone to look up to and learn from. Major Hoang Van Dai - Standing Deputy Secretary of the Party Committee of Sin Suoi Ho commune said: Comrade Sung A Phua is a dynamic and creative union cadre, always promoting the positive role of cadres and party members in the community. As a delegate of the People's Council of the commune and district, he always plays the role of a people's representative well; listening to the opinions and aspirations of the people. At meetings with voters, he always suggests programs and projects for people to participate in contributing ideas with the local government to build a developed commune, an attractive and famous community tourism village of the province for many years. I believe that in the coming time, he will do his responsibility even better, worthy of the trust and love of the people.

The role of People's Council delegates is not only to carry out their duties but also a noble mission, requiring dedication, devotion, responsibility and deep love for the people. They are shining examples, connecting the will of the people with the government, while ensuring that the legitimate rights of the community are heard and met. The dedication of Phong Tho District People's Council delegates not only affirms the trust of the people but also creates a solid foundation for the sustainable development of the land on the border of the Fatherland. In that journey, each delegate is an "ambassador" of the people's hearts, always dedicating themselves to truly making practical and meaningful changes to the lives of the people.
