The purpose of the Plan is to specifically define the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in implementing the Law on Digital Technology Industry (CCNNS) to ensure timeliness, synchronization, consistency, effectiveness and efficiency.
In addition, determine the responsibilities of the presiding agency and coordinating agencies in implementing the CNCNS Law nationwide. Raise awareness of the CNCNS Law and the responsibilities of ministries, branches and localities in implementing the CNCNS Law.
Drafting legal documents detailing the Law on CNCNS
The contents of the Plan include: Organizing the dissemination, education , and communication of the Law on CNCNS and legal documents detailing and measures to organize and guide the implementation of the Law on CNCNS; developing legal documents detailing and measures to organize and guide the implementation of the Law on CNCNS; compiling professional and technical guidance documents on CNCNS; inspecting, reviewing, and systematizing legal documents, organizing the implementation of legal documents on CNCNS; organizing training and fostering on CNCNS; inspecting, urging, and monitoring the implementation of the Law on CNCNS and legal documents detailing and measures to organize and guide the implementation of the Law on CNCNS...
In particular, the Ministry of Science and Technology and the Ministry of Finance shall preside over the development of Government Decrees detailing and providing measures to organize and guide the implementation of the Law on Digital Technology Industry. The Ministry of Science and Technology shall preside over the development of 02 Decrees: 1- Decree detailing a number of articles and measures to organize and guide the implementation of the Law on Digital Technology Industry; 2- Decree regulating concentrated digital technology zones; The Ministry of Finance shall preside over the development of 01 Decree: Decree regulating the authority and management content of digital assets in specialized fields in accordance with practical conditions. Submit to the Government before September 30, 2025.
The Ministry of Science and Technology and the Ministry of Finance also preside over the drafting of Government Decrees guiding other Laws, including detailed regulations and instructions for implementing some contents of the CNCNS Law. Specifically, the Ministry of Science and Technology presides over the drafting of 01 Decree; the Ministry of Finance presides over the drafting of 04 Decrees. Submit to the Government before September 30, 2025.
The Ministry of Science and Technology develops 05 detailed guiding circulars. Submission deadline: Before November 15, 2025. Effective date: January 1, 2026.
In addition, the Ministry of Science and Technology, ministries, ministerial-level agencies, and People's Committees of provinces and cities shall review and perform the state management tasks assigned in the Law on CNCNS according to the fields and localities within the scope of assigned tasks and powers, focusing on the following tasks:
The Ministry of Science and Technology shall preside over the development and submission to the Prime Minister for promulgation of the Prime Minister's Decision promulgating the Digital Technology Industry Development Program (Clause 1, Article 9 of the Law on CNCNS), and submit it to the Government before December 31, 2025.
Regarding the development of human resources for the digital technology industry (Clause 5, Article 18 of the CNCNS Law), the Prime Minister assigned the Ministry of Education and Training to implement the provisions of Clause 1, Article 18 of the CNCNS Law on policies to support the development of human resources for the digital technology industry in educational institutions. The Ministry of Science and Technology shall implement the provisions of Clause 2, Article 18 of the CNCNS Law on policies to support the development of human resources for the digital technology industry in enterprises and state agencies.
Regarding the National Information System on Digital Technology Industry (Article 34 of the CNCNS Law), the Ministry of Science and Technology shall invest, purchase, and lease to build, maintain, manage, operate, maintain, and upgrade the National CNCNS Information System; connect and share data with national databases, databases of ministries, ministerial-level agencies, and localities. Implementation period: 2026 and following years.
In addition, the Ministry of Science and Technology decides on the prices of products and value-added services using information from the National CNCNS Information System and the digital technology industry database according to the provisions of the law on prices. A maximum of 01 year after the National CNCNS Information System comes into operation, the Minister of Science and Technology shall issue a Circular deciding on the prices of products and value-added services using information from the National CNCNS Information System and the digital technology industry database.
Regarding the semiconductor industry, the Ministry of Science and Technology shall preside over and coordinate with relevant agencies and units to develop and submit to the Prime Minister for promulgation the Semiconductor Industry Development Strategy (Clause 3, Article 37 of the Law on CNCNS).
The Ministry of Science and Technology studies and proposes to update Decision No. 1018/QD-TTg dated September 21, 2024 of the Prime Minister on the Strategy for Development of Vietnam's Semiconductor Industry to 2030 and Vision to 2050 in accordance with management requirements in each period.
Regarding digital data in CNCNS, the Minister of Science and Technology is responsible for guiding the application of national technical standards and regulations on ensuring the quality of digital data in the digital technology industry according to the provisions of the law on data (Clause 3, Article 27 of the CNCNS Law)...
