On the morning of April 20, at Vung Tau beach, Colonel Pham Quoc Tuan (born in 1960; former Head of the Logistics Department, Ministry of Public Security ) was organizing a meeting with relatives and friends during a trip to the Literature and Art Creation Camp in Vung Tau City (Ba Ria - Vung Tau province) when he suddenly heard people shouting about two women drowning, their lives in danger.

The sea area where Mr. Pham Quoc Tuan just saved a drowning victim.

Without a second thought, Colonel Tuan jumped into the sea and saved one person to shore. However, he lost so much energy in the process of saving the first victim that he was unable to save the other woman in time... To this day, Colonel Pham Quoc Tuan still cannot forget that moment.

“Hearing the screams, I quickly looked out to sea and saw the silhouettes of two victims in the distance. The process of swimming out and approaching the victims encountered strong waves, so it was very difficult. I tried to encourage the woman to stay calm, breathe evenly, and cooperate with me to move to shore. On the way in, another man also came out to help…”, Colonel Tuan recounted.

Colonel Tuan's biggest regret was knowing that there was another person in distress, but despite searching the sea, he could not find any trace of them, and with limited strength, he had to move to shore. The remaining victim was later found unconscious by rescuers.

Colonel Pham Quoc Tuan shared: "When I jumped into the sea to save people, I did not hesitate, I just thought that it was something that any People's Police soldier would do."

One day after the incident, Ms. H. (the drowned woman) was still in shock and expressed her sincere thanks to Colonel Pham Quoc Tuan, who risked his life to jump into the sea amid the waves to save her.

"Mr. Tuan is my benefactor. Mr. Tuan is not only brave but also very smart, quick-witted, and saved people from drowning in the right way and in time. I am truly grateful to him. After that trip, I felt like I had come back from death. I hope that Mr. Tuan's beautiful and brave actions will be multiplied in life," Ms. H. expressed.

Witnessing the above incident, the people present at that time all expressed their pride in the bravery of the former Police Colonel. This is a beautiful act, demonstrating the spirit of mutual love and support, representing the image and qualities of the People's Police officers and soldiers who are not afraid of danger, always ready to protect the lives and health of the people, for the peaceful and happy life of the people.
