At the working session, the agencies of the General Staff of the Vietnam People's Army reported to General Phan Van Giang on the contents of the work being implemented, including: Procedures for consulting with ministries, branches and localities on projects related to national defense and security of Binh Dinh province that are seeking opinions (difficulties, obstacles, shortcomings and recommendations); results of printing and distributing maps to units to build and adjust determination and combat plans when deploying and adjusting local military organization. Report on proposals on the organization of the provincial military command, regional defense command, provincial border guard command; adjustment of posts, stations and border guard groups when deploying and adjusting local military organization. Report on training and coaching for cadres and employees when deploying and adjusting local military organization.

Concluding the working session, General Phan Van Giang acknowledged the proactive and responsible spirit of the General Staff of the Vietnam People's Army and relevant agencies in advising and organizing the implementation of military and defense tasks in recent times; at the same time, he pointed out a number of shortcomings and limitations and requested agencies and units to seriously learn from experience and promptly find solutions to overcome them.

General Phan Van Giang requested the leaders of the General Staff of the Vietnam People's Army to continue to monitor, closely grasp and strengthen inspection and urging agencies and units to urgently speed up the progress of the work being implemented. Agencies and units need to promote the spirit of initiative and drastic innovation in working methods to solve work and perform well the assigned tasks.

The focus is on improving the quality and effectiveness of coordination between agencies in the Army with ministries, branches and localities when giving opinions on projects related to national defense and security, ensuring compliance with regulations, timeliness and effectiveness. Along with that, it is necessary to research, review and arrange the staffing and organization of local military forces and Border Guard forces in a scientific , reasonable and appropriate manner, suitable to the characteristics of each region and strategic area, ensuring effectiveness in management, command, training and combat readiness.

Regarding the training and coaching of cadres and staff when deploying and adjusting the local military organization, General Phan Van Giang requested the Military Training Department - School to continue to coordinate with agencies and units to research, develop, and supplement the plan. In particular, it is necessary to focus on updating and supplementing new content about the world and regional situation. The training content is comprehensive, including military, politics, logistics, and technology, focused, practical, and close to the target so that it can be applied and implemented immediately.

Along with that, it is necessary to pay attention to doing a good job of ensuring training services; regularly organizing inspections, ensuring that training and coaching work is implemented closely, seriously and effectively, contributing to the successful implementation of military and defense tasks in the new situation.
