The Department of Agriculture and Environment of Dak Lak province requested relevant localities and units to proactively and seriously implement the direction of the Provincial People's Committee on strengthening the prevention, control and overcoming of damage caused by natural disasters in the 2025 rainy and stormy season and the Plan on natural disaster response in 2025 in Dak Lak province.

In order to proactively respond to storm Ragasa and widespread heavy rain, the Department of Agriculture and Environment has just sent a document to the Border Guard Command - Provincial Military Command; Phu Yen Coastal Information Station; Dak Lak Provincial Hydrometeorological Station; People's Committees of communes and wards; units under the department including: Department of Fisheries and Islands; Cultivation and Plant Protection; Animal Husbandry and Veterinary Medicine; Fishing Port Management Board and mass media agencies on proactively deploying response plans to storm Ragasa and widespread heavy rain .

According to the National Center for Hydro-Meteorological Forecasting, Ragasa is a very strong storm with a very wide range of strong winds (from the 18th parallel northwards, there are very strong winds). It is especially necessary to be on guard against thunderstorms before the storm directly affects the area, even when the eye of the storm is still about 300 to 400km away. Ragasa will directly affect the mainland of the Northern and North Central provinces, however, the storm's developments are still very complicated.

According to the forecast of the Dak Lak Province Hydrometeorological Station, due to the influence of storm Ragasa, the weather in Dak Lak province will have rain, moderate rain, heavy rain to very heavy rain in some places, the total rainfall from 8:00 a.m. on September 21 to 8:00 a.m. on September 22 is generally 10 to 50mm, higher in some places such as: Hoa Thinh 110.4mm; Ea Kiet 88.6mm; Hoa Phu 84.0mm; Hoa Thang 83.8mm; Cu A Mung 81.8mm; Hoa Khanh 81.8mm...

It is forecasted that in the next 24 to 48 hours, the areas of Lien Son Lak, Ea Sup, Ea H'leo, Krong Bong, Dray Bhăng, Cu M'gar, Buon Don, Krong Ana, Buon Ma Thuot communes from the morning of September 22 to the morning of September 24 will have moderate to heavy rain, some places will have very heavy rain, with common rainfall from 70 to 140mm/period, some places over 150mm/period; moderate rain, heavy rain mainly concentrated in the late afternoon and at night.

The Border Guard Command - Provincial Military Command, Phu Yen Coastal Information Station, Fisheries and Islands Sub-Department, Fishing Port Management Board coordinate with coastal localities to promptly and fully inform captains and owners of vehicles and boats operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property; maintain communication to promptly handle bad situations that may occur; be ready with forces, means and equipment to promptly rescue when requested.

Localities and units regularly and closely monitor forecasts and warnings about the development of storms and widespread heavy rains in the province, to proactively deploy prevention, response and recovery plans in a timely, effective and appropriate manner to the actual situation of the locality and unit according to the motto "4 on-site".

For the People's Committees of coastal communes and wards, closely monitor the developments of the storm; strictly manage means of transport going out to sea; organize counting and notify owners of means of transport, captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm, so that they can proactively avoid, escape, not move into dangerous areas or return to safe shelters.

For localities in the plains and mountainous areas, review and prepare plans to evacuate people from unsafe houses, areas at risk of deep flooding, river mouths, and coastal areas. Proactively drain buffer water, prevent flooding to protect agricultural production and industrial zones at risk of flooding; proactively organize the harvest of agricultural products such as the winter-spring rice crop and the Summer-Autumn rice crop in 2025 according to the motto "green house is better than ripe field".

Inspect, review, and deploy measures to ensure safety of key works, works under construction, mineral exploitation areas, especially small hydroelectric reservoirs, small irrigation reservoirs, and key lakes; arrange permanent forces to operate and regulate reservoirs and be ready to handle possible situations.

Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of flooding, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places; notify each household living in areas at risk of landslides and flash floods to inspect and review the area around their residence to promptly detect unusual and dangerous signs and proactively evacuate them from dangerous areas.

Dak Lak Provincial Hydrometeorological Station, Phu Yen Coastal Information Station, Dak Lak Provincial Newspaper, Radio and Television and mass media agencies regularly update and increase information on bad and dangerous weather patterns to authorities and people at all levels to proactively prevent, respond promptly, and minimize damage caused by natural disasters; organize on-duty teams for natural disaster prevention and control according to regulations; closely monitor forecasts and warnings on the development of storms and floods in the area.
