As a 100% Korean-invested enterprise specializing in manufacturing and assembling electronic components with about 600 workers, labor relations at Nexcon Vietnam Limited Liability Company (Yen Phong commune) are always stable. This result is due to the fact that the enterprise always focuses on implementing periodic dialogues with workers. Mr. Nguyen The Vinh, Chairman of the Company's Trade Union, said: "As soon as it officially started operating (early 2013), the enterprise established a grassroots trade union. Following the assigned tasks, we studied the actual conditions to develop a dialogue plan. Every 3 months, the company's leaders will meet and dialogue directly with workers." During the meetings, the issues that workers contributed their opinions mainly included: Improving the working environment; Taking care of the material and spiritual life of workers by ensuring salary, bonus, social insurance, health insurance, maternity, labor safety... In particular, the production and business results of the enterprise are also made public to workers to create trust and motivation for them to actively work for the common benefit. With the participation of the company's board of directors, 100% of workers' opinions are received and negotiated for satisfactory resolution. Thanks to that, in addition to stability in labor relations, workers' lives have also gradually improved. Currently, the average income of workers reaches 10 million VND/person/month. In addition to the basic salary (more than 5.2 million VND/person/month), each month, workers also receive many allowances such as: Meals, housing, gasoline, seniority, children...

In reality, when conflicts arise in labor relations, the more business owners avoid contact with workers, the more easily conflicts are pushed up, making it difficult to avoid collective work stoppages. Direct dialogue organized by the union will contribute to "cooling down" tensions. For example, at TMVI Production Limited Liability Company ( Bac Giang ward), to harmonize labor relations, Ms. Le Thi Hanh, Chairwoman of the grassroots Union, proposed the solution "Dialogue at the beginning of the line in building labor relations". Gathering opinions from each line and production team to make recommendations to the board of directors has helped to detect early and satisfactorily resolve conflicts in labor relations. When business leaders pay more attention to workers' lives such as: considering salary increases once a year, giving employees Tet bonuses equal to the 13th month salary, increasing the value of shift meals, providing full protective equipment, investing in improving the working environment... then production and business efficiency is significantly increased, bringing benefits to both sides. Ms. Nguyen Thi Ly, a worker at the company, shared: "For nearly 10 years working with the company, the workers and I often meet and exchange directly with the company's leaders. Each time like that, we feel more secure in our work and want to stay long-term."
Promoting the role of grassroots cadres
Currently, the Provincial Federation of Labor is directly managing more than 2,200 grassroots trade unions of enterprises and public service units that do not receive 100% of their salaries from the state budget with about 579,700 union members. With the close direction of the unit and the active participation of union officials at all levels, the legitimate rights and interests of workers are basically guaranteed, contributing to the stabilization of labor relations. Contributing to this result is the role of grassroots trade union officials in advising and proposing to maintain dialogue activities at the workplace. Every year, in the province, nearly 90% of grassroots trade unions in enterprises organize workers' conferences and dialogues periodically and suddenly at the workplace. In many foreign-invested enterprises with a large number of workers, union officials have promoted their capacity, becoming an effective bridge between employers and workers.

As at Hosiden Vietnam Limited Liability Company (Quang Chau Industrial Park), Mr. Nguyen Van Tan, Chairman of the Company's Trade Union, said: With about 3,500 workers, in order to promptly grasp the situation and prevent conflicts and labor disputes, the Trade Union Executive Committee established "core worker" groups corresponding to each production group; members are active, enthusiastic, and responsible union members. These are the "eyes and ears" of the trade union organization, helping to grasp public opinion among workers most quickly and specifically. On that basis, information is sent to the grassroots trade union to make recommendations to the business leaders. At the same time, this core force also participates in disseminating legal policies, helping workers stabilize their thoughts and feel secure at work.
The end of the year is often identified as the time when conflicts are likely to arise, leading to collective work stoppages. The main cause is disagreements about wages and Tet bonuses while work pressure often increases. Therefore, the Provincial Federation of Labor requires grassroots unions to increase dialogue, especially ad hoc dialogue. This is an important information channel for unions to listen, share, and propose timely responses and appropriate policy adjustments to business leaders, helping to resolve conflicts and disputes from the beginning. According to Mr. Le Duc Tho, Vice President of the Provincial Federation of Labor, in the coming time, the unit will pay more attention to training and improving the professional qualifications of union officials, especially the skills of organizing movements, building trust among workers; strengthening propaganda and dissemination of laws to workers, helping them to boldly exchange and improve the effectiveness of dialogue. At the same time, trade unions at all levels actively coordinate with relevant departments and branches to participate in inspecting and supervising compliance with legal regulations and protecting the legitimate rights and interests of union members.
