Dak Lak ranks 4th nationwide in terms of electronic identification account activation rate.

On the afternoon of August 1, the Provincial Working Group implementing Project 06 held an online conference with districts, towns and cities to review the work of the first 6 months of the year and propose directions, tasks and key solutions for the last 6 months of 2024 in the province.

In the first 6 months of the year, the implementation of Project 06 in the province continued to achieve many positive results. The rate of deploying full-process online public services reached 100% of administrative procedures (TTHC) eligible for full-process provision. Up to now, the province has also synchronized full-process online public services between the Dak Lak Provincial TTHC Processing Information System and the National Public Service Portal, reaching a rate of 97.63%. Over 1.4 million electronic identification accounts have been activated, reaching a rate of 82.8% (ranked 4th out of 63 provinces and cities nationwide in terms of the rate of activating electronic identification accounts).

Regarding the group of utilities serving socio -economic development: Currently, all educational institutions in the province have deployed information technology applications and digital transformation in management; 100% of students use personal identification codes in registration for primary school entrance exams and registration for graduation exams, university and college admissions. Provincial and district-level medical examination and treatment facilities under the Department of Health and 100% of educational institutions in the province have deployed cashless payment solutions; connecting financial management software with cashless payment platforms.

Speaking at the conference, Major General Le Vinh Quy, Director of the Provincial Police Department, Deputy Head of the Provincial Project 06 Implementation Working Group, requested departments, branches and localities to focus on thoroughly resolving existing problems and limitations. In particular, focusing on reviewing, evaluating and restructuring the entire business process of online public services provided on the National Public Service Portal in a way that is convenient for people and businesses. Coordinate in inspecting the implementation of Project 06 in the province according to Plan No. 91/KH-UBND dated May 13, 2024 of the Provincial People's Committee. Continue to deploy pilot models according to Coordination Plan No. 132/KH TCTDA06/TW-TCTDA06/DL, dated August 28, 2023 between the Government Project 06 Working Group and the Dak Lak Project 06 Working Group...

Major General Le Vinh Quy, Director of the Provincial Police Department, Deputy Head of the Project Implementation Working Group, said that despite achieving positive results, the implementation of Project 06 in the province still faces many difficulties due to the limited level of information technology of the people and equipment and technical infrastructure, and discrepancies in personal information in the system, especially in remote districts and ethnic minority areas.

The conference is connected to a bridge point in the province.

Regarding solutions to effectively implement Project 06, Major General Le Vinh Quy requested: “Focus on reviewing, evaluating, and restructuring the entire business process of online public services provided on the national public service portal in a way that is convenient for people and businesses, and focuses on 53 essential public services to ensure the principle of taking people and businesses as the center. Coordinate the inspection of the implementation of Project 06 in the province and continue to deploy pilot models. Step up propaganda and dissemination to cadres, civil servants, public employees, workers, and people in the field of switching to using VNeID as the only account to perform administrative procedures.

Departments and branches need to focus on overcoming limitations in the task group: Providing online public services on financial obligations on the national public service portal; the number of administrative procedures providing online payment has only reached 47%; the rate of exploitation and reuse of digital data information in the province; security and safety; Strive by 2024, the rate of beneficiaries of social security policies with accounts will reach at least 30%; 100% of beneficiaries with accounts will be paid through payment accounts..."
