On November 19, Provincial Party Secretary Thai Dai Ngoc and Provincial People's Committee Chairman Pham Anh Tuan directly inspected and directed the rescue of people from deeply flooded areas in Quy Nhon Bac ward - where about 10,000 people were flooded in 16 neighborhoods.

On November 19, floodwaters from the Ha Thanh River continued to pour in, remaining at high levels and submerging thousands of houses in neighborhoods south of Dao Tan Street and north of Hung Vuong Street.

Following the direction of the provincial leaders, the Provincial Military Command and the Provincial Police have increased forces and vehicles, using all mobile measures to immediately go to flooded and isolated areas; support the relocation and evacuation of people to safe places, protect property, and ensure security and order.

Provincial Party Secretary Thai Dai Ngoc also asked military units of Military Region 5 such as Brigade 573 and Division 2 to mobilize forces and vehicles, especially ships, boats, and canoes to this area to support the evacuation of people to safety.

The Provincial Party Secretary also directly participated in the rescue and evacuation of people deeply flooded in Ward 2 and Ward 10 (Quy Nhon Bac Ward). Within 3 hours, the canoe commanded by the Provincial Party Secretary directly rescued nearly 30 people whose houses were deeply flooded. In addition, the Provincial Party Secretary also mobilized people with solid, high-rise, and highly secure houses to receive the evacuated households while waiting for the water to recede.

Ms. Huynh Thi Thanh Tam (57 years old, in Ward 10, Quy Nhon Bac Ward) shared: “I have never seen a flood as big as this year. The water rose very quickly, people had no time to react, in just a few hours the water had submerged half of the house. Luckily, the army came to rescue in time, my family was brought to safety. I am very grateful.”

Although the floodwaters rose high, Quy Nhon Bac ward has many crossroads, alleys, and strong flowing water, but on November 19, the forces evacuated and rescued hundreds of cases whose houses were deeply flooded, threatening their lives.

In particular, the Provincial Traffic Police Department also arranged an area to receive more than 100 people coming to take shelter and ensured enough "cooked rice and sweet soup" during their stay.

Mr. Tran Bay (59 years old, in Ward 11, Quy Nhon Bac Ward) expressed: “This flood is even higher than in 2009. My house is flooded up to the roof. We are very grateful to the government for coming to the rescue, taking us to a well-organized evacuation site with all the necessities. I feel sorry for the flood, but I feel warmed by everyone's concern.”

On the afternoon of November 19, with the participation of Colonel Phan Dai Nghia - Deputy Commander and Chief of Staff of Military Region 5, Provincial Party Secretary Thai Dai Ngoc and Provincial People's Committee Chairman Pham Anh Tuan agreed to direct the forces to use all measures to continue to mobilize forces to immediately move to deeply flooded and isolated areas to evacuate, ensuring the safety of people's lives is the top priority.

The immediate evacuation and rescue strategy is to evacuate people from low-lying, flooded houses to higher, safer houses. The military will be responsible for providing essential supplies to the people.

In addition, on the afternoon of November 19, the Provincial Military Command also mobilized drones to serve the search, evacuation and rescue of people.
