Vietnam makes practical contributions to efforts to ensure global nuclear security and safety.

(laichau.gov.vn) At the headquarters of the International Atomic Energy Agency (IAEA) in Vienna, Austria, Ambassador Vu Le Thai Hoang, Head of the Permanent Mission of Vietnam to the United Nations and international organizations in Vienna, recently chaired the 11th Technical Meeting of representatives of member states of the Convention on the Protection of Nuclear Physical Body and Material (CPPNM) and the Amendments to the Convention, with the participation of more than 100 representatives from 70 countries around the world.

Ambassador Vu Le Thai Hoang emphasized the need to share experiences to jointly resolve difficulties and challenges, especially in the context of increasingly complex nuclear security risks.

In his opening remarks, Ambassador Vu Le Thai Hoang congratulated Mongolia on becoming the latest country to join the CPPNM Amendment in 2025, a milestone of special significance as the international community celebrates the 20th anniversary of the adoption of the Amendment.

The Ambassador emphasized the role of the CPPNM and the Amendment as the only binding international legal instruments on the protection of nuclear materials and an important pillar of the global nuclear security system, contributing to the prevention of nuclear terrorism.

Ambassador Vu Le Thai Hoang affirmed that the CPPNM Point of Contact (POC) Meeting continues to be an important forum for exchanging information, updating implementation progress, strengthening understanding of countries' obligations in designating contact points, and promoting the expansion of the Convention's membership.

The Ambassador emphasized the need to share experiences to jointly address difficulties and challenges in implementing the Convention and its Amendment, especially in the context of increasingly complex nuclear security risks; called on countries to continue promoting the universalization of the Convention, improve the operational efficiency of the Contact Points and increase the use of IAEA support tools such as the International Physical Protection Advisory Service (IPPAS), the International Nuclear Security Advisory Service (INSServ) or the Integrated Nuclear Security Assurance Plan (INSSP).

During the session, delegates highly appreciated the results achieved since the adoption of the CPPNM Amendment; listened to the IAEA update on the technical and legal support situation; and discussed in depth the practical role of the contact point, as well as the experience in implementing the CPPNM and the Amendment through national presentations from Brazil, Kenya and Romania.

Discussions focused on enhancing inter-sectoral coordination, information sharing in preventing nuclear material smuggling, improving the legal and institutional framework, as well as mobilizing international support in the implementation of the Convention.

In particular, the meeting recorded the participation of the United Nations Office on Drugs and Crime (UNODC) for the first time as an observer, showing the need to strengthen coordination between international organizations in the prevention and combat of crimes related to nuclear materials.

Vietnam's role as chair of the meeting once again affirms the image of an active and responsible member state that makes practical contributions to the international community's common efforts to ensure nuclear security and safety, thereby contributing to peace , stability and sustainable development.
