At the working session, Chairman of Bac Lieu Ward People's Committee Le Viet Xo reported on the socio-economic development situation after implementing the 2-level local government model.
In recent times, Bac Lieu ward has achieved many positive results: Stable economic growth; the number of newly established enterprises exceeded the plan; budget revenue reached more than 165%; land management and urban order continued to be tightened; culture and tourism had many outstanding activities; social security was ensured; education and health maintained stable levels; administrative reform and digital transformation had clear changes. Party building and consolidation of the political system were focused on; national defense - security, social order and safety were maintained.
Besides the advantages, the ward still has some difficulties: The workload is large while the staffing level is not enough; many land records arise, the processing time is limited; some compensation and resettlement projects are still pending; school facilities and hamlet headquarters are lacking and degraded; the teacher staffing level is not enough according to regulations; traffic infrastructure needs investment; online administrative procedures still have many steps, causing inconvenience to people.
Chairman of Bac Lieu Ward People's Committee Le Viet Xo proposed that the Central Government and the province consider and supplement the payroll; adjust the regime for hamlet and village cadres; extend the time for processing dossiers for granting land use right certificates; support the removal of pending projects; decentralize the management of relics; support funding for upgrading traffic and urban infrastructure, repairing hamlet headquarters and approve the implementation of a number of urban beautification and tourism development projects.
Representatives of the leaders of departments and branches analyzed more specifically the socio-economic situation of the ward; at the same time, proposed many solutions for the locality to effectively implement the Resolution of the 1st Congress of the Ca Mau Provincial Party Committee, aiming to build Bac Lieu ward into a center of culture - art, education - training, scientific research and trade - tourism of the province.

At the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested Bac Lieu ward to review and rearrange public assets; complete technical infrastructure, especially data platforms and technology serving digital transformation and smart cities.
Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested the ward to closely coordinate with departments and branches in planning education, health, and culture; review teacher staffing; and ensure school facilities, drinking water, and basic toilets are completed by 2025.
The public administrative service center needs to invest in facilities, arrange reasonable human resources, enhance soft skills training and innovate service style towards professionalism and responsibility; at the same time, the ward must prepare well the procedures for urban infrastructure projects, invest in cultural institutions and gradually perfect the government organization model towards modernity and transparency.

Speaking at the meeting, Provincial Party Secretary Nguyen Ho Hai shared the initial difficulties when the locality implemented the two-level government model and believed that Bac Lieu ward would soon overcome the difficulties and develop step by step.
Provincial Party Secretary Nguyen Ho Hai emphasized the need to build a united and unified collective; improve the quality of cadres and party members in terms of both capacity and sense of responsibility. Wards must regularly grasp the ideological situation and thoughts of the people; promote the role of hamlets and villages as places for community activities; the Front and mass organizations must be bridges, promptly solving problems right at the grassroots level. Inspection and supervision work needs to be strengthened to both guide and create the Party's disciplinary strength.
Provincial Party Secretary Nguyen Ho Hai requested Bac Lieu ward to clearly identify its position, potential and development aspirations; promote the tradition of "self-reliance"; strive to effectively implement the model of "increasing revenue - reducing expenditure" by 2026, proactively deploying goals within the existing resources; at the same time, emphasizing the requirement of building a healthy cultural environment, preserving the unique characteristics of Bac Lieu; ensuring security and order, creating a green - clean - beautiful environment to attract tourists and investors.
