"Ensuring sustainable resources for healthcare, reducing financial burden on people"

Emphasizing the policy of "people monitoring, people benefiting," the Standing Secretariat paid special attention to the roadmap and progress of implementation and said that people's opinions and satisfaction are most important.

On October 10, at the Party Central Committee Headquarters, Politburo member and Standing member of the Secretariat Tran Cam Tu chaired a meeting with the Party Committee of the Ministry of Health and representatives of relevant agencies on the implementation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health" (referred to as Resolution 72).

Also attending was Party Central Committee member, Deputy Prime Minister Le Thanh Long.

At the meeting, Party Secretary and Minister of Health Dao Hong Lan reported that the Party Committee of the Ministry of Health has proactively and urgently advised, organized, disseminated, and implemented Resolution 72 as soon as it was issued. The Ministry of Health has submitted to the Government for promulgation Resolution No. 282/NQ-CP dated September 16, 2025 on the Government's Action Program to implement Resolution No. 72-NQ/TW, which closely followed 6 groups of tasks and solutions to resolve existing problems, limitations, bottlenecks, and key points, creating breakthroughs in awareness, improving the capacity of the health system, developing human resources, and ensuring resources for the work of protecting, caring for, and improving people's health. Attached to the Action Program is a List of implementation tasks; which identifies specific tasks, leading and coordinating units, results, products, and completion deadlines.

On that basis, the Government has assigned specific tasks to ministries, branches, agencies and units to develop action plans, organize implementation, inspection, supervision and evaluation to achieve the goals of Resolution No. 72-NQ/TW, ensuring 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority."

The Ministry of Health advised and submitted to the Government for promulgation Directive No. 25/CT-TTg dated September 15, 2025 on promoting the development of Vietnamese traditional medicine in the new period; is urgently building the National Target Program on health care, population and development for the period 2026-2035, along with circulars guiding the functions, tasks and organizational structure of commune-level health stations. This is considered an important foundation to strengthen grassroots health care and improve the effectiveness of primary health care for people.

At the meeting, delegates discussed and focused on the progress of the implementation of Resolution 72, especially the concretization and implementation of the core contents that have been identified and some remaining issues in the implementation.

Concluding the meeting, Standing member of the Secretariat Tran Cam Tu highly appreciated the sense of responsibility, initiative and urgency of the Party Committee of the Ministry of Health in advising, grasping and implementing Resolution 72 just one month after its issuance.

“This demonstrates a deep awareness of the special importance of Resolution 72, a resolution of strategic, comprehensive and long-term significance, and a "Resolution to implement the Resolution," the Standing Member of the Secretariat emphasized.

According to the Standing Secretariat, the concretization and implementation of the Action Program is very important, deciding the success of the Resolution. The Politburo, the Secretariat, and the General Secretary have given strong direction: We must overcome the situation where the policy is correct but implementation is ineffective. We must focus on completing the contents that must be implemented immediately in 2025 to ensure progress and quality, so that the people and society can clearly see and monitor the breakthrough changes of this important Resolution.

Comrade Tran Cam Tu stated that the guiding spirit is that after the Resolution is issued, it must be implemented immediately, and a periodic reporting regime must be implemented. Anything related to the people's lives and health must be carried out promptly and institutionalized immediately.

Emphasizing the policy of "people monitoring, people benefiting," the Standing Secretariat paid special attention to the roadmap and progress of implementation and said that people's opinions and satisfaction are most important.

The Secretariat Standing Committee acknowledged the Ministry of Health's advice and submission to the Government for promulgation of Resolution No. 282 and the submission to the National Assembly for promulgation of a Resolution on breakthrough mechanisms and policies and the completion of the dossiers of two important draft laws, the Law on Disease Prevention and the Law on Population, to be submitted to the National Assembly for consideration and approval in the upcoming 10th Session; in which the contents of Resolution No. 72-NQ/TW have been institutionalized. This will create a solid legal basis, immediately removing "bottlenecks and bottlenecks" in institutions.

The Standing Secretariat proposed to focus on streamlining the health system, operating efficiently, effectively and efficiently in line with the current 2-level local government model. This is a very important task, directly affecting the organization and operation of the entire sector. Building a model of commune health stations following the model of public service units, ensuring the provision of basic and essential services for disease prevention, primary health care, medical examination and treatment, social care services and disease management.

The Health sector closely follows the Resolutions and Conclusions of the Politburo to coordinate with the Ministry of Home Affairs, the Ministry of Finance, relevant agencies and localities to quickly complete the organizational model of the Commune Health Station in accordance with the 2-level local government.

"Along with that, closely following the direction of General Secretary To Lam, the health station must be attached to the commune, serving the commune and directly serving the people in the commune. The new commune health station must be different from the commune health station before the merger; it must have sufficient physical conditions, equipment, human resources, operating mechanism, financial mechanism, and be able to ensure the goal of primary health care, examining and treating people right at the grassroots level, managing and treating non-communicable diseases, not pushing them to higher levels, overcoming the current overload situation at higher levels," emphasized comrade Tran Cam Tu.

Regarding improving the quality of medical human resources, comrade Tran Cam Tu stated that in the immediate future, priority should be given to focusing resources on preventive medicine and primary health care; at the same time, he proposed to urgently complete regulations and policies on salary regimes and preferential allowances for specific jobs for medical staff to retain and attract human resources. Key universities prioritize focusing on developing specialized specialized training and training resources for primary health care.

The Ministry of Health proactively coordinates with the Ministry of Education and Training to advise the Government on reviewing the planning of the university network and decentralizing the management of higher education institutions in the medical sector in a scientific, practical and effective manner, ensuring compliance with the spirit of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

At the meeting, the Standing Secretariat emphasized the requirements in developing projects and tasks of the Health Sector such as: Hospital fee exemption project; Project for periodic health check-ups for people once a year; research and proposal to increase health insurance premiums from 2027...; including the National Target Program on health care, population and development for the period 2026-2035 to be submitted to the National Assembly at the upcoming 10th Session.

According to the Standing Secretariat, solutions to reduce direct medical costs from the people, towards free hospital fees for all people by 2030 must be calculated and implemented with a scientific, public and transparent roadmap to ensure sustainable resources for health while still reducing the financial burden on people, increasing the level of financial protection of the Health Insurance Fund. For the policy to truly come into life, these tasks must be carried out with the highest political determination, with the highest spirit of service.

Assessing the application of information technology and digital transformation, which is currently not synchronous and slow to connect data between medical facilities with Social Insurance and the National Population Database, comrade Tran Cam Tu proposed that the Ministry of Health take the lead and coordinate with relevant ministries and branches to build and operate a national health database that ensures standards of connection, sharing and synchronous and seamless connection with other national databases; raise the requirement to focus on investing in information technology infrastructure at grassroots health facilities to effectively deploy Electronic Medical Records, Electronic Health Books, Electronic Prescriptions, serving the management of people's health data according to the life cycle and reducing medical costs, promptly meeting people's needs. Standing member of the Secretariat Tran Cam Tu emphasized the need to do a good job of propaganda work, to be persistent, systematic, and popularize healthy lifestyles; and to build a culture of health among the people. A healthy society cannot rely solely on doctors. Disease prevention must start from each person's awareness; basic factors such as healthy eating, regular exercise, sports, periodic health check-ups, mental health care, positive lifestyles, etc. From there, strengthen extensive communication about the meaning of proactive disease prevention, building a culture of health and social security policies, helping people understand correctly, thoroughly, support and implement effectively./.
