MAP Negotiations Round 2: Strengthening Tax Cooperation Between Vietnam and Singapore

On November 18, at the Tax Department headquarters, the Tax Department organized the second round of negotiations between Vietnam and Singapore regarding bilateral agreement procedures (MAP). Deputy Director of the Tax Department Dang Ngoc Minh had a meeting with Mr. Gordon Cheong - Director of the International Relations and Tax Department, Singapore Tax Authority.

In his opening remarks, Deputy Director Dang Ngoc Minh sent his greetings and thanks to the Singapore Tax Authority delegation for arranging their time to attend the meeting. According to the representative of the Vietnam Tax Department, the biggest goal of the meeting is to ensure that the Double Taxation Avoidance Agreement between Vietnam and Singapore is applied consistently, in accordance with international practices, while protecting the legitimate tax rights of each country.

“Our common goal is to ensure that the application of the Double Taxation Avoidance Agreement between Vietnam and Singapore is consistent, in line with international practices, while protecting the legitimate tax rights of each country. We highly value the MAP mechanism between the two Tax Authorities as an effective cooperation channel to remove obstacles, handle tax duplication and create a stable investment and business environment for taxpayers of both sides,” the Tax Department leader emphasized.

At this negotiation session, the Vietnam Tax Department proposed that the contents be discussed openly and frankly, on the basis of the Double Taxation Avoidance Agreement, the laws of each country and international practices, in order to narrow the differences and move towards practical and feasible solutions.

On behalf of the Singapore Tax Authority, Mr. Gordon Cheong - Director of the International Relations and Taxation Department, Singapore Tax Authority sent his thanks to the Vietnam Tax Department for organizing the 2nd round of MAP negotiations and giving the Singapore Tax Authority a warm welcome right from the first days of working in Hanoi .

Mr. Gordon Cheong said that the Singapore Tax Authority highly appreciated the efforts of the Vietnam Tax Department in promoting bilateral cooperation and maintaining the MAP mechanism as an important tool to resolve tax issues between the two countries.

“Over the years, Singapore and Vietnam have built a foundation for increasingly effective tax cooperation, based on the spirit of transparency, mutual respect and towards mutually beneficial solutions. The continued in-depth exchange of views on the MAP documents this time demonstrates the strong commitment of both countries to ensure the implementation of the Double Taxation Agreement in a consistent manner and in accordance with international practices,” said Mr. Gordon Cheong.

The Tax Authorities of the two countries committed to close coordination, providing all necessary information and always being ready to listen to the views of their partners. At the same time, they believed that with the spirit of constructive cooperation, the meeting would achieve positive progress for each MAP dossier as well as for the tax cooperation relationship between the two countries.

With the spirit of goodwill cooperation and high consensus in technical exchanges, the negotiations are expected to create a foundation for the two sides to strengthen coordination in the next stages, towards building a stable, fair and sustainable investment and business environment for the business community in both countries. At the end of the working session, representatives of the two tax agencies expressed confidence in the prospect of further cooperation in the coming time, contributing to deepening the economic and financial relations between Vietnam and Singapore.
