People's mobilization comes first.

- In Yen Son district, many key projects and works of the province and district have been and are being implemented. To ensure that these projects and works are completed on schedule, the work of mobilizing the people in land clearance has been focused on and directed by Party committees and authorities at all levels, from the district to the grassroots, creating high consensus and unity.

Flexible mass mobilization

Currently, several large projects are being implemented in the district, such as the Tuyen Quang - Expressway Project.
In Ha Giang, the section passing through Yen Son district, the My Lam Resort Urban Area - Tuyen Quang, the Ho Chi Minh Highway project section from Cho Chu to Trung Son Junction, and residential areas where land use rights will be auctioned in 2025... therefore, the volume of land clearance for these projects is very large.

Comrade Nguyen Huu Phuong, Deputy Secretary of the District Party Committee and Chairman of the Yen Son District People's Committee, said: Recognizing that land clearance is a difficult step in the implementation of key projects and works, the district's Party committees, government, and mass organizations always focus on effectively carrying out mass mobilization work in land clearance with many flexible and creative approaches.

The district did not prioritize coercive measures, but instead focused on the principle of "skillful mass mobilization." Simultaneously, the District Party Committee and its Standing Committee directed the effective coordination between various agencies: the District Party Committee's Mass Mobilization Department, the District Fatherland Front Committee, and other political and social organizations with the District People's Committee and the District Land Clearance Council; establishing a coordination mechanism between the District Party Committee's Mass Mobilization Department and the District People's Committee, thereby proposing specific solutions for implementation.

Officials from the People's Committee of Hung Loi commune (Yen Son district) are disseminating information about land clearance policies to the family of Ms. Thach Thi Chanh, Cooc village.

In particular, district officials regularly go directly to the grassroots level to inspect the progress of project implementation, listen to and understand the thoughts and aspirations of the people. At the same time, they clearly explain and publicize the purpose and significance of the projects, especially key projects that affect the lives and livelihoods of the people, creating trust and support of the people for the district's development policies.

The Tuyen Quang - Ha Giang Expressway project, the section passing through Nhu Khe commune, has a total length of 3.8 km and requires the acquisition of over 234 hectares of land. Mr. Tran Van Tuyen, Chairman of the People's Committee of Nhu Khe commune, said: “The commune Party Committee, the government, and the villages have held many meetings to publicize the policy, significance, and benefits of the project; publicly announced the compensation plan and called for the support and consensus of the people.”

The commune has established land clearance teams to go to each affected household to disseminate information and persuade them; at the same time, they understand the thoughts, aspirations, opinions, and suggestions of the people to report to the Party committee and government at all levels for timely, fair, and reasonable resolution, ensuring the best interests of the people and in accordance with the law... Therefore, it has created high consensus and agreement among the people. To date, Nhữ Khê commune has completed the inventory and compensation work for 158 households and 2 organizations, achieving 100% of the land area to be reclaimed.”

Keep exercising

In 2025, Hung Loi commune, in coordination with the District Land Clearance Council, carried out land clearance for the construction of the Ho Chi Minh Highway project, specifically the section from Chu Market to Trung Son Junction. Over 70 households were affected, and approximately 4.56 hectares of land were reclaimed. Mr. Ban Van Than, Chairman of the Hung Loi Commune People's Committee, stated: “During the land clearance process, the commune mobilized the entire political system and implemented many comprehensive solutions. In particular, the people's mobilization efforts were maximized with the motto 'slow and steady wins the race,' while simultaneously publicizing compensation and support policies for land clearance. As a result, the entire commune agreed, handing over the land on schedule, and there were no cases requiring forced eviction.”

The section of the Ho Chi Minh Highway project from Cho Chu to Trung Son Junction (Yen Son) is currently under construction.

Ms. Thach Thi Chanh, from Cooc village, Hung Loi commune, shared: “My family is one of the households whose land and assets attached to the land are subject to expropriation, with an area of ​​over 200 square meters. Initially, I was very worried and afraid of not having a house. After the Party Committee and the commune government explained and informed us, my family understood that this is an important project of the district and province, aimed at expanding transportation routes, serving the people, and developing socio-economic conditions. Therefore, we agreed with the policy and actively participated in meetings and discussions to finalize the compensation plan and hand over the land to the commune government.”
Through coordinated measures and skillful communication and mobilization, the Tuyen Quang - Expressway Project has now progressed to the present day.

In Ha Giang province, the section passing through Yen Son district has recovered 141.9 hectares of land from 613 individuals and organizations, with compensation totaling 225.51 billion VND, achieving 97% of the required land area. The district has handed over 16.28 km of the road to the construction unit. A total of 121 households have been considered for resettlement, and land allocation decisions have been made for 90 households.

The Ho Chi Minh Highway project, specifically the Cho Chu - Trung Son Junction section, has had its compensation plan approved by the District People's Committee, totaling over 104 billion VND for 60.8 hectares and 16.5 km. The district has already paid 88.16 billion VND to 429 households and handed over 15.7 km of the road to the construction unit.

Thanks to flexible public relations work and the involvement of the entire political system, the difficulties and obstacles in land clearance work have been thoroughly and promptly resolved by the Party Committee and the government of Yen Son district, creating widespread support and consensus among the people to implement key projects on schedule.
