Connecting infrastructure, upgrading new wards
Phong Thai Ward is located in the north of Bo River, often affected by natural disasters every year. Every time the rainy season comes, people here are afraid of landslides. Many sections of the riverbank have been deeply eroded, encroaching on residential land and crops, threatening the safety of people's homes and lives.
Mr. Nguyen Dinh Hinh, residing in Hien Si residential area, shared: “In the past, every time there was heavy rain and floods, my whole family had to stay up all night because the river water rose quickly, while the embankment continuously eroded. Some families had to move to another place for shelter. Now that the embankment is built, looking at the excavators and workers working makes me happy.”
According to the Phong Thai ward authorities, in Hien Si residential area, there have been three points of more than 300m of serious landslides occurring along the Bo River recently, forcing about 20 households to evacuate urgently. The investment in the embankment - road project in this phase has initially overcome the most dangerous landslide points, helping people feel secure in farming and living.
Mr. Hoang Ngoc Hoa, Vice Chairman of Phong Thai Ward People's Committee, said that this project is very practical and has been long-awaited by the people. The project not only helps prevent and combat natural disasters and storms, but also creates conditions for socio -economic development in the locality. Phase 1 has only been completed for nearly 1km, but it is expected to help stabilize the population in the area...
What makes Phong Thai people more excited is that the combined road and embankment have been designed synchronously, connecting villages and hamlets that were previously difficult to travel to, especially during the rainy season; more specifically, it protects Provincial Road 11B passing through the area, making it much more convenient.
Ms. Nguyen Thi Hoa, a trader at Phu market, Phong Thai ward, said: “When the road is completed, people and vehicles will travel more conveniently. Compared to the old road, it will shorten the time; large and small vehicles can go all the way to the alley to get goods, and people in the area can buy and sell more easily.”

Need to invest in phase 2 soon
According to the leader of Phong Thai ward, phase 2 of the project will continue to extend the embankment by more than 1km downstream, near An Lo bridge - an area also at high risk of landslides. However, due to limited funding, the relevant parties have not yet determined a start date. Therefore, people hope that the city will continue to pay attention to funding to complete the project in the near future.
Mr. Pham Van Long, a resident of Pho Ninh residential area, shared: “The area below my house does not have an embankment, every year the flood water comes and sweeps away the land and crops. Now looking above, there is a solid embankment and a beautiful new road, I am both happy and anxious. I hope the State will soon invest in building the remaining section so that people can live and work in peace.”
The local government is also proposing to integrate this embankment route into the criteria for developing traffic infrastructure in Phong Thai ward. Synchronous investment in traffic infrastructure along with river embankments, contributing to disaster prevention and control, is a sustainable direction, suitable for the specific conditions of riverside wards and communes such as Phong Thai.
“We hope that the city will continue to pay attention and support the locality to complete the entire route, thereby improving the capacity to respond to climate change, while creating a foundation for local socio-economic development,” said Vice Chairman of Phong Thai Ward People's Committee Hoang Ngoc Hoa.
Mr. Ho Huu Phu, Head of the Investment and Construction Project Management Board of Area 2, said that the project to reinforce the embankment combined with the road is more than 2.048km long, running along the Bo River through Phong Thai ward; in which the newly built section is more than 1.5km long and the repaired section is more than 0.5km long... with a total cost of more than 60 billion VND. Currently, the project is implementing phase 1 with an embankment - road nearly 1km long and fixing 3 points of erosion on the Bo River bank through Phong Son commune (old) nearly 300m long. Up to this point, phase 1 has completed more than 70% of the plan. Particularly, the embankment combined with the new road has completed the roadbed compaction and the drainage system, bridges and culverts on the route... striving to complete before the flood season this year. After completing phase 1, it is hoped that phase 2 of the project will soon be implemented to ensure stability of the northern bank of the Bo River and protect TL11B, as well as create conditions for hundreds of households in the area to settle down and develop the economy...
