Kim Son District Party Committee Many strong impressions after half term

After nearly 3 years of implementing the Resolution of the 24th District Party Congress, term 2020 - 2025, closely following the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, together with the solidarity and determination of the entire political system and people; the Party Committee and government of Kim Son district have led and managed resolutely, comprehensively, flexibly and creatively, achieving many important results in various fields. Up to now, 11 out of 12 targets set by the Resolution of the 24th District Party Congress have been achieved and exceeded the plan.

Attention to personnel work

Kim Son Party Committee identified cadre work as one of three breakthroughs to successfully implement the Resolution of the 24th District Party Congress. Comrade Bui Xuan Dieu, Standing Deputy Secretary of the District Party Committee, said: Based on the regulations of the Central Committee, the Provincial Party Committee and the practical requirements of the locality, in the first half of the term, the District Party Committee has revised, supplemented and issued many regulations on cadre work such as: Regulations on decentralization of cadre management; Regulations on standards for cadre titles under the management of the District Party Committee Standing Committee... to ensure strictness and transparency in cadre work and cadre management, objective and impartial evaluation of cadres; selection and assignment of the right cadres to meet the requirements of the task...

In particular, the mobilization and rotation of cadres has been paid attention to, implemented systematically, and is increasingly becoming routine. Accordingly, in 2021, Kim Son District Party Committee issued a plan on the mobilization and rotation of Principals and Vice Principals of junior high schools, primary schools, and kindergartens for the period 2021-2025; a plan on the mobilization and rotation of cadres under the management of the Standing Committee of the District Party Committee. After 2 years of implementation, Kim Son District Party Committee has mobilized and rotated 77 comrades to hold the positions of Principals and Vice Principals and 25 cadres under the management of the Standing Committee of the District Party Committee.

Up to now, Kim Son district has 15/25 Party Committee Secretaries and 8/25 Chairmen of Commune and Town People's Committees who are not local people. Thereby, contributing to overcoming localism in personnel work in some localities; innovating the working style of the political apparatus at the grassroots level. At the same time, creating an environment for cadres to be trained, challenged through practice, contributing to arranging cadres more reasonably.

Bright spot in party membership recruitment

In addition to doing a good job in organizing cadres, Kim Son District Party Committee also focuses on developing party members and supplementing quality resources for the Party. With a large Catholic population, in the 2020-2025 term, the district has set a target of admitting 1,000 new party members, of which 100 are religious. Every year, the district always exceeds the target of admitting new party members. To date, the district has admitted 667 new party members, reaching 66.7% of the target for the entire term; of which 170 are religious party members, far exceeding the target set for the entire term.

Comrade Tran Vien, Head of the Organizing Committee of Kim Son District Party Committee, said: There are some new points in the work of developing Party members carried out in the first half of the 2020-2025 term. That is, opening classes to foster awareness of the Party on Sundays for outstanding people who are students and workers in private enterprises to create favorable conditions for the people to arrange their time in production and study, ensuring the number of students and the quality of the training classes. In the process of writing the CV of people applying to join the Party, the District Party Committee instructed Party committees at all levels to deploy the masses to fill out their CVs on computers. When ensuring that the required content is complete and accurate, it will be officially written into the CV, thereby overcoming the situation where people have to write and rewrite and verify many times. Another new point is the time to complete the annual recruitment target. During this term, the District Party Committee requested that grassroots Party committees strengthen review and proactively develop plans to create resources and train to complete the Party admission target before September 30 every year.

By doing a good job in personnel work and developing party members, it has contributed to building the Party and the political system of Kim Son district to become increasingly strong, effective and efficient. In 2021, the rate of grassroots party organizations completing their tasks well or better reached 69.4%; in 2022, it reached 70.6%. The rate of grassroots authorities and agencies in the political system classified as completing their tasks well or better in 2021 reached 94.5%; in 2022, it reached 89.1%; in 2023, it is estimated to reach 90%, exceeding the set term target.

New rural district flourishes

In implementing the socio -economic development goals and tasks in the first half of the term, the most remarkable mark is that Kim Son has completed the criteria for the district to meet new rural standards, one year earlier than the target set by the 24th District Party Resolution.

At the beginning of the 2020-2025 term, Kim Son district had 18/23 communes meeting new rural standards. However, in the 2021-2025 period, the Central Government issued a new set of criteria for new rural communes with many new, more difficult and demanding contents, targets and criteria; therefore, Kim Son district encountered many difficulties in the process of building new rural areas. However, with high determination, solidarity and consensus of the Party Committee, government and people, Kim Son district focused on directing the completion of new rural criteria in communes that had not met the standards; reviewed and completed the criteria according to the new set of criteria in communes that had met the standards in the previous period, while promoting the construction of advanced and exemplary new rural areas.

By the end of 2022, 23/23 communes of the district had been assessed, evaluated and confirmed by functional agencies to meet new rural standards; 4 communes met advanced new rural standards according to the National Criteria for New Rural Communes and the National Criteria for Advanced New Rural Communes for the period 2021-2025. Phat Diem town and Binh Minh town met civilized urban standards; Dong Huong commune met model new rural standards; the rate of people's satisfaction with the results of building new rural areas, advanced new rural areas and model rural areas reached 99.53%. By the end of 2022, the average income of the whole district reached 57.2 million VND/person/year. The poverty rate according to the poverty standard for the period 2021-2025 decreased to 1.24%.

According to the report of the People's Committee of Kim Son district, the total capital mobilized since the implementation of the new rural construction program to date is over 7,000 billion VND. Regarding investment in infrastructure for new rural construction, the whole district has implemented more than 660 works and projects with a total investment of over 4,900 billion VND. Basic construction debt is low, and communes have been allocated payment sources in the period of 2022-2025.

Currently, 100% of the district's roads are asphalted and concreted to meet the prescribed standards; more than 250 km have drainage ditches and sidewalks; 270 km of lighting lines have been installed, and over 150 km of flower and tree paths have been planted along the roads and in residential areas. The irrigation system has been built synchronously between communes, ensuring the production of the people and meeting the requirements of natural disaster prevention and control. 99.8% of households have access to clean water; more than 97% of residential houses meet the standards prescribed by the Ministry of Construction ; there are no temporary or dilapidated houses in the area; 78/78 schools meet national standards; 277 villages and hamlets have places for cultural and sports activities... The landscape and space in the entire district are bright - green - clean - beautiful. Political security, social order and safety are ensured.

With the above results, on August 18, 2023, Deputy Prime Minister Tran Luu Quang signed a Decision to recognize Kim Son district as meeting new rural standards in 2022.

It can be affirmed that the achievements in all fields of Kim Son district in the first half of the term are the clearest evidence of the spirit of solidarity, determination and unanimity of cadres, party members and people; the dynamism and creativity in the direction and administration of the Party Committees and authorities at all levels. We believe that with strong innovation in thinking and action, promoting the spirit of solidarity and responsibility, the Party Committee, government and people of Kim Son district will successfully and comprehensively implement the goals and tasks set out in the Resolution of the 24th District Party Committee for the 2020-2025 term.
