The Congress's theme is: "Improving the leadership capacity and fighting strength of the Party organization - promoting democracy, solidarity, intelligence, innovation; taking care of the health of all people, building Hai Phong into a medical center of the Northern Coastal region." The Congress is tasked with deeply and comprehensively reviewing the results of the implementation of the Resolution of the Party Congress of the Department of Health for the 2020-2025 term; assessing outstanding achievements, pointing out limitations and shortcomings, analyzing causes and drawing lessons. The Congress also discussed and approved the Political Report of the Party Executive Committee of the Department of Health and contributed opinions to the draft documents submitted to the Party Congress at higher levels.
The Party Committee of the Department of Health currently has 02 departmental Party Committees, 19 Party cells under the Department Party Committee and 06 Party cells under 02 departmental Party cells. During the past term, the Party Committee of the Department of Health has excellently completed its assigned tasks; for 5 consecutive years, it has been assessed as having excellently completed its tasks; achieved and exceeded 100% of the targets set by the Resolution of the Congress for the term 2020-2025 with 8/8 targets completed and exceeded the plan. All affiliated Party cells have completed their tasks well, of which 20% of the Party cells have excellently completed their tasks, and no Party cells have failed to complete their tasks.
Notably, the Party Committee of the Department of Health has led and directed the entire sector to effectively advise the city in issuing many major policies and guidelines on health such as: Planning of the Health Sector of Hai Phong City for the period 2021-2030, with a vision to 2050; Plan No. 179/KH-UBND implementing the Conclusion of the Standing Committee of the City Party Committee on the preliminary review of 5 years of implementing Resolution No. 07-NQ/TU on building and developing Hai Phong to become a Medical Center of the Northern Coastal Region; Plan No. 153/KH-UBND implementing Directive No. 25-CT/TW of the Secretariat and Action Program No. 74-CTr/TU of the Standing Committee of the City Party Committee on continuing to consolidate and improve the quality of grassroots health activities in the new situation; Resolution No. 10/2023/NQ-HDND of the City People's Council stipulates specific policies on supporting training and remuneration of human resources in the health sector for the period 2024-2030; Decision No. 4668/QD-UBND approving the Project "Improving the capacity of the public health system in Hai Phong city by 2030". At the same time, the sector also proactively advises and proposes a socialist model in implementing the goal of comprehensive health care for all people, making an important contribution to the sustainable development of the city in the new period.
In addition to effectively advising on major mechanisms and policies, the city's health sector has proactively developed and implemented plans for disease prevention and control, organized monitoring, timely detection, and prevented the disease from spreading widely. In particular, in the work of preventing and controlling the COVID-19 epidemic, Hai Phong is considered a bright spot in the country in terms of effectively, safely, and flexibly implementing epidemic prevention measures. The city has also sent 502 medical staff to support epidemic prevention and control in localities with complicated epidemic situations such as Da Nang, Hanoi, Ho Chi Minh City, Binh Duong, etc.
Population and family planning work has been implemented synchronously, contributing to improving the quality of the population in terms of size, structure, quality and distribution. The average life expectancy of the city's residents has continuously increased, from 74.5 years old in 2020 to 75.6 years old in 2024, higher than the national average.
Medical examination and treatment activities continue to be focused on improving. Many advanced and specialized techniques have become routine at medical facilities. In 2023, Viet Tiep Friendship Hospital successfully performed the first kidney transplant, and has so far performed 07 cases; Eye Hospital performed 04 corneal transplants; Obstetrics Hospital performed 10 amniotic membrane transplants. Medical examination and treatment units actively innovate service style, improve service quality, patient satisfaction rate reaches 98.85%.
The Health sector continues to implement the Hai Phong Pharmaceutical Development Strategy to 2020, with a vision to 2030; strengthens the management of drug and medical supplies quality; ensures adequate supply of drugs, supplies, chemicals, and biological products in the context of common difficulties in many localities. The capacity of the drug testing and inspection system is improved; the appraisal and procurement of medical supplies and equipment are carried out in accordance with regulations. In particular, the city has deployed information technology applications at 100% of drug trading establishments in the area.
With outstanding results in leadership, direction and organization of political tasks, the Party Committee of Hai Phong Department of Health was honored to receive the Emulation Flag of the Government, Certificate of Merit of the Prime Minister, Certificate of Merit of the Minister of Health, Certificate of Merit of the City People's Committee and is being proposed by the City People's Committee to the Government to award the First Class Labor Medal.
In the 2025-2030 term, the Party Committee of the Department of Health determines the direction of building a clean and strong Party Committee; promoting democracy, promoting proactiveness, constructive spirit and fighting spirit in the work of building the Party organization; strengthening solidarity and unity in the entire Party Committee; building a contingent of cadres and Party members with steadfast political qualities, good ethics, high thinking and practical capacity, and exemplary in work.
The Party Committee strives to achieve the target of 100% of affiliated party organizations and units in the industry completing assigned targets, plans and tasks; promoting digital transformation, administrative reform, meeting the requirements of tasks in the new period. Civil servants, public employees and workers constantly improve their professional qualifications and skills, promote a sense of responsibility in performing public duties. Strive to have 95% of civil servants and public employees achieve the title of Advanced Laborer every year, of which 15% achieve the title of Emulation Fighter at the grassroots level.
Regarding professional indicators, the city's health sector aims to achieve a ratio of 19 doctors per 10,000 people; 43 hospital beds per 10,000 people; 100% of health stations have doctors working. Every year, the Party Committee strives to be classified as having completed its tasks well, including 1-2 years of excellent task completion; 95% or more of Party cells have completed their tasks well, including 20% of Party cells have excellent task completion, and no Party cells have failed to complete their tasks.
Speaking at the Congress, Vice Chairman of the City People's Committee Hoang Minh Cuong acknowledged and commended the outstanding results achieved by the Party Committee of the Department of Health in the 2020-2025 term. He emphasized that the 2025-2030 term poses very high requirements in the context of the city implementing many major policies such as merging administrative units, reorganizing two-level government and implementing important Resolutions on socio-economic development.
To continue developing the health sector in the new period, the Vice Chairman of the City People's Committee requested the Party Committee of the Department of Health to continue improving its leadership capacity, promoting the spirit of solidarity, building a clean and strong Party Committee; effectively implementing the Central Resolutions on Party building. At the same time, proactively adapting to the new organizational model after the merger; focusing on consolidating, developing and improving the capacity of the grassroots health system; synchronously implementing solutions to improve professional quality, comprehensively developing the health sector.
In addition, it is necessary to pay attention to building a team of cadres with high professional qualifications and strong political will to meet the requirements of tasks in the new situation; promote administrative reform, apply information technology and digital transformation in the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. Striving to make Hai Phong one of the leading localities in the country in applying science and technology, innovation and digital transformation in the health sector./.
