Hanoi Party Committee - 'Conductor' leading digital transformation, building a smart capital

Digital transformation is not just about technology, but also about changing the way of leadership, management and operation. Hanoi is taking the lead in applying digital thinking to Party building and urban governance, creating a foundation for developing a smart, modern city to serve the people and businesses.

Digital transformation - a political task

Realizing the vital role of digital transformation, at the end of 2022, the Hanoi Party Committee issued Resolution 18 on digital transformation and building a smart city, with the goal of reaching 2025 and orientation to 2030. The Resolution identifies digital transformation as not only a technological problem, but also a key political task, requiring innovation in leadership, management and operation methods, based on modern technology platforms and new production forces.

According to Chairman of Hanoi People's Committee Tran Sy Thanh, digital transformation is a matter of 'survival' for the capital and cannot be achieved with just money. Success depends on the awareness and determination of the heads of units. To implement Resolution 18, Hanoi People's Committee has issued Plan 239 on digital transformation of the whole city.

Party committees and heads of agencies and units have taken synchronous and drastic actions. From building digital databases, developing digital platforms and applications, to cashless payments, tasks have been implemented systematically and scientifically . This is a turning point in leadership thinking, from awareness to action, contributing to building a smart and modern capital.

In the process of implementing Resolution 18, digital transformation in the Party is placed at a key position, improving the effectiveness of leadership, direction, management and operation. Since the beginning of the 2020-2025 term, the Hanoi Party Committee has deployed a series of digital applications in Party work: Party member database 3.0, Document management and operational management, Monthly cadre assessment, Cadre profile management under the management of the Standing Committee of the City Party Committee. With nearly 100% of party members installing and using, the electronic Party member handbook brings many practical benefits, helping the Party Committee monitor the situation and improve the quality of party cell activities at the grassroots level.

Operational management software, such as the Official Email System, Task Tracking Subsystem, and Paperless Meeting Room, help improve work efficiency for grassroots Party committees, promote transparency and accuracy in management and data reporting. On March 3, 2025, the City Party Committee announced 8 shared applications throughout the political system, deployed to units from the city to the grassroots, ensuring synchronization, connectivity, improving the quality of leadership, direction, management and service to the people.

At the same time, the Party's public services will be integrated into the National Public Service Portal, such as procedures for collecting Party fees, Party activity confirmation papers, and transferring Party activities, creating a breakthrough in Party work procedures, bringing great convenience to Party members. Mr. Tran Thanh Ha, Chief of the Hanoi Party Committee Office, said that the system currently serves nearly 500,000 Party members, reaching 16 million visits, with nearly 400,000 regularly used accounts, optimizing processes, reducing time, increasing transparency and efficiency.

“The solution helps optimize the document processing process, reduce time, increase transparency and efficiency in Party work. In the coming time, the system will be expanded to Party committees nationwide,” informed Mr. Tran Thanh Ha, Chief of the Hanoi Party Committee Office.

From digital leadership to digital government

Digital transformation in the Party is considered the "conductor", leading comprehensive digital transformation in the government and society. Steering Committee 57 of the Hanoi Party Committee, headed by Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, synchronously deploys 3 pillars: Digital Government, Digital Economy, Digital Society, with 2 platforms: Digital Data and Digital Culture.

Hanoi is moving towards a smart digital government: digitizing documents, building a shared database, implementing cashless payments at traditional markets, and increasing the rate of online administrative procedure settlement. Director of the Hanoi Public Administration Service Center Cu Ngoc Trang said that since the implementation of the two-level government, the rate of online submissions has increased sharply, from 0.68% in the first phase to 96.2% in September 2025. This is a clear signal for a comprehensive digital transformation strategy, in line with the spirit of Resolution 57 of the Politburo on building a modern urban government.

In March 2025, Hanoi City launched the city's shared digital transformation applications.

Head of the Hanoi Party Committee's Organizing Committee Ha Minh Hai said that the City Party Congress for the 2025 - 2030 term will use a number of modern technology applications in the organization of the congress such as: Digitizing documents serving the Congress and providing information on seating arrangements in the meeting room on the Information System for meetings and work processing (iCabinet); building a model displaying digital technology applications on the city's achievements and events in socio-economic development, urban infrastructure, digital transformation, etc.

“In particular, the application of digital transformation in the organization of the Congress is the experience of the “Imprint Wall” and the experience of “Hanoi Capital becoming a smart city by 2030 in accordance with the spirit of Resolution No. 57-NQ/TU dated December 22, 2024 of the Politburo through Cinematic technology in virtual reality”, said the Head of the Organizing Committee of the Hanoi Party Committee.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai directed that the Party Committee needs to strongly promote the spirit of innovation and creativity in each stage of work. The Party Committee needs to proactively advise on building an effective "Digital Party Committee" platform, contributing to improving labor productivity, shortening business processes, minimizing errors and increasing transparency and publicity in the Party Committee's activities.
