The conference was organized by the Ministry of Labour, Invalids and Social Affairs, the Ministry of National Defence, the Ministry of Public Security, the Nhan Dan Newspaper, and the People's Committee of Thua Thien-Hue province on the occasion of the 76th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2023).
Attending the conference were: Former Politburo member and former National Assembly Chairwoman Nguyen Thi Kim Ngan; leaders of central ministries, departments, and agencies; leaders of provinces and centrally-administered cities; and especially 300 delegates representing more than 9.2 million people who have rendered meritorious services to the revolution from all over the country.

99% of families receiving government assistance have a standard of living equal to or higher than the average.
At the conference, through theatrical performances combined with direct interaction, delegates recalled the glorious past of the war years. They remembered the contributions and sacrifices of generations of ancestors for the independence and freedom of the Fatherland; and commemorated those who bravely fought, sacrificed, and dedicated their blood, bones, and youth for the "Peace, Independence, and Freedom" of the Fatherland.
Along with that, the Party and State's policies and the attention of the whole society in showing gratitude and encouraging those who have contributed to the revolution, the "Gratitude and Repayment" movement is widespread throughout the country. In particular, honoring and showing gratitude to the Heroic Vietnamese Mothers, Heroic Martyrs, wounded and disabled soldiers, and families who have contributed to the revolution, always upholding revolutionary traditions, serving as a solid foundation for the Party and government at all levels, and as shining examples for the younger generation to follow in the cause of building national unity and making Vietnam an increasingly beautiful country.
Over the past 76 years, following President Ho Chi Minh's teachings, the Party, State, and people of Vietnam have always paid attention to and cared for the work of showing gratitude to those who have rendered meritorious services to the revolution and their families. The system of policies and laws providing preferential treatment to those who have rendered meritorious services is being gradually perfected. The scope of those who have rendered meritorious services is expanding, and the preferential treatment regime is improving, while ensuring fairness and social consensus.
With the comprehensive promulgation and implementation of preferential policies for those who have rendered meritorious services to the Revolution, during the period 2012-2022, the State budget allocated 357,373 billion VND to implement monthly allowances, one-time allowances, and other preferential regimes such as health insurance, health rehabilitation, provision of assistive devices, orthopedic equipment, rehabilitation equipment; educational incentives, housing improvement support, orthopedic equipment, rehabilitation, educational incentives, cemetery management, search and collection of martyrs' remains…
Nationwide, over 13 trillion VND has been mobilized to support families of war heroes, enabling the construction of over 84,000 new houses and the repair of over 69,000 houses of gratitude; nearly 126,000 savings accounts have been given to policy beneficiary families with a total amount exceeding 1 trillion VND; and 2,988 living Vietnamese Heroic Mothers are being cared for and supported for life by organizations and individuals.
To date, 99% of households of people who rendered meritorious services to the revolution nationwide have a living standard equal to or higher than the average living standard of the people in their place of residence, and 99% of communes and wards have done a good job in caring for wounded soldiers and martyrs.
We will forever remember and be grateful to those who have contributed.
Speaking at the conference, Prime Minister Pham Minh Chinh conveyed his deep affection and profound gratitude to the veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, wounded and sick soldiers, relatives of martyrs, and those who have made contributions to the Revolution.
Prime Minister Pham Minh Chinh emphasized that throughout the revolutionary journey of the Party and the nation, especially during the arduous and fierce years of the struggles for national independence, reunification, border defense, and international duties; with the aspiration and belief in the truth that "Nothing is more precious than independence and freedom," and with the spirit of "Fighting to the death for the Fatherland," generations of outstanding sons and daughters of Vietnam bravely volunteered to go to the battlefield, fought heroically, and sacrificed themselves to fulfill their duties for the cause of building and defending the Fatherland, and for the peace and happiness of the people.
Among them, many martyrs bravely sacrificed their lives. Their blood and flesh have mingled with the rivers and mountains, contributing to the glorious history of the nation. And there are countless wounded and sick soldiers who remain optimistic, striving to overcome the injuries of war, continuing to contribute their intellect and efforts to their families, communities, and the country.
The Prime Minister emotionally emphasized that while the war is long over and the country is independent and unified, so much pain remains. Tears still roll down the cheeks of mothers who "sent their sons off to war three times, and wept silently twice." The wounds of war still ache daily, especially during changes in weather. The lingering effects of Agent Orange torment countless lives. The weary eyes and anxious waiting of families who have not yet received information or known the graves of their children, spouses, parents...
Understanding and sharing in those pains, for the past 76 years, the Party and State of Vietnam have always paid special attention to leading and directing the work of showing gratitude and repaying kindness, and have issued many policies and guidelines to provide specific, practical, and effective support to wounded soldiers, sick soldiers, relatives of martyrs, and those who have contributed to the revolution, considering this a crucial and ongoing political task.
Most recently, the Government issued Decree No. 55/2023/ND-CP dated July 21, 2023, amending and supplementing a number of articles of Decree No. 75/2021/ND-CP, according to which the standard level of allowances and preferential subsidies for people with meritorious services to the Revolution increased by 26.5% and was applied from July 1, 2023.
The movements "All citizens care for families of wounded soldiers, martyrs, and those who have rendered meritorious services to the revolution," the "Gratitude and Repayment" Fund, and the "Comradeship and Solidarity" Fund are increasingly developing and are enthusiastically supported by a wide range of people with a high sense of responsibility and social awareness.
The construction, upgrading, and renovation of martyrs' tombs, cemeteries, and memorials have received significant investment. The search, collection, and identification of martyrs' remains have been actively and effectively implemented, contributing to alleviating the suffering of those left behind.

The Prime Minister expressed his respect and admiration for the spirit of "disability but not defeat," the willpower, resilience, and striving of war invalids, sick soldiers, relatives of martyrs, and families of meritorious individuals who have upheld the heroic revolutionary tradition, overcome the pain of war and immense losses, conquered illness, and continued to contribute their strength, intellect, and talent to building increasingly prosperous families, hometowns, and the country. Among them were 300 exemplary individuals from various regions and ethnic groups, representing 9.2 million meritorious individuals nationwide attending the Conference.
On behalf of General Secretary Nguyen Phu Trong and the Party and State leaders, the Prime Minister highly appreciated and warmly commended the strong spirit, unwavering determination, and fierce will to overcome challenges of the wounded soldiers, sick soldiers, relatives of martyrs, and those who have rendered meritorious services to the Revolution, of which the 300 delegates attending the conference are typical representatives.
"These are truly shining examples, touching hearts, motivating, encouraging, inspiring, and spreading the spirit of overcoming difficulties and striving for success to each of us," the Prime Minister emphasized.
The Prime Minister stated that although the Party, the State, and the people of Vietnam have always shown deep respect, gratitude, and the highest sense of responsibility in caring for those who have rendered meritorious service and their families, the lives of a segment of war invalids, relatives of martyrs, and families of those who have rendered meritorious service to the revolution are still difficult; the remains of many martyrs have not yet been found or identified...
In light of these concerns and anxieties, the Prime Minister requested that in the coming period, all levels, sectors, and localities continue to effectively implement the Party's guidelines and the State's policies and laws, and further strengthen the work of caring for wounded soldiers, sick soldiers, families of martyrs, and those who have rendered meritorious services to the revolution.
This includes focusing on strongly promoting the tradition of "Drinking water, remember the source," "Eating fruit, remember the tree planter," thoroughly understanding and effectively implementing the Resolution of the 13th Party Congress, the Directive of the Party Central Committee on continuing to strengthen the Party's leadership over the work of people with meritorious services to the revolution, and the Ordinance on preferential treatment for people with meritorious services to the revolution.
Simultaneously, we will continue to review, research, improve, and better implement policies and laws for people with meritorious contributions in a timely and effective manner, ensuring that people with meritorious contributions and their families have a living standard at least above average in the area, with the spirit of ensuring that no person with meritorious contributions is left without preferential policies; strengthen the attraction of social resources and effectively implement "Gratitude and Repayment" movements such as building "Houses of Gratitude," the "Gratitude and Repayment" Fund, giving "Savings Accounts of Gratitude," and providing care for Vietnamese Heroic Mothers...; contributing to compensating for the disadvantages faced by people with meritorious contributions and their families.
The Prime Minister requested that local authorities create favorable conditions and study the issuance of specific, practical, and effective support mechanisms and measures to promote the position and role of war veterans, wounded soldiers, sick soldiers, and their families, especially in developing production and business, household economies, and contributing increasingly to the community and society.

Along with that, we must strengthen propaganda and education, especially for the younger generation, about the glorious history of the nation's struggle through various rich forms and diverse content, using many media with new and creative approaches, following the motto "easy to listen to, easy to see, easy to understand, and easy to touch people's hearts".
The Prime Minister also expressed his hope that those who have contributed to the revolution nationwide in general, and the 300 outstanding delegates attending the Conference in particular, will continue to uphold the tradition, the spirit of self-reliance and self-improvement, dedicate their strength and intellect, and always be shining examples in labor, production, work, combat, and study... for the younger generation to follow.
Recalling President Ho Chi Minh's words: "The soldiers have sacrificed their blood and lives to protect the country... The soldiers are truly worthy of the Fatherland, and the Fatherland will never forget such beloved sons," the Prime Minister affirmed that with great responsibility and profound affection, the Party, State, Government, and people of Vietnam are committed to continuing to provide thoughtful care to alleviate the pain, wipe away the tears, and ease the longing; so that the material and spiritual lives of those who have rendered meritorious services will become increasingly fulfilling and better.
At the conference, Prime Minister Pham Minh Chinh presented gifts and war relics to cadres who went to the South – those cadres from the North who voluntarily and silently crossed the Truong Son Mountains to provide manpower support to the South during the resistance war against the US to save the country; and presented gifts to the Heroic Vietnamese Mothers attending the conference.
Leaders and former leaders of the Party and State, as well as leaders of central ministries, departments, and agencies, presented meaningful gifts to delegates of war veterans and martyrs, as a token of gratitude and encouragement to those who have contributed to the revolution.
* Earlier that morning, Prime Minister Pham Minh Chinh visited and presented gifts to Mr. Nguyen Trung Chinh, 94 years old, a pre-revolutionary cadre currently residing in Phu Nhuan ward, Hue city, and Mrs. Nguyen Thi Vang, 100 years old, a Vietnamese Heroic Mother who contributed to the revolution, residing in Thuy Xuan ward, Hue city.
During his visits, the Prime Minister affirmed that the Party, the State, and the people will forever remember and be grateful to those who have contributed to the revolution; and will strive to live up to the sacrifices of those who have made contributions.
The Prime Minister wished Mr. Nguyen Trung Chinh and Heroic Vietnamese Mother Nguyen Thi Vang continued good health and that they would forever remain shining examples for the younger generation to follow.
