The Government Party Committee implements the Central Committee's regulations on the enforcement of the Party Charter.

On September 18, the Standing Committee of the Government Party Committee held a conference to disseminate and implement the regulations, directives and instructions of the Central Committee on the implementation of the Party Charter and continue to innovate and improve the quality of Party cell activities in the new period in the form of direct meetings at the Government Headquarters combined with online meetings at 1,143 points of contact.

Comrade Nguyen Duc Phong, Deputy Secretary of the Government Party Committee, spoke at the conference.

Attending the conference were Deputy Secretary of the Government Party Committee Nguyen Duc Phong and Comrade Lai Xuan Lam; along with more than 12,500 delegates at the connecting points.

Speaking at the opening of the conference, comrade Nguyen Duc Phong, Deputy Secretary of the Government Party Committee, said that the contents disseminated at the conference play an important role in Party building work. He asked the delegates to uphold their sense of responsibility, focus on studying, fully absorb the contents, unify their understanding and organize effective implementation.

At the conference, comrade Tran Anh Truong, Director of the Department of Organization and Regulations, Central Organizing Committee presented the basic and core contents of Regulation No. 294-QD/TW dated May 6, 2025 of the Central Executive Committee on the implementation of the Party Charter; Instruction No. 06-HD/TW dated June 9, 2025 of the Secretariat on a number of specific issues on the implementation of the Party Charter and Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period.

Many new and important contents were emphasized and carefully analyzed at the conference. Regarding Regulation No. 294-QD/TW: The Central Executive Committee stipulates that the Party's organizational system is organized according to administrative units, including commune level (commune, ward, special zone), provincial level, centrally-run city level and central level; piloting the organization of commune and ward party committees directly under provincial and municipal party committees as the direct superior party committees of grassroots party organizations; provincial and municipal party committees decide to organize party organizations in special zones as the direct superior of grassroots party organizations or as grassroots party organizations after receiving written consent from the Central Organizing Committee...

Regarding Directive No. 50-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period: The Secretariat requires that the content of activities must be thoroughly discussed, closely following political tasks and suitable for each type of Party cell, especially in remote, border, island and enterprise areas.

Thematic activities are organized at least once a quarter, focusing on practical issues such as studying and following Ho Chi Minh's ideology, morality and lifestyle; preventing and combating corruption and building the political system...

At the conference, comrade Tran Anh Truong also informed about the results of the reorganization and streamlining of the political system's apparatus in the past time. In particular, the activities of the Party Delegation, the Executive Committee, the Party Committees of the Central and local Blocs were completed, 4 new Party Committees were established at the Central level (Government Party Committee, National Assembly Party Committee, Party Committees of Central Party agencies, Party Committees of the Fatherland Front and Central mass organizations) and 2 new Party Committees at the provincial level (Party Committees of Provincial Party agencies, Party Committees of Provincial People's Committees).

Four Party agencies at the Central level, 25 Party Executive Committees, 16 Party delegations directly under the Central level, five agencies of the National Assembly, five ministries, three agencies directly under the Government, 30 focal points at the general department level and equivalent, 1,025 focal points at the department, division level and equivalent, over 4,400 focal points at the branch, division level and equivalent, and 205 public service units have been reduced.

The Politburo and the Secretariat have issued more than 60 decisions regulating the functions, tasks, organizational structure, and working regulations of central and local agencies and organizations. The functions, tasks, and powers of agencies, units, and organizations have been carefully reviewed, adjusted, and supplemented appropriately, overcoming duplication and overlap. Up to now, agencies, units, and organizations have basically operated smoothly and effectively, and the quality has been initially improved.

The Government Party Committee has directed the synthesis and determination of the total number of tasks and authorities of the Government, the Prime Minister, ministries, ministerial-level agencies, ministers, and heads of ministerial-level agencies as 6,738 tasks. The Government has issued 28 regulations on decentralization, delegation of authority, and division of authority between the Central and local levels, basically perfecting the institutional framework for the organization of state agencies and local governments.

To create a political basis for implementing the Central Committee's conclusions and resolutions on streamlining the organizational apparatus, the Politburo has directed competent agencies to proactively research and advise on amending the Regulations on implementing the Party Charter.
