The central role of Cua Luc Bay was clearly identified by Quang Ninh many years ago. To synchronously connect around Cua Luc Bay, since 2003 with ODA capital, Quang Ninh invested in Bai Chay Bridge, completed and put into use in 2006, connecting the two banks of Cua Luc Bay, becoming a bridge bearing the historical symbol of the Vietnamese transport industry. After nearly 20 years, the bridge still retains its value, becoming a particularly important traffic project of the province, conveniently connecting the two areas of Hon Gai - Bai Chay.
To continue synchronizing the infrastructure around the bay, in 2020, the province started investing in the Love and Binh Minh bridges to meet the need for quick connection, serving the people in the northern region with the administrative center of the province, solving the problem of travel conditions and natural environment which has been a challenge for many years in this area. In particular, the Love bridge and the nearly 4.6km long approach road have a total investment of 2,109 billion VND, the starting point intersects with the route connecting Cai Lan Industrial Park to Ha Long - Van Don Expressway; the end point connects with National Highway 279. The project is designed according to urban road standards, with the architectural idea of "Seagulls on Ha Long Bay", with unique architecture and high aesthetics.
Binh Minh Bridge is more than 2.6km long, the starting point connects the main road of FLC Urban Area in Cao Xanh Ward, the end point intersects with National Highway 279, with a total investment of more than 1,700 billion VND. In particular, during the construction of the two bridges, the mangrove ecosystem was preserved by designing the route along the river system. This has basically preserved the mangrove ecosystem in the area.

The completion and use of Love and Dawn bridges have contributed to the development and expansion of urban space around Cua Luc Bay, attracting investment in industrial parks and clusters, while reducing traffic through Bai Chay Bridge and National Highway 18 in the inner city, ensuring people's travel needs are convenient and safe during the rainy and stormy season. This has attracted and formed Thanh Cong - Viet Hung Automobile Factory, the first automobile factory in Quang Ninh and the upcoming unique Asian-scale forest park - Vinpearl Safari Ha Long and many other strategic projects.
Most recently, on the occasion of the 80th anniversary of the August Revolution, Quang Ninh decided to invest nearly 5,500 billion VND to build a road connecting National Highway 279 through the Love Bridge intersection to the Binh Minh Bridge approach road and a coastal road extending from Tran Quoc Nghien Street to National Highway 279 with a total capital of nearly 5,500 billion VND. Of which, the road connecting National Highway 279 through the Love Bridge intersection to the Binh Minh Bridge approach road is 8.3km long, designed according to urban road standards, with a scale of 6 lanes, a roadbed width of 38m - 48m depending on the section, sidewalks on both sides, each side is 5m wide, building 4 bridges over rivers and deep canals with a system of sidewalks, trees, and synchronous lighting. Similarly, the coastal road extending from Tran Quoc Nghien Street to National Highway 279 is 7.4km long, connecting Tran Thai Tong Street to Tran Phu Street (adjacent to Bang Bridge).
Both projects are scheduled to be completed in 2028. By that time, the area around Cua Luc Bay will be synchronously connected to the province's expressway axis connecting to important border gates, airports, and seaports; forming a coastal route stretching from Hung Thang ward to Cam Pha ward with a total length of tens of kilometers, passing through most of the landscape areas, key tourist centers, urban, economic, and administrative areas of the province... becoming a connecting center, a multi-polar urban area of Quang Ninh. From there, creating a new development space, an important driving force to continue attracting investment, completing infrastructure, unlocking potentials, development space, and effectively exploiting land funds in a direction consistent with the requirements of green growth and adaptation to climate change that the province is focusing on implementing.
