Most of the people in Thuan An 2 residential area are mainly freelance workers, small traders, and their lives are still difficult.
Currently, the residential area has 8 poor households, 3 near-poor households and 12 households with below average living standards.
These are elderly households without pensions, unskilled workers with unstable incomes, and sick all year round.
Although they are well aware of the benefits of participating in health insurance, their financial conditions are too limited and they cannot afford to buy health insurance.
Secretary of Thuan An 2 Party Cell Nguyen Thi Phuong shared that, understanding that concern, the cell launched the model "Party members accompany, sustainable social security".
In particular, mobilizing each party member to voluntarily contribute to support people in difficult circumstances to participate in health insurance, aiming at the goal of sustainable poverty reduction and enhancing community security.
With this model, Ms. Phuong believes that wherever there is skillful mass mobilization, there is consensus and sustainable development.
Ms. Nguyen Thi Phuong added that after launching, party members agreed to respond, with annual contributions from 200,000 VND to 1 million VND per person.
From the pioneering of party members, the model has received active support from residential area organizations, especially individuals and small businesses in the area. There is a business household that voluntarily supports the cost of buying 2 years of health insurance for a poor person in the neighborhood.
After 2 years of implementation (2023 and 2024), the model mobilized more than 12 million VND; from which, 12 individuals in difficult circumstances were able to participate in health insurance.
Each help situation is targeted to the right people and is public and transparent, creating trust and consensus in the community.

Coming to the family situation of Ms. Tran Thi Oanh (group 36), we can understand the suffering when she herself is constantly sick, her husband has just passed away, her son is a freelancer with unstable income. Without health insurance, I am afraid that difficulties will be compounded.
Four years ago, Ms. Oanh's family escaped poverty and no longer enjoyed the benefits prescribed by the State.
After screening, the residential area put Ms. Oanh on the list of people needing health insurance support. To date, Ms. Oanh has been supported with 3 years of health insurance.
To successfully mobilize the masses, Ms. Nguyen Thi Phuong believes, "Party members go first, the country follows." Party members must be the ones to act first, be exemplary, and take the initiative.
It is the exemplary conduct of party members that convinces people to trust and follow.
According to Ms. Phuong, skillful mass mobilization should start with specific, practical actions that bring benefits to the people.
"Party members join hands to buy health insurance for the poor" is not new in form, but the way it is done has hit the "lifeblood" of the people, which is the fear of illness and not having money for medical treatment.
When that concern is shared through concrete actions, people feel the companionship and sharing of the Party organization, not through slogans but through responsibility to the people.
This is not only a social security model but also shows how the Party is close to the people, listens to the people and is for the people.
Such skillful mass mobilization models contribute to strengthening the close and lasting relationship between the Party and the people.
