Director of the Department of Minerals Nguyen Truong Giang said that the draft Decree amends, supplements and completes regulations on procedures for granting mineral operation licenses; auctioning mineral exploitation rights; calculation methods and collection rates for granting mineral exploitation rights; management of river sand and gravel and protection of river beds, banks and beaches; and management of minerals in national mineral reserve areas.
Deputy Minister of Natural Resources and Environment Tran Quy Kien said that during the process of drafting the Decree, the Ministry received comments requesting clarification of regulations related to exploration, exploitation, and use of accompanying minerals (mainly soil and waste rock) in the process of exploration and exploitation of other minerals; licensing of mineral exploitation as common construction materials for important national works and projects.

At the meeting, Mr. Vu Van Dien, Vice Chairman of Quang Ninh Provincial People's Committee, proposed that the Ministry of Natural Resources and Environment continue to simplify procedures and decentralize to localities the decision on the use of waste soil and rock during the mining process, thereby creating conditions for the treatment of waste soil and rock dumps in the area, implementing a circular economy .
The representative of the Ministry of Justice discussed and requested the Ministry of Natural Resources and Environment to fully assess the impact of the amended and supplemented articles and clauses in the draft Decree; ensuring compatibility and no conflict with relevant specialized laws. Meanwhile, the representative of the Ministry of Finance gave comments to the Ministry of Natural Resources and Environment on regulations related to tax policies for mineral exploitation activities.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Natural Resources and Environment to fully absorb the comments contributed to the draft Decree in the spirit of "reducing time and procedures for businesses and localities but must fully assess the impact and ensure feasibility when implementing".
The Deputy Prime Minister assigned the Ministry of Natural Resources and Environment to coordinate with the Ministry of Justice and the Ministry of Finance to review relevant legal documents and regulations to ensure that after the decree is issued, it is implemented smoothly, without conflicts or overlaps.
Regarding regulations on exploitation and use of accompanying minerals, the Deputy Prime Minister proposed focusing mainly on managing and utilizing waste soil and rock generated from mineral exploitation activities to serve construction site filling instead of dumping them at concentrated waste dumps inside or next to mineral mines.
The Deputy Prime Minister also gave his opinion on the content related to the exploitation and use of minerals recovered from dredging projects (lakes, water areas of irrigation and hydroelectric works) and the clearing of waterways; the exploitation of minerals for common construction materials for important national projects and works, urgent important projects in the fields of national defense and security; the adjustment of mineral exploitation licenses; and the decentralization of authority to localities to manage common construction material mines for households and small organizations.
